On hand to welcome them were Exco members and senior staff of APSN.

It was Ms Sim Ann’s second visit, as she last visited on 10 Dec 2012. Both she and Ms Low were keen to update themselves of the vocational training programmes at CFA. In particular, a “pilot programme” which was started to cater to those APSN students who at that time could not qualify to get into Delta Senior School. After coming to CFA, they followed a SHATEC-based vocational programme at Han’s, and were able to get three Statements of Attainments. Following this, they were offered part-time jobs at Han’s. This proved that all APSN students, with relevant vocstional training, whether such training led to Certificates (e.g. WSQ Certification) or not, could benefit from vocational training and indeed find jobs in Chairman of CFA Mr Winston Wong and Adviser Dr Francis C. The occassion was graced by Mdm Halimah Yacob, Speaker of Parliament. Stalls put up by the six member charities under CCA and sponsors and friends helped towards a fun-day enjoyed by all.

The day started with a “Walk the Extra Mile With Me” with clients, members and volunteers, together with Mediacorp artistes. Dance and song items were contributed by clients of the six member charities. This Fair is one of 4 major projects CCA organises every year to raise funds.

Exco holds Strategy Meeting In order to remain relevant, the Executive Committee or Board of APSN (the “Exco”) reviews its strategy for the future progress of APSN every other year. Thus a strategic planning retreat was held on Saturday 9 November 2013 at the Holiday Inn Orchard City Centre. Facilitated by our HR Chairperson Ms. Angie Ng, Exco reviewed on the “As is” situation in APSN and the “To be” in the next three years focusing on APSN Organization Structure, Systems and Processes, Shared Values, Strategy, Style Of Management and Staff.

Many issues were discussed and many suggestions were noted. One of the key outcomes of the retreat was making a slight change in our vision statement to " To be a premier organization that develops individuals with special needs to their fullest potential so that they can lead dignified, fulfilling and independent lives as integral members of society”.

3 APSN in the “Purple Parade”

An event to celebrate the abilities of the disabled and to promote their inclusiveness in society was organised on Saturday 10 November 2013. Dubbed the “Purple Parade”, it was attended by some 4,000 people at Hong Lim Park. The event also commemorated the annual International Day of Persons with Disabilities on 3 December each year.

To make a bigger impact for the inaugural event, the Organising Committee got 40 organisations involved, including APSN. Ms , MP for Moulmein- Kallang GRC said “the event serves as a reminder to Singaporeans to focus on the abilities of those with special needs, and not just their disabilities. We want the whole of society to come together, work together and take advantage of what special needs people can offer”

Amongst important attendees were Acting Minister for Culture, Community and Youth Mr , and Ms Sim Ann, Minister of State, Ministry of Communications and Information & Ministry of Education.

On Tuesday 5 November 2013, APSN Tanglin School was presented two awards at the School Green Awards 2013 at Temasek Polytechnic. Tanglin school student Terran Tan was the school’s representative in receiving the award from Ms Grace Fu, Minister, Prime Minister’s Office.

The School Green Awards (formerly known as the Schools’ Green Audit Awards) is designed as a simple environmental audit programme for all schools in Singapore. Students work together in teams to audit their school and submit results together with a report on their environmental efforts. Through this, students get to gain a better understanding on the environmental impact of their actions in school.

4 APSN to abolish “conditional” Admissions The admissions criteria into APSN schools involve psychological assessments and other tests, and sometimes students have behavioural and other medical problems which may render them unsuitable for placement in APSN schools. This situation has resulted in the Association adopting a “conditional placement” status for students who may not be able to cope with the APSN curriculum. Thus after a trial of 6 months or a year conditional placement, a final decision is then taken whether to accept the child permanently or to refer him elsewhere (to a more appropriate setting).

On 8th November 2013, MOE-NCSS organised the SPED Learning Day with the theme “Building Communities, Shaping the Future”. The schedule for the day came in two parts – a morning segment which was school-based, followed by an afternoon segment which involved the whole fraternity from 20 SPED schools, at the Singapore EXPO. For the morning school-based segment, the four APSN SPED schools came together and organised it as an APSN cluster, to allow for a rich exchange and cross- learning of practices. This APSN cluster event was held at Katong School and involved all teachers, teacher aides, allied health professionals and instructors.

APSN HQ Year End Party – Time to let our hair down!

