That culture was put to the test in 2020 when FCOVID-19 made it utterly impossible to carry out business as usual and severely hindered the ability of all enterprises, large and small, public and private, to fulfill their goals and mission. In the Court System, we all had to think on our feet and adjust to a day-by-day, and sometimes hour-by-hour, shift in dynamics and protocols. Despite the enormous hurdles, we are immensely proud to report that the New York Courts remained open throughout the crisis. Although some operations were greatly limited and, at first, restricted to emergency and essential matters, the New York Courts never shut down. The halls of justice remained open to serve the people of this state. That is the Excellence Initiative, and the foundation on which it rests, in action. This annual report reflects the enormous efforts by the Third Branch of government to fulfill the critical needs of the citizenry in a time of unprecedented challenge. In a year such as 2020, just maintaining some semblance of the status quo would have been a remarkable achievement. But we did more than that, much more. We advanced the interests of justice in significant ways, while also confronting head-on the fact that the Court System, like all social institutions, has yet to fully achieve the goal of eradicating bias and discrimination. We submit this report with pride in what the Unified Court System has achieved, and everlasting gratitude to the extraordinary people who made those achievements possible. Sincerely, Lawrence K. Marks This 2020 edition of the Annual Report of the Chief Administrator of the Courts has been submitted to the Governor and Legislature in accordance with Section 212 of the Judiciary Law. 1 Prospective grand jurors maintain a safe distance while waiting to enter New York City Criminal Court, NY County. Covid-19 and the Courts he COVID-19 pandemic hammered New York State, affecting every aspect of life with an intensity that was unprecedented. By March 7th, when Governor Cuomo declared a state of Temergency, two things were clear: closing the courts was not an option, and the court system needed to make dramatic changes in the way it operated. New Yorkers rely on their courts for vital services, and the courts never stopped hearing emergency and essential matters or delivering justice services at any point in the pandemic.     Columbian Lawyers Association First Judicial Department Fiftieth Annual Rapallo Award Luncheon HONORABLE JOHN A. BARONE Justice of the Supreme Court State of New York Twelfth Judicial District April 18, 2015 The Waldorf Astoria CHARLES A. RAPALLO Charles A. Rapallo, whose father, Antonio Rapallo, was an attorney, educator, and linguist, was the first jurist of Italian American descent elected to the Court of Appeals of the State of New York. He was among the first seven judges to serve on the Court when the new state Constitution was adopted in 1869 after the Constitutional Conventions of 1867 and 1868. Sworn in July 4th, 1870 at 46 years of age, he served as an Associate Judge until his death on December 28, 1887. The first volumes of New York Reports, published during Judge Rapallo’s tenure on the Court of Appeals, contain many of Judge Rapallo’s opinions embracing a wide range of subjects and displaying the resources of a powerful mind informed by reading and reflection. In the combination of qualities which qualify an individual for the Court of Appeals, Judge Rapallo had few, if any, superiors. He possessed intellectual gifts of a high order, integrity of purpose, a calm and dispassionate temper, great good sense, a solid judgement, and these, united with learning and a power of philosophical analysis, constitute him one of the outstanding judges to have served on the Court of Appeals. Judge Rapallo was one of the dedicated lawyers and jurists responsible for the formation of the Association of the Bar of the City of New York; he was elected a member of its first executive committee.

Thus the scope of the information here presented covers the continuum of the State's involvement with a criminal, from arraignment, through trial, conviction (or acquittal or dismissal), sentencing, appeal, and pardon (if any). (The leaflet does not discuss records or files of district attorneys or police agencies, which investigate crimes, apprehend suspects, and prepare cases for prosecution.) NEW YORK CRIMINAL COURTS County Court (1847+) In all counties outside of New York City the County Court has jurisdiction over felonies and over misdemeanors that may be prosecuted by indictment. Paige, first Negro magisti ate in the history of New York City, w§s born at Jv.ontgc m- ery, Alabama, July 18, 1898. Ris parents were I\.yle s A. Paige, a government employee, and the former Laujr a E. Coleman, a schoolteacher. Of the house in which he was born, Judge Paige says that it was as comfo:it - able, spacious and elegant as any in that locality "I was one of six children," he remarked in an interview, " and there was plenty of room in that it-Hise for all of us." The elder Paige died when young hyles was onli 2 years old. This left his mother with 6 small ch:aid. - ren, the oldest of whom was only 10. Iviyles was the next to ,the oldest, and he early felt the necessity of wprking after school to help his mother. His mother never married again, and reared her family alone. As a child hyles worked after school hours, on Saturdays, and in the summer vacations. He finally got work as an elevator operator in one of the leading department stores in Montgomery. Here he rose to vin- dow-dresser and salesman, and graduated from the public elementary school. In 1917 he graduated from the high school depart- (2) ment of St. Joseph's College, now known as the State Rormal Training School for Teachers. Although it was a struggle all tne way, the future magistrate did not stop here.
