Contractor / Bidder who fails to submit the hard copies for their uploaded tenders will be debarred from participating in the tendering process for a period of six months in the first instance. Their online uploaded tenders will not be considered for the said period and the CDR/DD uploaded for the work shall be forfeited. 2. In case bid of the tender is found unbalanced i.e. 15% below than advertised cost , the bidder shall have to produce , deposit additional performance security equivalent”? to 3% of advertised cost in shape of FDR pledged to executive Engineer FBI Division Tangmarg before issuance of allotment so as to protect the department against any financial loss in the event of default of the successful bidder / tenderer which the successful bidder should submit / deposit/ deposit within 15 days from the date of formal intimation is issued in his favour from the department and failing which the earnest money in shape of CDR/FDR shall be forfeited and his tender shall not be considered and treated as invalid bid/ tender and shall be rejected . The performance security shall be valid upto the 20 days from the date of expiry of defect liability period for the work. 3. The contractor has to produce the following documents along with the hard copies of CDR/DD etc. i.Tax clearance certificate from Additional Commissioner, Commercial Taxes department (Adm) Kashmir. Afreena The hard copies can be submitted in the office of Executive Engineer, FBI Division Tangmarg or Superintending Engineer, Hydraulic Circle Baramulla H.Q. Sopore, as per the time Schedule above. 4. The NIT consisting of qualifying information, eligibility criteria, specification, Bill of Quantities (B.O.Q) set of terms and conditions of contract and other details can be seen/downloaded from the Department website w.w.w.jktenders.gov.in. 5. The tenders shall be deposited in electronic format on the developmental website w.w.w.jktenders.gov.in 6. The tenders uploaded on the website up to due date will be opened as per the schedule above in the office of the Executive Engineer ,FBI Division Tangmarg. 7. The complete bidding process will be online. 8. Tenders must be accompanied with cost of Tender document in the shape of CDR pledged to Tender Receiving Authority. The tenders for the work shall remain valid for a period of 90 (ninety) days from the date of opening of tenders. 9. The earnest money shall be forfeited if :- a)Any tenderer withdraws his tender during the period of tender validity or make any modification in terms and conditions of the tender. b)The contractor fails to execute the agreement within 10 days after fixation of contract. 10. Instructions to bidder regarding e-tendering process: Bidders are advised to download bid submission manual from the Downloads option as well as from Bidder Manual Kit on website w.w.w.jktenders.gov.in as per information Technology Act-2000. 11. Bidders have to submit their bids on line in electronic format with digital signature. No financial bid will be accepted in physical form. 12. Bids will be opened online as per time schedule mentioned above. 13. Bidders must upload the scanned copy of all necessary documents like CDR (earnest money/PAN/ Tin /Demand Draft /Registration card duly renewed and hard copies thereof physically to Tender Receiving Authority before date of opening of bid. Note: - Scan all documents on 100dpi with black and white option. The department will not be responsible for delay in online submission due to any reason. 14. Bidder has to submit Cost of tender document in the shape of CDR (Earnest money/bid security and relevant documents to be submitted to the Tender Receiving Authority by registered post/courier/by hand before the due date of submission of tenders as per time schedule specified. 15. The payment shall be made only when the funds are received by this office. 16. The materials shall be supplied on stock issue rates against cash payment viz only cement as per the prevalent stock issue rates in vogue. 17. All other terms and conditions shall be the same as laid down in the PWD Form No.-25(double). 18. The Key Construction material required for the work shall be issued departmentally on the following rates against proper indent as per the requirement of the work (i). Cement @ 440/per bag.