After a year of hard work, APSN HQ celebrated the last day of 2013 with a little party in the office. Alongside with colleagues from Katong School, everyone came sportingly dressed in the theme of “colourful clothes”! Apart from enjoying good food such as popiah, laksa and pie tee, everyone also had fun taking instant photos at the DIY photo booth. 6 Credit Suisse raises funds for APSN APSN staff and clients sold their handicraft items at two of the Credit Suisse office locations in Singapore, over lunch- time for two days. Credit Suisse has adopted APSN as its beneficiary, and on the occassion of its annual staff party on 8 Nov 2013, funds were further raised at the function. APSN CFA’s newly formed ukulele group gave its debut performance to rousing applause. Credit Suisse Director Mr Camacho spoke of his company’s contributions to APSN. A total of $6000 was raised as of December 2013.

7 KIWANIS CAREHEART CENTRE (JB) On 10 November 2013, the Kiwanis Careheart Centre in Johor Bahru had its official opening. This was the culmination of some 13 years of hard work by Mr Koh Guan Hoe and his group of parents and volunteers who felt the need to provide vocational training to intellectually disabled youth.

Mr Koh Guan Hoe had retired from the Association for Persons with Special Needs, and had served as the Head of the Arthur Road Training Centre (fore-runner to the Centre for Adults), and was later the foundation Principal of Delta Senior School from 1997-2004 until his retirement. He then devoted his energies to forming the Careheart Centre Association with volunteers. The Chairman Dr Lim Kock Hwa was kind enough to allow one of his bungalows to be used rent-free. However, this Centre was under the auspices of the Kiwanis Club of Taman Sentosa , which helped in every way possible to make the centre a reality, especially the re-location to new premises 3 years ago to where they now are.

Mr Koh Guan Hoe was on hand to welcome the APSN delegation, and in his welcome speech paid tribute to APSN for giving him the opportunity to experience working for the intellectually disabled, and in particular he acknowledged the special role Dr Chen paid in shaping and developing his career.

The Art of Aluminium Tooling @Tanglin School Aluminium Tooling is an art form offered in the Visual Arts curriculum at Tanglin School for the Secondary 2 students. These students attend a 10-session programme in a term and they will experience crafting interesting designs and motifs on aluminium sheets through a process of knocking using wooden hammers and long metal nails and painting.

Prior to the process of knocking, the aluminium sheet will be mounted on a wooden backing board. Students begin by practising the knocking techniques to create dents commonly known as the negative areas, while areas that are not dented are the positive areas of the sheet. 11 Funds Raised From 2013 Charity Golf Tournament Benefit Pilot Programmes at CFA

From last year’s successful APSN Charity Golf Tournament, more than half a million dollars was raised towards the funding of CFA’s Pilot Programmes.

Food and Beverage (F&B) training was selected as the initial pilot programme and this first initiative of the Programme has already yielded successes. The funds will similarly be channeled to other new pilot programmes that CFA will embark upon to add diversification in meeting training needs of our beneficiaries.

There were three modules in this initial pilot programme - F&B Safety and Hygiene Policies and Procedures, Maintain F&B Service Environment and Prepare for Service (Mise-en-place).

The first batch of 10 students went through the training and have passed all three modules and are now in part- time employment with Hans café. Each module will be a one month duration and the trainees are expected to complete all the modules by June 2014. They will start their work experience in July 2014 for six months.

The three additional modules are:

i) Prepare and Serve Coffee and Tea ii) Prepare Non-alcoholic Beverages iii) Make Vegetable Preparations

12 “Best Buddies” Forum

Best Buddies International (BBI), a world wide movement started in 1989 by Mr Anthony Kennedy Shriver, promotes the pairing of intellectually disabled persons with their normal peers on a one-on-one basis into a buddy pair. Through this interaction, it is hoped that friendship can develop, and the person with intellectual disability (PID) can learn much through such interaction.

In the Asia-Pacific region, countries which have the Best Buddies programme include:- China (Beijing and Guangzhou), S. Korea, India, Pakistan, Vietnam, Singapore, Philippines, Malaysia, Thailand, Hong Kong and Macau. Australia and New Zealand also have chapters.

For two years running now, BBI had conducted a Global Staff Forum in Asia. The first one was held in Bangkok in 2012, and the second recently in Singapore from 3-6 November 2013 at the new Ramada Hotel in Zhongshan (L-R) Sue Trone, Winston Wong, William Tng, Chua Yee Hng and Park. 13 CFA Strategic Planning The strategic planning for APSN Centre for Adults (CFA) was conducted on 14th December at the Fullerton Hotel. The meeting was facilitated by Mr. Bill Bowman, Mr. William Tng, Ms Ng Run Qian, Mr. Rick Lim and Mr. Philip Li. Mr. Winston Wong (Vice- President of APSN and Chairman of CFA committee) and Mr. Kenneth Tham (Chief Executive Officer of APSN) graced the meeting and gave opening and closing speech.

