    MSPs BY CONSTITUENCY AND REGION Scottish SESSION 1 Parliament This Fact Sheet provides a list of all Members of the Scottish Parliament (MSPs) who served during the first parliamentary session, Fact sheet 12 May 1999-31 March 2003, arranged alphabetically by the constituency or region that they represented. Each person in Scotland is represented by 8 MSPs – 1 constituency MSPs: Historical MSP and 7 regional MSPs. A region is a larger area which covers a Series number of constituencies. 30 March 2007 This Fact Sheet is divided into 2 parts. The first section, ‘MSPs by constituency’, lists the Scottish Parliament constituencies in alphabetical order with the MSP’s name, the party the MSP was elected to represent and the corresponding region. It also lists the MSPs that held dual mandates in previous sessions. Dual mandate is the term used to describe those MSPs who, in addition to their seat in the Scottish Parliament, also hold a seat in either the House of Commons (MPs), House of Lords (Peers) or represent a ward in their local council (councillors). This fact sheet lists the name of the MSP, their party and the constituency or region that they represent in the Scottish Parliament. Public Policies: Barry Winetrobe 2 Introduction James Mitchell The fire strike claimed a Ministerial scalp during the last quarter and much anguish within the Scottish Executive especially creating tensions between Edinburgh and London. Richard Simpson, junior Justice Minister, was forced to stand down after he described the strikers as ‘fascist bastards’ in a private comment reported in the press. In a bizarre twist, Simpson acknowledged that he was the Minister accused of having made the comment but insisted that he had made no such comment. First Minister Jack McConnell Minister made it clear that the Minister had to resign. He was replaced by junior Social Justice Minister Hugh Henry who, in turn, was replaced by Des McNulty, Finance Committee convener. This event was only one manifestation of difficulties created by the dispute. Education Minister Cathy Jamieson was criticised for not being ‘on message’ but the relations between London and Edinburgh on the fire dispute and the crisis in the Scottish fishing industry proved a running sore during the quarter. Calls were made for the Scottish Executive to negotiate a separate pay agreement with the Fire Brigades Union.

Formation of the Scottish Constitutional Convention The proposal to establish a Constitutional Convention came from a committee of prominent Scots who in July 1988 in their report "A Claim of Right for Scotland" recommended that a Convention should be established to draw up a scheme for a Scottish Assembly or Parliament. The Committee itself was created following the result of the 1987 General Election as they believed action had to be taken on the way Scotland was governed. The Committee met between January and June of 1988, chaired by Professor Sir Robert Grieve with a former senior Scottish Office civil servant Jim Ross as secretary. In January 1989 a cross party meeting was held to consider proposals for a Convention at which the Scottish National Party expressed their reservations concerning a Convention and later withdrew. The Conservative Party had already made it clear they would take no part in the proposed Convention.

The second section, ‘MSPs by region’, lists the 8 political regions of Scotland in alphabetical order. It includes the name and party of the MSPs elected to represent each region.
