Bill Shimmins MHK has agreed to second her nomination, which is supported by MHK and Martyn Perkins MHK.

Since her election to the Legislative Council in May 2017, Jane has taken an active and constructive role in Legislative Council business, particularly the detailed and considered scrutiny of legislation. Likewise, she has engaged positively with scrutiny and debate, particularly in her various Committee roles. As Chair of the recently formed Standing Committee on Constitutional and Legal Affairs and Justice, Jane has been able to use her legal experience and skills to input into the Committee’s initial focus on scoping its work programme. As a member of the Select Committee on Library provision, she has enjoyed and been committed to thorough and detailed research to gain an evidence based understanding of the issues and challenges our libraries face.

As Equality Champion, Jane has worked with energy and commitment to fulfil her brief and to that end has directly engaged with Honourable Members, officers in Government Departments, businesses, third sector organisations and individuals, to help raise awareness of the Equality Act 2017 and to support work on its implementation in line with the Programme for Government.

In addition, Jane has worked with several Honourable Members on particular issues, often involving matters raised by members of the public, and she has continued her voluntary roles at a Trustee of St Christopher’s and Parent Governor at Marown School.

Manx born and raised, Jane’s professional qualification as a solicitor and career as an employment lawyer and HR training specialist, as well as her experience as Isle of Man Legal Aid Deputy Certifying Officer, mean she has skills and experience she has been readily able to put to demonstrable positive use in her work so far as a Member of the Legislative Council. This and her ongoing drive, hard work, commitment and enthusiasm for the Isle of Man, I believe, strongly support her re-election to the Upper Chamber. Born and grew up on the Isle of Man. Trained and qualified as a solicitor in London. After working in London for 11 years as an employment lawyer I returned to live on the Isle of Man in 2005. From then until my election to the Legislative Council in May 2017 I worked designing and delivering training on HR and employment law matters to staff, managers and HR specialists in a variety of financial services organisations and large corporates.

Following a secondment to UBS Investment Bank, I became the principal in-house employment lawyer for UBS in London, advising on HR matters across Europe, East and Africa. After returning to the Isle of Man in 2005 I worked for a specialist consultancy providing employment law support and HR-related training for large multi-nationals. I was also the Isle of Man Legal Aid Deputy Certifying Officer 2007-2010.

John has a long record of public service having served on Douglas Council for the six years as well as during that time completing a very successful year representing the people of Douglas as Mayor. John also served on the Planning Committee for a decade and served four years on the Health Consultative Committee and therefore already has an understanding of how government works and has allowed him to develop the scrutiny and analytical skills that the role requires.

John had a long and successful 30 year career in the Fire Service which allowed him to develop his communication and organisational skills.

CURRENT: As an elected member of Douglas Borough Council since 2012 I represent Murrays Ward through which I currently have a public mandate. Following the 2011 General Election where I failed to gain a seat in West Douglas I stood in the 2012 Local Authority General Elections standing in the Douglas Council Murrays Ward where I topped the poll by nearly 100 votes and was successfully returned in 2016.

Currently I am a member of the Council’s Housing Committee, Standards Committee of which I am vice chairman and the new created Consultation Group who review the Government’s Public Consultation Documents prior to them being discussed by the Executive Committee of the Council. I was previously prior to my becoming Mayor the Chairman of the Regeneration and Community Committee which also gave me a seat on the Executive Committee.

For the Municipal Year 2016 / 17 I was unanimously elected to be the Mayor of Douglas presiding over Council Meetings and attending virtually every meeting of the Council’s various committees. In all during the Municipal Year I attended over four hundred engagements and meetings.

MARITAL STATUS: I am married to Gill (nee Quine), (a retired police officer), who was a member of the Education Council prior to which she served two years under the old Board system. She also works part-time for Cruse Bereavement Care as the Young Peoples Services Manager working with bereaved children offering counselling, support and advice in the Island’s schools.

I was married in 1972 to Elizabeth (nee Callow), who developed and suffered for many years with primary sclerosing cholangitis. She sadly passed away in a Birmingham hospital during 1999 awaiting a liver transplant.

EDUCATIONAL PROFESSIONAL AND TECHNICAL QUALIFICATIONS: I was educated at Murray’s Road School and Douglas High School for Boys.

