Power and Politics in Venezuelan Higher Education Reform, 1999-2012 by Elliot Johann Storm A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Political Science University of Toronto © Copyright by Elliot Johann Storm 2016 Power and Politics in Venezuelan Higher Education Reform, 1999-2012 Elliot Johann Storm Doctor of Philosophy Department of Political Science University of Toronto 2016 Abstract This dissertation explains why Venezuelan state and government elites were able to successfully design, adopt, and implement some higher education reforms but not others during the presidencies of Hugo Chávez (1999-2012). Conceptualizing universities as political institutions that occupy a liminal position within the borderlands of state and society, and using an approach that emphasizes the relational and procedural nature of political change, I compare four higher education initiatives advanced by Venezuelan reformers: a series of universalization programs, the 2001 Organic Education Law, the 2009 Organic Education Law, and the 2010 University Education Law. My analysis reveals that the adoption and implementation of these initiatives primarily depended upon how the distribution of institutional autonomy and capacity between the state and the oppositional university sector conditioned the strategic choices of key actors. In the case of universalization reform, actors within the executive branch were enabled by considerable autonomy relative to oppositional forces in the agenda-setting, -

Leonard Cohen: A Crack in Everything The Jewish Museum April 12 – September 8, 2019 Exhibition Wall Texts LEONARD COHEN: MOMENTS COMPILED BY CHANTAL RINGUET Topos_JM_LC_WallTexts_24p.indd 1 4/4/19 12:34 PM SEPTEMBER 21, 1934 BIRTH OF LEONARD NORMAN COHEN IN WESTMOUNT Born into a Westmount Jewish family that was part of Montreal’s Anglo elite, Leonard Norman Cohen was the second child of Masha Klinitsky- Klein and Nathan Bernard Cohen. Lyon Cohen, Leonard’s paternal grandfather, a well- known businessman and philanthropist, was an important figure in the Jewish community. He started the Freedman Company, one of the largest clothing manufacturers in Montreal, and cofounded the Canadian Jewish Times (1897), the first English- language Jewish newspaper in Canada. Lyon Cohen was also president of several organizations, including the Canadian Jewish Congress and Congregation Shaar Hashomayim. He helped Jewish immigrants from the Russian Empire settle in Canada—among them, from Lithuania, the learned Rabbi Solomon Klinitsky- Klein and his family. Lyon’s son, Nathan Cohen, a lieutenant in the Canadian army and World War I veteran, later ran the family business. From his father, the young Leonard inherited a love of suits; from his mother, Masha, who trained as a nurse, he received his charisma and his love of songs. Cohen’s well- to- do family was quite different from the Jewish masses who arrived in Montreal in the early twentieth century. Many of these immigrants spoke Yiddish as their native language and worked in garment factories. Despite his extensive travels and his residence in Los Angeles, Cohen always returned to Montreal to “renew his neurotic affiliations,” as he often repeated in interviews. -

Although we are now Canada’s largest literacy conference, our beginnings were quite humble. We began simply with a small group of teachers in the former City of East York and Scarborough from the TDSB and the TCDSB who had a passion for literacy, for reading and for professional learning. They gathered together after school and on Saturdays to read, talk and learn together. They were visionaries who formed a grass roots movement, a network of teachers dedicated to professional dialogue and collaboration. Later the founding members began to imagine a conference that focused on professional learning for teachers, by teachers, dedicated completely to the joy of reading. -
