Base Umpire Field Positioning
Base Umpire Field Positioning Responsibilities: Field Diagrams with Umpires ‐‐ small diamond base paths A position ‐‐ Base umpire will: •Watch for illegal pitches •Make the safe/out call at 1st •Be responsible for fail/foul calls from the bag and beyond Position of Base Umpire when Batter is up •If the batter‐runner gets a base hit that goes through the infield the base umpire will take the batter‐runner around the bases watching the batter‐runner touch bases and A position ‐‐ with no runners on base make any calls at the bases. B position ‐‐ with only a runner on 1st base B and C position –Base umpire will: • Be responsible for any pick off plays at any of the bases C position – all other runner combinations • Illegal pitches • Make calls on the bases unless the plate umpire is covering third base on certain Note: all positions are before each pitch – situations move accordingly during each play. • Be responsible for runners touching bases during a base hit and fly balls. Plate Umpire Movement will depend on where the ball is hit. • After the ball is hit the base umpire needs to move into different positions depending Range and Working Area of Base Umpire on the play. When moving into position, remember “Inside/Outside.” If the ball is in the infield, the base umpire will generally be outside the baseline. If the ball is hit to the outfield, you should move to the infield side of the baseline. = movement of position • Batted balls that stay in the infield, stay outside and cover 1st and 2nd base. -

(Summers are exempt.) BEGINS ENDS Spring Season Monday, February 15, 2021 May 16, 2021 Game Limits- Baseball 25 contests plus Spring Break Out of Season Activities- ● Out of season activities are allowed, but are subject to the following: ○ Dead Periods: ■ Only apply to sports not in season. ■ Out of Season activities are not allowed during the following periods: Season Period Fall Starts the first week of fall season through August 31st. Winter Starts 1 week prior to the first day of the winter sport season and extends 3 weeks after Nov. 1. Spring Starts 1 week prior to the third Monday of February and extends 3 weeks after the third Monday of February. May Starts on the spring seeding meeting date and extends through the final spring state championship. Sport Rules: ● National Federation of High Schools Rules (NFHS)- a. The NCISAA is an affiliate member of the NFHS. b. National High School Federation rules apply when NCISAA rules do not cover a particular application. c. Visit www.nfhs.org to find sport specific rules and annual updates. ● It is important for athletic directors and coaches to annually review rules changes each season. Rule Books are available for online purchase on the NFHS website. ● Rules Interpretations- a. Heads of schools and athletic directors are responsible for seeing that these rules and concepts are understood and followed by their coaching staff without exception. -

Name: _________________________________ Foul Ball By Kelly Hashway Emmitt followed his father to row eleven, seats thirteen and fourteen. He was so busy taking in the sights at the baseball stadium that he wasn’t watching where he was going. He bumped right into his father’s back. “Sorry, Dad.” His father laughed. “No problem. Which seat do you want?” Emmitt looked at the number thirteen on the back of the seat. Thirteen was supposedly an unlucky number, and he was going to need some luck if he was going to catch a foul ball. “I’ll take fourteen.” He squeezed past his dad and sat in seat fourteen. As the players took the field, Emmitt snapped pictures for his scrapbook. He cheered through seven innings, did the wave, and even got a foam finger. The game was great. But it was missing one thing. A foul ball. Emmitt wanted nothing more than to catch a foul ball. He was hoping he might even get an autograph or two after the game, and what better thing to get autographed than a foul ball? Every time a batter popped a ball into the air, Emmitt sprang to his feet. And each time, he’d groan and sit back down. He’d seen foul balls go over his head and fall short of his row. He squeezed his foam finger when the next batter came to the plate. It was his favorite player - Harry “the Hammer” Watson. The Astros' Sign-Stealing Scandal
The Astros’ Sign-Stealing Scandal Major League Baseball (MLB) fosters an extremely competitive environment. Tens of millions of dollars in salary (and endorsements) can hang in the balance, depending on whether a player performs well or poorly. Likewise, hundreds of millions of dollars of value are at stake for the owners as teams vie for World Series glory. Plus, fans, players and owners just want their team to win. And everyone hates to lose! It is no surprise, then, that the history of big-time baseball is dotted with cheating scandals ranging from the Black Sox scandal of 1919 (“Say it ain’t so, Joe!”), to Gaylord Perry’s spitter, to the corked bats of Albert Belle and Sammy Sosa, to the widespread use of performance enhancing drugs (PEDs) in the 1990s and early 2000s. Now, the Houston Astros have joined this inglorious list. Catchers signal to pitchers which type of pitch to throw, typically by holding down a certain number of fingers on their non-gloved hand between their legs as they crouch behind the plate. It is typically not as simple as just one finger for a fastball and two for a curve, but not a lot more complicated than that. In September 2016, an Astros intern named Derek Vigoa gave a PowerPoint presentation to general manager Jeff Luhnow that featured an Excel-based application that was programmed with an algorithm. The algorithm was designed to (and could) decode the pitching signs that opposing teams’ catchers flashed to their pitchers. The Astros called it “Codebreaker.” One Astros employee referred to the sign- stealing system that evolved as the “dark arts.”1 MLB rules allowed a runner standing on second base to steal signs and relay them to the batter, but the MLB rules strictly forbade using electronic means to decipher signs. -

