ORDER.: WHEREAS,in the Notificationissued with the S.O. first read above, bY invokingsub-rule (3) of the rule 120 of the Tamil NaduPanchayats (Elections) Rules,1995, the Commissiondirected that all the contestingcandidates in the electionslisted therein shall lodge a true copy of their electionexpenses kept by them or by their respectiveelection agent under sub-rule (1) of rule 120 of the saidRules in the format prescribedtherefor under sub-rule (2) of the rule 120 of the said Ruleswith the officersmentioned therein, within thirty days from the date of declarationof the resultof the elections; 2 2. WHEREAS,in the Notificationissued with the S.O.second read above, this Commissionprescribed a format for the said purposeby invokingsub-rule (2) ot the rule 120 of the saidRules; 3. WHEREAS,this Commissionconducted Ordinary Elections to the Rural LocalBodies during October 207t; 4. WHEREAS, the District Election Officer/District Collector, Tiruvannamalai,in the letter third read above repoftedthat 2018 candidates contestedin the saidOrdinary Elections for variousoffices failedto lodgecopies of their accountof electionexpenses as directedby this Commission; 5. WHEREAS,based on the report of the said District Election Officer/DistrictCollector, a show causenotice was issued in the reference fourth read aboveto each of the contestedcandidate who failedto lodgea true copy of the accountof electionexpenses in the OrdinaryElections held during the month of October, 2071, through the District ElectionOfficer/District Collector,calling for explanationwithin 20 days of the receiptof the said Notice, as to why actionshould not be takenagainst him/her as per sub-section(a) of section37 of the TamilNadu Panchayats Act, 7994(Tamil Nadu Act 21 of 1994); 6. WHEREAS,on receipt of show cause notices 74 candidateshave submittedtheir accountdirectly to the Commissionand the same have been forwardedto District ElectionOfficer in the referencesixth cited and requested to sendhis remarksalong with the reportsof other candidates. 7. WHEREAS,the said DistrictElection Officer/District Collector, in his letterseventh read above, has now repoftedthat out of the said2018 contested candidates, 6 candidateshave expired, 543 contested candidateshave submitted their accounts along with the explanationand 1469 contested candidates,have neithersubmitted their explanationsnor lodgedthe accountof electionexpenses in spiteof the showcause notices issued to them; and 8. WHEREAS,in view of the said report of the District Election Officer/DistrictCollector, the Tamil Nadu State ElectionCommission is satisfied that L469 candidateslisted in column (3) of the Table below against the contestedelection mentioned in the correspondingentry in column(2) thereof, havefailed to lodgean accountof electionexpenses as requiredby or underthe saidAct and haveno iustificationfor the failure. 9. The total geographical extent of the area is 6190 Sq.Km. • There are 18 Blocks, 860 Villages and 4755 Habitations in the District. Physiography and Drainage: • The entire district is an undulating terrain with isolated hillocks on the western and north western parts. • The western part of the district is covered by Javadhu hill ranges while the eastern part is characterized by isolated hillocks • Tiruvannamalai hill occurs right in the centre of the town with an elevation of 800m (2668ft). • There are many isolated hillocks and tor complexes seen in Tiruvannamalai, Thandarampet, Chengam, Polur, Arni and Kalasapakkam blocks • The major rivers traversing the area are Ponnaiyar and Cheyyar. • The major part of the district falls under the Palar sub catchment and extreme southern part of the district fall under Ponnaiyar sub catchment.