All Fire Service Statutory Examinations (National Home Office Approved) passed. In 1981 I became a Graduate of the Institute of Fire Engineers (G.I.Fire E.).

National Vocational Qualifications: D32 Assess Candidate Performance D33 Assess Candidate Performance Using Diverse Evidence. These qualifications and my role and responsibilities as a Station Officer within the Fire Service have been acknowledged in National Curriculum Framework as equivalent to Management Level 3 and NVQ Level 4 or ‘A’ Level pass.

EMPLOYMENT DETAILS: On leaving school I worked for five years in Gelling’s Foundry Ltd initially as an apprentice ironmonger later training to become an Aga Fitter.

I joined the Isle of Man Fire and Rescue Service as a Fireman on 22 June 1970 rising through the ranks to Station Officer before retiring on 5 August 2000.

In August 1973 I attended the Summerland fire in which tragically over fifty people lost their lives. I was regularly Officer in Charge at various major incidents and over many years I attended numerous incidents including major fires, road traffic accidents, ship fires and fire investigations sometimes resulting in being called to give evidence in the Coroner’s Court.

I often attended many minor incidents which may have been viewed as an everyday occurrence by many; however, I was always aware that to the householder or pet owner that it was a serious and traumatic experience and was always conscious of their feelings and the need for reassurance.

OPERATIONAL MANAGEMENT EXPERIENCE: From the ranks of Leading Fireman to Station Officer I was responsible for the management of ‘Watches’ on Douglas Fire Station. As “Watch Commander” I was responsible for the routine administration and day to day running of a ‘Watch’ including the welfare of its members and carrying out and supervising training of personnel in various areas previously identified. Additionally I was responsible for development and training of fire fighters in the specialised and complex methods of fighting fires on board ships. This course also included instruction in sea survival techniques the training for which was carried out in Douglas Harbour and at sea.

FIRE SAFETY DEPARTMENT: As a Fire Safety Inspecting Officer I regularly carried out inspections under the Fire Precautions Act in premises requiring Fire Certificates including hotels and places of public entertainment. This also included the writing of reports and the issuing of statutory notices requiring essential fire safety work to be carried out.

Fire safety inspections in new and existing office and retail premises and the inspection and registration process of flats were carried with Inspectors from the Department of Environmental Health. During this period I was involved in the drafting of the Fire Precautions (Flats) Regulations 1996.

I regularly attended the Planning Department to examine and comment on many major Planning Applications. This opportunity gave me an invaluable overview of Department’s day-to-day running, staffing, workload and an insight into some procedural matters.

I have carried out staff training sessions in most of the Island’s Nursing / Residential Homes, Government Departments and Primary Schools and was responsible for the introduction of ‘Welephant’ and ‘Blaze Bear’ (the children’s fire safety mascots) to the Island.

OTHER RELEVANT INFORMATION I was brought up in a very much voluntary service environment. My parents were both actively involved with the St John Ambulance Brigade and a local charitable organisation. Together my parents encouraged my siblings and me to join the St John Cadets at an early age and through this I carried out many hours of public duty at many local sporting and other events. My father was the Cadet Superintendant for many years. It was probably the result of gaining a Fire-fighting Badge in the St John that sparked my interest in making the Fire Service a full time career.

For the majority of my Fire Brigade service I was Secretary of the Fire Service National Benevolent Fund and a member of the National Council. This role involved responsibilities of a highly confidential nature including means tested grant payments, assistance to Service Widows or Orphans, organising travel to rehabilitation centres and many other welfare-related issues. I received an Award of Recognition for this in 1997; however, providing the help and assistance to my colleagues and their families in times of great need was a reward in itself.

From 1981 until 2009 I was a member of the organising committee for the Manx National Rally which was a round of three UK National Rally Championships. The event is held annually in May and until I stepped down I had been Clerk of the Course for twenty five years. My role within the organising committee involved much of the administration including route preparation; time scheduling, drafting and preparing regulations for the event as well as liaising with various Government Departments and local authorities. During the Rally I had the absolute and overall responsibility for its safe and smooth running in accordance with the law and the statutory regulations as laid down.

