Mentoring has been one of the most frequently suggested strategies for facilitating both the transition of new graduates and good work, as if it were a panacea. Nevertheless, the concept of mentoring in nursing practice remains ambiguous and confused, and the term is often used interchangeably with preceptoring, a related concept in the literature. Mentoring as a way of promoting good work among newly graduated nurses has to date been underexplored. Aim The aim of this study is to understand the meaning of mentoring newly graduated registered nurses (NGRNs) in the transition and in the pursuit of good work through different stories of experiences that are lived, told, relived, and retold in a complex health care landscape. Design The research methodology that was adopted was based on Clandinin and Connelly’s narrative inquiry. Four methods were employed to collect field texts from four sources of data in eight participating public hospitals in Hong Kong. Eighteen NGRN participants were recruited to participate in the one-year enquiry process through repeated interviews and email conversations. Focus group interviews were also ii conducted with 11 preceptors and 10 stakeholders (senior nurses, ward managers, and doctors). Relevant hospital documents relating to the participants’ stories of their experiences were also reviewed. The research texts were composed from the field texts through the iterative process of narrative and paradigmatic analyses. Findings Thinking narratively of the participants’ stories of their experiences along the three dimensions – temporal, personal-social interactions, and the place of the narrative inquiry space – revealed the complexity of mentoring NGRNs for the transition and the pursuit of good work. NGRNs are in need of ongoing mentoring throughout their first two years of clinical practice in their transition and in the effort to sustain good work in the midst of educative and miseducative experiences. Four interrelated narrative threads are discerned from the NGRN, preceptor, and stakeholder participants’ stories of their experiences, hospital documents, and the integration of the findings with the relevant literature. They are: 1) Contrasting stories of the preceptorship programme, 2) Knotmentoring for good work with self, opportunistic, and peer mentoring, 3) Understanding not-mentoring through assumptions about practice readiness and scolding, and 4) Disempowering by sacred hospital or unit stories. Conclusion This narrative inquiry has served as a springboard to generate insights into how NGRNs are mentored by themselves and others in the midst of ongoing experiences, to sustain their stories of good work in nursing. New possibilities are imagined in the narrative inquiry space to support NGRNs in persisting to sail towards the beacon in stormy seas and rainy weather.     Hospital Authority enhances electronic payment services (with photos) The following is issued on behalf of the Hospital Authority: The Hospital Authority (HA) has recently introduced over 30 new one-stop electronic kiosks in 13 public hospitals* to progressively replace the existing old model. The new electronic kiosks enhance the registration and payment functions for specialist outpatient services. Patients or their carers can use either the appointment slip or the patient's Hong Kong Identity Card to register for consultation and settle attendance fees and drug charges, which is more convenient and can save queuing time. The new kiosks accept payments by Octopus and contactless credit cards issued by local banks. The HA will continue to replace the old electronic kiosks, enhance the kiosks' functionalities and provide more payment means such as accepting payments by electronic wallets. Furthermore, HA hospital shroff offices now accept payments by electronic wallets, where patients can make payments by presenting the Quick Response code (Alipay or WeChat Pay) on their smartphones. Patients are offered more choices on top of the traditional payment methods, including cash, Octopus and credit cards. The public may enquire at the hospitals' shroff offices for more information. Background 2. At present, the Hospital Authority (HA) provides public hospital services for Tuen Mun and Yuen Long districts through its New Territories West Cluster (NTWC), which comprises TMH, Pok Oi Hospital, Castle Peak Hospital, Siu Lam Hospital and Tin Shui Wai Hospital. TMH, established in 1989, provides a comprehensive range of specialty services at secondary and tertiary levels. Over the years, the population of Tuen Mun and Yuen Long districts has grown rapidly. According to the latest projection of the Census and Statistics Department and the Planning Department, the total population of the two districts was 1 117 500 in mid-2015 and is projected to reach 1 241 300 by mid-2024, representing an increase of 11%. The total commitment sought is $39,409.4 million. Details of the above three HDP projects and the update on the First Ten-year HDP are at Enclosures 1 to 4 respectively. Background 2. In the 2016 Policy Address, the Government announced that $200 billion would be set aside for the Hospital Authority to implement the First Ten-year HDP. The First Ten-year HDP covers the redevelopment and expansion of 11 hospitals, the construction of a new acute hospital, three community health centres and one supporting services centre. Upon completion of all the projects under the First Ten-year HDP, it will provide more than 6 000 additional bed spaces, 94 additional operating theatres and increased capacity of specialist outpatient clinics and general outpatient clinics.

    LC Paper No. CB(2)2162/14-15(01) Annex Response to Information Requested at Health Service Panel Meeting on 15 July 2013 Introduction The public healthcare system is the cornerstone of Hong Kong’s healthcare system. The Government will uphold its commitment to public healthcare system and will continue to deploy resources to expand our public healthcare infrastructure through building new hospitals and improving existing hospital facilities to cope with the ever-increasing demand for medical services. 2. The Hospital Authority (HA) is a major healthcare service provider in Hong Kong, currently managing 42 public hospitals/institutions with a total of some 27 000 hospital beds, 47 specialist outpatient clinics (SOPC) and 73 general outpatient clinics (GOPC). These facilities are organised into seven clusters according to geographical locations. 3. There is a high demand for HA services. Its throughputs in 2013-14 amounted to about 1.57 million inpatient and day inpatient1 discharge episodes, 2.24 million Accident & Emergency attendances, 7.04 million specialist outpatient (clinical) attendances, 2.33 million allied health (outpatient) attendances, 6.10 million primary care attendances, and 1.99 million community outreach visits. Development of Hospital Clustering 4. When HA took over the management of the public hospital system in 1991, the hospitals were disorganized and poorly coordinated. For example, some of the major acute hospitals were then supported by up to five to six “district” hospitals widely dispersed in the territory providing convalescent care. The territory was returned to China when the lease expired in 1997. As a special administrative region, Hong Kong's system of government is separated from that of mainland China. Formerly a sparsely populated area of farming and fishing villages, Hong Kong has become one of the world's most significant financial centers and commercial ports. It is the world's seventh-largest trading entity, and its legal tender (the Hong Kong dollar) is the world's 13th-most-traded currency. Although the city has one of the highest per capita incomes in the world, it has severe income inequality. The territory has the largest number of skyscrapers in the world, most surrounding Victo- ria Harbour. Hong Kong ranks seventh on the UN Human Development Index and has the seventh-longest life expectancy in the world.