~PITCH COUNT IMPLEMENTATION~ Updated Dec. 2017 High School Pitch Count (Grades 9 through 12): 0-30 pitches 0 days rest 31-45 pitches 1 day rest 46-65 pitches 2 days rest 66-85 pitches 3 days rest 86-110 pitches 4 days rest Junior High Pitch Count (Grades 7 and 8): 0-20 pitches 0 days rest 21- 35 pitches 1 day rest 36 - 50 pitches 2 days rest 51 – 65 pitches 3 days rest 66 - 85 pitches 4 days rest During regular season, pitch count limit is determined after each single game appearance Only official game pitches will count. (not warm up pitches) Rest is defined as not using a pitcher in a contest. Rest days are counted for the full day regardless of appearance start time. (ex: Varsity Pitcher throws 95 pitches on Friday. Rest days are Sat, Sun, Mon, and Tues. He is eligible to pitch on Wednesday, not Tuesday night.). A pitcher will be allowed to complete current at-bat even if they hit pitch count max during the at-bat, but must exit as a pitcher after that hitter regardless of recording an out or number of outs in inning. There are no restrictions on allowing any game day pitcher (starter or reliever) from resuming play in the field after being removed as a pitcher, regardless of pitch count. There will be NO change to regulations in post-season play. (i.e.: no increase in pitch count max or leeway in rest days) Tournaments or Series: In multi game series or tournaments, pitch count can be divided into separate appearances as long as combined total does not exceed appropriate pitch count max. -

Rather than being deemed an article, note, or comment, it was classified as an "Aside." The item was of course, The Common Law Origins of the Infield Fly Rule.' This piece of legal scholarship was remarkable in numerous ways. First, it was published anonymously and the author's identity was not known publicly for decades. 2 Second, it was genuinely funny, perhaps one of the funniest pieces of true scholarship in a field dominated mostly by turgid prose and ineffective attempts at humor by way of cutesy titles or bad puns. Third, it was short and to the point' in a field in which a reader new to law reviews would assume that authors are paid by the word or footnote. Fourth, the article was learned and actually about something-how baseball's infield fly rule4 is consistent with, and an example of, the common law processes of rule creation and legal reasoning in the Anglo-American tradition. -

Good Approach at the Plate
Taking a Good Approach at the Plate !We have all see hitters who we feel overachieve and underachieve their mechanics and physical abilities at the plate. We cannot, for the life of us, figure out why the kid who absolutely crushes the ball in the cage, has solid mechanics, and a quick bat hits 50 points lower than the kid who looks far less impressive in the cage, has slower hands, and has questionable mechanics. If this is the case, look no further than pitch selection and plate approach. !We often hear coaches reminding players to have a proper approach at the plate, but what exactly does that mean? A good approach at the plate means different things depending on the age level you are coaching. Basic Levels !At the most basic levels, a proper approach simply means getting a good pitch to hit in any count and not swinging at pitches far out of the strike zone. Pitchers may not be changing speeds very much, and certainly are not locating pitches very well below the age of 12. At this age level simply emphasize getting a good pitch to hit and protecting the the strike zone with two strikes. Advanced Levels !Once pitchers begin to chance speeds and locate pitches, the concept of taking a quality at bat changes quite a bit. The idea at this level is still to get a good pitch to hit, but the concept of a “good pitch” needs to be refined. The toughest thing to get across to your players is that not every fastball that is a strike is a good pitch to hit. -
The Rules of Scoring
THE RULES OF SCORING 2011 OFFICIAL BASEBALL RULES WITH CHANGES FROM LITTLE LEAGUE BASEBALL’S “WHAT’S THE SCORE” PUBLICATION INTRODUCTION These “Rules of Scoring” are for the use of those managers and coaches who want to score a Juvenile or Minor League game or wish to know how to correctly score a play or a time at bat during a Juvenile or Minor League game. These “Rules of Scoring” address the recording of individual and team actions, runs batted in, base hits and determining their value, stolen bases and caught stealing, sacrifices, put outs and assists, when to charge or not charge a fielder with an error, wild pitches and passed balls, bases on balls and strikeouts, earned runs, and the winning and losing pitcher. Unlike the Official Baseball Rules used by professional baseball and many amateur leagues, the Little League Playing Rules do not address The Rules of Scoring. However, the Little League Rules of Scoring are similar to the scoring rules used in professional baseball found in Rule 10 of the Official Baseball Rules. Consequently, Rule 10 of the Official Baseball Rules is used as the basis for these Rules of Scoring. However, there are differences (e.g., when to charge or not charge a fielder with an error, runs batted in, winning and losing pitcher). These differences are based on Little League Baseball’s “What’s the Score” booklet. Those additional rules and those modified rules from the “What’s the Score” booklet are in italics. The “What’s the Score” booklet assigns the Official Scorer certain duties under Little League Regulation VI concerning pitching limits which have not implemented by the IAB (see Juvenile League Rule 12.08.08).