At the time of my taking over as Clerk of the Course the event was in a financial deficit situation. Following a meeting with and heeding the comments of the then Minister of Tourism, and together with a newly appointed Treasurer we were able to successfully turn around the fortunes of the Rally and run it for over twenty years without direct financial support from the Department of Tourism and with considerable financial benefit to the economy of the Isle of Man. I was instrumental in securing sponsorship for the event from major international companies such as Steyr-Daimler-Puch, Roush Technologies and RBS International for the event.

Additionally I was a member of the Organising Committee and Clerk of the Course for the Manx International Rally between 1994 and 1999. This event was a part of the both British and European Rally Championships.

In 1985 I was appointed as a Steward by the Motor Sports Association, which is the governing body for all motor sport within the . This appointment involves attending various motor sport events both on and off the Island on behalf of the MSA to observe and file reports report confirming that the event has been run safely, legally and in accordance with their Regulations. As an MSA Steward I have the power to stop an event which I may consider to be unsafe or not being run in accordance with the Regulations and justify my actions. Additional duties include the hearing of any protests and appeals which may arise.

From 1989 to 2003 I was Chairman of the Manx National Youth Band and was regularly responsible for the welfare and safety of the young people throughout their many trips to the UK, Europe and beyond.

In November 2002 I was appointed to and served for ten years as a Lay Member to the Isle of Man Government’s Planning Committee which can be challenging but always enjoyable and gives an opportunity to make a difference to the environment, people and future planning of our island. This involves being familiar with legislation and various planning guidelines, including the Island’s Strategic Plan. Considering and making fair, unbiased and balanced decisions having taken into account all the comments from the Planning Officers, applicants and third parties.

From October 2005 I served for four years as a member of the Health Services Consultative Committee along with six medical professionals and five other lay members. This allowed debate and discussion on many and varied subjects relating to health matters including the Second Opinion Information Leaflet, fluoridation of the Island’s water supply and even the “Lunchbox Survey”.

As you can imagine I am fully supportive of organ retrieval and transplantation. Whilst this is an emotive subject I would like to see a heightened awareness of this programme. Through my involvement in motorsport I actively encouraged competitors, officials and spectators to sign up to the National Organ Donor Register and in doing so raised over £12,000 for a small charity in the Queen Elizabeth Hospital, Birmingham, to help with research into liver disease and transplant methods. As a point of interest one is more likely to become an organ recipient than a donor.

LEISURE AND HOBBIES: In 2010 I became involved with a local theatre company (Taylorian Productions) as a backstage assistant on the very successful production of Lionel Bart’s “Oliver”. I also enjoy spending time with my close and extended family and friends. My hobbies are varied and include walking, reading, I’d like to play more golf, eating out, travel, theatre, popular and classical music and local and international current affairs. I also own a 1964 Austin Cooper S which I have spent some time restoring and making road worthy.

Dawn was educated on the Island. She is a qualified lawyer, who has specialised in private client law for 16 years. Her legal background means she is experienced in reading and interpreting legislation. She also understands the commercial realities of a business environment having run a successful legal department.

I have known Dawn for many years. She has two Manx born sons, and two grandchildren who are at school in the Island.

Dawn is warm and empathetic, which has helped in both her legal career; in the work she has undertaken acting on behalf of vulnerable adults through the Court of Protection, and in the voluntary roles she has undertaken as a Charity trustee for Age UK Mid Mersey, and as a School Governor.

Dawn also has experience of working within the Isle of Man Government and is conversant with creation of policy and legislation within the Government setting.

Her volunteer roles, mean Dawn is experienced in working in committee and reporting back to a governing body.

I set out below an outline of my relevant experience and reasons why I feel motivated to put my name forward for your consideration in the above elections.

Having worked in the private sector as a Chartered Architect for ten years, my subsequent professional career was spent in public service both as the Island’s first Building Conservation Officer and, latterly, working in Local Authority Housing and Property Management.

Experience and knowledge gained in all these roles has been invaluable and ranged from drafting, interpreting and applying Policy and Legislation, to initiating and procuring major Capital Projects. I also worked with those in housing need including our increasing elderly population and found this work to be not only demanding, but humbling and rewarding.

I served ten years as Trustee with Manx Lottery Trust, being Chairman for my last three years and currently I am a Member of the All-Island Planning Committee.

