AGENDA ITEMS 92-102 9.4 Engineering and Public Works Department Report Number EPW 2012-19 Re: Purchase of Easement – Proposed Culvert Repair 7350 16th Sideroad a) That Engineering and Public Works Department Report No. EPW 2012-19 be received for information. b) That Council approve the purchase of a permanent easement and a temporary construction easement as described in, and substantially on the terms and conditions contained in the draft agreement attached as Attachment 1 to this Report. The purpose being for the repair of the culvert located at 7350 16th Sideroad. c) That Council enact a Bylaw authorizing the Mayor and Clerk to execute the agreement substantially in the form attached as Attachment 1 to this Report, subject to such any minor changes as are authorized by the Chief Administrative Officer in consultation with the Township’s solicitor. d) That the Township Solicitor proceed with the land transfer and acquisition of the lands as well as the agreement of behalf of the Township of King. RECOMMENDATIONS Administration respectfully submits the following recommendations: a) THAT the 2012 Business Retention + Expansion Report and Action Plan included as Appendix "A" be received; b) AND THAT Council supports staffs implementation of immediate actions identified in this report. c) AND THAT staff be directed to report back in the Fall 2012 with additional information on the proposed implementation of the plan in alignment with Sustainable King and other broader initiatives underway such as the Golden Horseshoe Food and Farming Action Plan 2021. d) AND THAT copies of this report be made available electronically and in print to all project partners, interviewees and local MPPs: Dr. Helena Jaczek and Julia Monroe. 2. PURPOSE The purpose of this report is to provide Council with the results of the 2012 joint Business Retention and Expansion project entitled King + WS Cultivating Business with the Township of King. The report contains the key findings from the business retention and expansion survey from which an action plan was created to ensure that our local rural and agricultural businesses can prosper and succeed. 3. BACKGROUND The majority of new jobs in a community come from the expansion of existing employers. Ensuring those existing businesses have the necessary tools and resources to thrive are vital to developing a strong community. The Township of King and the Town of Whitchurch-Stouffville exist in unique economic environments. Located on the north central fringe of the Greater Toronto Area, both municipalities benefit from the "spill over" effect of the large regional economy and have a dominant rural economy with a number of challenges: Administration Department Report Number ED-2012-04 Page 4 of 107 Re: Rural/Agricultural Business Retention + Expansion Administration Report No. ED -2012-04 Page 2 of 7 Re: Business Retention + Expansion (BR+E) Report And Action Plan • Limited understanding of and communication with the agricultural and rural business community; • Lack of strategy to address agricultural and rural business issues and opportunities; • Near urban agriculture with untapped potential for valued added opportunities; • Fragmented land base; • Perceived restrictive land use regulations (i.e.: Oak Ridges Moraine & Greenbelt Act). Along with home based business/industries, agricultural businesses have been excluded from the annual York Region Employer survey the Township has been participating in over the past 5+ years. Therefore there is a need to focus a concerted effort at identifying and addressing issues and opportunities that effect rural & agricultural business operations within King that are not being captured through other means. This BR+E project was conceived in order to address such economic challenges through engaging the rural business community to better understand how barriers can be removed and opportunities can be furthered. In 2011, the Town of Whitchurch-Stouffville in partnership with the Township of King undertook the process of applying for grant funding from the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) to conduct a BR+E focussed on agricultural and rural businesses under Council direction. On May 30th, 2011, Council approved the following: a) That Administration Report No. ED-2011-01 be received; and b) That Council supports the submission of a funding application to the Rural Economic Development (RED) Program for the development and implementation of a Rural/Agricultural Business Retention & Expansion project in Partnership with the Town of Whitchurch-Stouffville and if successful the Program's application be authorized by respective CAO's of each municipality. Grant funding was received from OMAFRA and the project was carried forward commencing in the Fall of 2011. The King + WS Cultivating Business BR+E project commenced on November 18, 2011. Interviews began in December 2011 and ended on March 31, 2012. In total, 71 business respondents from King (33 respondents) and Whitchurch- Stouffville (38 respondents) were interviewed by the Project Coordinator, Economic Development Officers from King and Whitchurch-Stouffville and members of the Leadership Team. One of the primary objectives of this process was to build stronger relationships with local businesses. Administration Department Report Number ED-2012-04 Page 5 of 107 Re: Rural/Agricultural Business Retention + Expansion Administration Report No. ED -2012-04 Page 3 of 7 Re: Business Retention + Expansion (BR+E) Report And Action Plan Business Retention + Expansion Methodology The methodology employed to achieve the project objectives, as outlined in the report (see APPENDIX "A") included: Creating a mailing list by using traffic zones from the YLM (Your Local Marketplace) business directory to target businesses. Utilize the mailing list of the York Federation of Agriculture to send letters of invitation to their membership. Circulating media releases in King and Whitchurch-Stouffville to generate awareness of the project. Hiring a BR+E Project Coordinator to schedule and conduct interviews. Mobilizing a Leadership Team to guide the BR+E process and provide insight into the process and provide assistance in conducting interviews. Hiring a consultant to analyze the data, present the key findings, facilitate strategic planning sessions with the Leadership Team and develop the action plan. Conducting in-person interviews with interested business owners/operators. Analyzing the results from the retention survey and group them into themes. Generating a draft report and Action Plan for all stakeholders, utilizing the key findings and guidance from the Leadership Team. Two meetings were held: April 20th, 2012 and May 11th, 2012 where key findings were presented and a vision and set of actions were developed. Hosting public information sessions in Whitchurch-Stouffville (May 29, 2012) and King (May 31, 2012) to gain input from survey respondents and the general public.