On a more relaxed front, I have been fortunate to enjoy a full life performing and composing music in a traditional Manx genre which I have been able to share with others in our community, in addition to competing in the Manx Music Festival.

I feel strongly that this is the right time for me to put my name forward and to seek your support.

If elected, I would bring a wealth of experience to Council, not only professionally, but on a human basis. I am a highly motivated, tenacious professional with 7 years’ experience at Chief Executive level of developing Psycho Oncology and other support services on the Isle of Man. I have in depth and up to date knowledge of cancer and other health provision and proven ability of operating at the strategic level required to develop services and influence change. I have been the primary influence in recruiting strong teams and motivating the change in direction for Manx Cancer Help in recent years. I have developed a strong but empathic management style that encourages people to reach their full potential. I have an open and outgoing manner and am able to interact in a friendly but professional manner with staff at all levels. I have found my nursing qualification to be invaluable in the development of the services we provide and recognise the importance of working collaboratively with specialist nurses and other medical professionals in all aspects of development. I have worked with a small team to produce budgets and sustainable income streams in order to support the future of our ever expanding service. I have been a Governor of Clatterbridge Cancer Centre for the past 9 years which means I am well informed and up to date with health and social care services in the North West of England.

I have directly influenced and overseen the development of a Psycho oncology service on the Isle of Man to ensure that we offer individualised specialised psychological services to anybody whose life is affected by cancer along with a range of complementary therapies and other supportive services such a legal surgery and benefits advice. . I have been instrumental in building and maintaining a strong and highly professional team of accredited therapists and support staff to ensure that we are providing a gold standard NICE compliant service.

I was employed by Midland Bank/HSBC for almost 42 years before I retired in April 2017. I moved to the Isle of Man in 1981 and lived and worked in the Channel Islands between 1987 and 1992 before returning to the island. For the final six years of my career I was the Senior Manager. This required regular contact with Government, Financial Services Authority, customers and acting as ambassador for HSBC’s operation on the island.

I joined Midland Bank in Nottinghamshire as a junior clerk in 1975 and moved to Douglas in 1981 undertaking various clerical and junior managerial roles. In 1987 I moved to undertaking a Treasury role before moving into back office operations. I returned to the island in 1992 undertaking a variety of roles the final one being Senior Manager, Isle of Man and Head of Operations for Channel Islands and Isle of Man which encompassed operations in Guernsey, Isle of Man, , India and Malaysia. I retired in April 2017.

Public service

 Lay member of Public Services Commission, since January 2017. The PSC is the employing authority for public servants on the Isle of Man.  Union Mills F.C. member since 1984 and have been coach, club captain, committee member, chair, secretary and currently a director. The club provides football facilities for children from five years of age to veterans from its purpose-built headquarters at Garey Mooar  Manx Cancer Help (MCH), director and chair 2015-2017. MCH provide specialist psychological therapies to anyone impacted by cancer.

Personal

I live in Douglas and am married with one daughter and a black Labrador. I have had the privilege of living and working on the island for over 30 years. I am passionate about our island life, its history and heritage and wish everyone who lived here appreciated the quality of life that we have. I enjoy music, travel and walking. I have been lucky enough to travel through work to places such as India, Malaysia, and Poland which has given me a wide-ranging perspective on the diversity of cultures. Mrs Wheeler is a relative newcomer to the Island but she has already demonstrated her commitment to preserving what we have, building on that and successfully meeting the challenges ahead. Mrs Wheeler has familiarised herself with how our Island’s Tynwald works and has immersed herself in politics, including researching the background to a number of the issues we are currently facing.

During her long career, which started in the Inland Revenue in the UK and ended with the chairmanship of a successful oil and gas exploration and production company, Mrs Wheeler interpreted and used legislation, and she often needed to be able to scrutinise things effectively as a consultant or non-executive director.

Her international experience within the energy sector and her approach to planning and risk assessment should all prove valuable assets.

I believe Mrs Wheeler’s award of the OBE for services to the oil industry reflects both her service to clients and positive involvement with government.

Motivation

When I moved to the Isle of Man, I did so with the intention of making a contribution to the state if I thought my views based on past experience would be of value.

I spent the first year here settling in and friends explained to me how Tynwald works. I listened to Questions in the House of Keys; and was astounded at the aggression shown by many MHKs and Ministers. This seems to me to hinder a democratic debate.

I became even more interested in politics during the general election and I have since that time become what I term “a politics addict”. I have, for instance, listened over the past 18 months to just about every House of Keys and Tynwald session and a number of Committee hearings.

I was delighted with the substantial change in the make-up of the House of Keys and I had high hopes for the new intake of MHKs and Council of Ministers. I have not been disappointed. I have communicated with a number of Ministers and MHK’s in, I hope, a constructive way. I have researched and commented on, inter alia, the following items:

Experience and Expertise:

My involvement with the oil industry encompassed other business sectors such as shipping, engineering, construction, refining, oil trading and retail.

The types of projects in which I developed a substantial expertise included corporate group structuring, risk analysis, due diligence, joint ventures, mergers and acquisitions, financing, planning for monetisation and single asset disposals or acquisitions. The value of the businesses or assets concerned ranged from small asset swaps or farm outs to a corporate sale at $2 billion.

Litigation also became an area where I became either part of the litigation team or the leader and we were always successful. As the oil industry is heavily regulated and usually highly taxed I lobbied and spent time with senior civil servants, MPs and Ministers and developed relationships based on mutual respect.

I willingly make available access to all of my UK and international experience in business and options to enhance and protect the interests of the Island. I have both UK and International experience in negotiating legal contracts and doing business with different cultures, and am used to reading, interpreting and suggesting amendments to legislation. I was born in Berkshire and, after working in London for two years, I moved to the Isle of Man in 1974. With the exception of relocating to Texas for four years while my husband obtained his Doctorate of Optometry, I have lived on the Island since that date.

Professional Summary

Prior to my retirement at the end of September 2017, I had worked for the Isle of Man Financial Services Authority (“IOMFSA”) (previously the Financial Supervision Commission) for nearly 28 years. During this time, I held the position of Assistant Supervisor then Supervisor of Investment Business in the Supervision Division before transferring to become Senior Manager of the Policy and Legal Division (which subsequently took over responsibility for the Authorisations Division). My employment with the IOMFSA therefore had two key themes – (a) a compliance oversight role in relation to investment businesses which required extensive knowledge of the financial services legislation and the ability to apply this and assist licenceholders to comply with the regulatory requirements; and

(b) a policy development and legislative drafting role which required the ability to – (i) research, analyse and review complex areas, consider conflicting views and identify and take appropriate actions; (ii) draft secondary legislation, which included the consolidation of the various regulatory codes for banks, investment businesses, functionaries of collective investment schemes and fiduciaries into the Financial Services Rule Book 2008; and ongoing updates of this and other legislation including the extension of the Regulated Activities Order, Financial Services (Exemptions) Regulations and Fees Orders to encompass new classes of regulated activity such as e-money, payment services, and crowdfunding; (iii) liaise with the Attorney General’s Chambers on the drafting of primary legislation (e.g. the Designated Businesses (Registration and Oversight) Act 2015); (iv) liaise with Members of the House of Keys and Legislative Council to take legislation through Tynwald; and (v) liaise with other government and regulatory bodies, both on and off Island, to enable the IOMFSA to enter into Memoranda of Understanding with those bodies examples of which are the banking and securities regulators of the Peoples’ Republic of China, the financial services regulators of the Seychelles, Malta and UK as well as government bodies including the Treasury, Financial Intelligence Unit and Customs and Excise. During my career at the IOMFSA, I was responsible for the management of staff and I have provided training and coaching sessions for these staff and others within the IOMFSA, and have also organised and participated in training seminars for external parties.

Amongst the happiest thoughts I have is that all five children, now grown up of course, are still on the island and are here to stay. My working life has been entirely in financial services, and more specifically in life insurance. I qualified as an actuary in 1986, and thereby have particular expertise in managing financial systems. As appointed actuary of Falcon Leven in the Netherlands, and later of Zurich International Life Limited in the Isle of Man, I was responsible for safeguarding the interests of all their policyholders. As IT Manager of Hansard Administration Services in the Isle of Man, I was responsible for ensuring the sound implementation of major computer systems enhancements including Y2K and the Euro. My work has concentrated on actuarial matters, and systems. The actuarial work I have done requires applying good business judgment, backed up by rigorous analysis and appropriate application of mathematical theory, to solving practical problems in financial management, and implementing their solutions. The prevailing business environment has always required that I communicate complex ideas clearly, using simple language. Indeed, this is a central part of the training undertaken by members of the actuarial profession, in addition to the technical skills. The systems work I have done has enabled me to excel at understanding the detailed logic of software code, especially flawed logic, and quickly spotting errors that need to be corrected. In my most recent project I devoted a large proportion of my time to providing detailed programming training to new recruits to help ensure error-free coding from outset. This combination of practical actuarial work and systems work has made me a strongly analytical thinker, with the ability to understand complex data, and to penetrate through layers of fluff to determine what constitutes the essential important fundamentals. Scrutiny, attention to detail, an enquiring mind, and challenge, are all second-nature to me. I have a natural affinity for reading technical, complicated material and making sure that I understand it and think through its wider implications, and a natural desire to seek to improve it. I have international experience. As a child I lived for a few years in each of France and Belgium because my father was in the RAF and moved frequently. Over 30 years in business, I have successfully designed and project managed and owned Courthouse bar, restaurant and club for the last 8 years, I am also co-owner of Honeypots Nurseries Ltd with the Busy Bears nursery in Peel, Isle of Man with 60+ children in our care and currently employ over 70 Manx workers.

Previously owned, created and managed the Alpine Coffee shops and had 3 sites of this venture located in Regents Street Douglas, Nobles Hospital Douglas and The Pokerstars Headquarters in Onchan.

I also won the tender and designed and set up the Bradda Glen restaurant when this was redeveloped in 2011 and owned this for 2 years.

I have been a member of MENA and worked closely with the courts and police for 16 years and represented MENA on the licensing forum with the Dept of Home Affairs for 2 years.

I am an incredibly positive person who is very happy being challenged and making things happen, I adore my wife and family, fast cars, excellent food, travelling to gorgeous places and living on the Isle of Man.

Work History

Sept 2008 to Present Managing Director – The Courthouse Restaurant, Bar and Club Athol Street – Douglas Isle of Man Designed and project managed the original build of this 600 capacity dual floor busy operation, located in the heart of the prime business district on the Isle of Man. 8 consecutive years highest quality tourist boards awards for food and service, focusing on freshly prepared classic British cuisine, excellent wines and cocktails and a busy nightclub.

Jan 2002 to Aug 2008 Opening and General Manager - Fiesta Havana Wellington Street, Douglas Isle of Man

Opened and built this into a very popular and successful business that ran for 6 years, A Latin American inspired menu and theme open 7 days a week, very busy bar, restaurant and club with a 500 capacity. Dec – 1998 to Dec 2001 General Manager Break for the Border and Café en Seine Peterborough Managed 2 different businesses that were next door to each other with a combined capacity of 1400, one was DJ and dance music led and was voted one of the 7 best clubs in the UK under my tenure and the other was a very successful food, cocktail and fun establishment. Very busy businesses.

Nov 1997 – Dec 1998 Deputy General Manager - Salsa – Capital Radio Restaurants West End, London Very Busy live music iconic Brazilian Salsa venue in the heart of the West end of London – 600 capacity

Mar 1994 to Oct 1997 Deputy Manager – TJ’s Beach bar diner Cervia - Italian Riviera, Italy

Opened up a brand new cocktail bar and diner on the beach in Cervia in Emilia Romagna Italy, hard work but I loved everything about Italy except trying to do business there – 400 capacity

Jan 1993 to Feb 1994 Deputy Manager - Milwaukee Exchange Bar Diner Leeds This was an incredibly busy American themed restaurant and bar on a retail park next to a multiplex cinema and Ikea etc, very busy and I learned a lot, throughout my youth and education I worked at a further 3 Exchange Bar diners paying my way through college and University.

Sept 1991 to Jan 1993 General Manager - The Penny Theatre Canterbury Kent This was a fabulous time for me as I ran this 250 capacity venue in Canterbury and had a brilliant time promoting band nights, DJ nights and generally creating what became an institution in Kent, Notable successes were having Radiohead, Jamiroqui, The Cranberries and Brand New Heavies.