Ideas were suggested and discussed from participants and a lively discussion ensued.. Some topics drew more heated discussions than others but overall there were always comments forthcoming regardless of the topics. Many of those who participated felt that the strategic planning meeting is a good platform for the concerns of all staff to be heard, and considered in the future plans for the centre. I have now been volunteering at APSN’s Centre for Adults for half a year. I spend an afternoon each week with the commercial handicraft group. We have become friends and the clients have come to count on me showing up each week.

The mission of the centre is commendable, to enable and equip these adults with intellectual disabilities to find employment in future and I think it is great the clients and tasks, and in that way, taking slow but sure steps to their caregivers are attempting to help themselves with becoming more independent. I’ve been in F&B line for almost 15 years. It is a blessing for me to become an instructor at APSN. My work in APSN has taught me to be humble, patient and most importantly be able to understand people with special needs.

It was truly enlightening to see student improving over time though our patient guidance in training to prepare them for employment. Constant improvement and creativity is something that I feel essential being a giver in education. Believe in them for they are as beautiful as how you are as a person. “Never give up” are words I always like to use. Nothing is just too hard if we constantly work on it with a positive attitude. As often as we neglect, little kind loving words of courtesy and approval such as thank you, keep it up means much to our clients’ confidence, self-worth and eventually be able to contribute to society.

On 7th December 2013, Lee Zheng Lok’s art entry for Achievement in the Children’s Charities Association’s Christmas Art Competition 2013 was selected as one of the winning pieces and she proudly represented APSN to receive the prize from the Guest-of- Honour, Mdm Halimah Yacob, the Arts Arena Speaker of Parliament. Zheng Lok expressed that she was happy to represent APSN to receive a prize and was planning to contribute her prize money to her family.

Moving forward, the DSS CCA programmes will continue to spot talents, groom them and help them earn the recognition they truly deserve!

Work Experience @SingTel Charity Golf Dinner Ten students from Tanglin School turned waiters and waitresses on 30 August 2013 at the Tanah Merah Country Club, a Charity Golf Dinner organized by SingTel. It was an evening of on-site training for the students, serving cocktail drinks and attending to the guests during the pre-dinner segment.

Work Experience is an important component in the Vocational Education Programme at Tanglin School. It introduces students to the world of work, where they could practise specific job skills in an authentic working environment. The work experience as a waiter or waitress at the event has provided students the opportunity to gain familiarity with the demands of an actual work situation. Research has also shown that students who have gone through work experiences as part of their vocational training have a better chance of successful job placement and sustained employment. The strategic alliance with MBS aims to level up our school resources and provide our students with job attachment at MBS to enable them to apply what they have learnt in school in an authentic work setting.

To inject greater robustness and quality delivery of training and assessment in 2014, our Food & Beverage curriculum is also enhanced to peg the learning standards in accordance with industry standards. The enhanced curriculum will better prepare our students for transition to DSS and CFA.

Modified NAPFA Test at Katong The PE department of Katong School piloted the modified NAPFA tests for all Secondary students in 2013, as a means to measure the students’ fitness level in terms of their strength, speed, agility and flexibility. The modified NAPFA tests consist of 5 stations, as reflected in the table below.

The students’ performances provided an indication of how much more or less physical rigour the department would need to incorporate into the PE lessons so as to improve the students’ overall stamina and fitness. A pre-test was first carried out to study the students’ level of competence and to calibrate the data with that of the National standards.

To encourage participation and motivation, the department introduced the Modified NAPFA Awards and Best Improvement Awards for students who have excelled in the tests and also for those who have showed the greatest improvement in scores after 1 term of fitness drills.

In 2014, the Modified NAPFA test will be extended to the Primary levels as well.

Katong School was recognized for having achieved more than 100 hours of organizing Family Life Education programmes for FY2012 (April 2012-March 2013). In appreciation of its commitment and contributions, Katong School was invited to the Family Matters@School Appreciation Lunch on 5 Nov 2013, where the school received a plaque in appreciation of its family education promotional efforts from Mrs Low Yen Ling, Parliamentary Secretary for Social and Family Development.

Family Matters@School Programme is an initiative by the Ministry of Social and Family Development that seeks to equip parents and young adults with skills to nurture positive family relationships. At Katong School, parenting talks, bonding outings/activities, etc., are conducted by Family Life Educators as well as the school’s professional support staff. We hope that the programmes made possible by Family Matters@School initiatives will continue to improve and impact many families.

For our Graduation Day in 2013, Katong School acknowledged the contributions made by our partners and volunteers. Students’ artworks in the form of Chinese Brush Paintings were given to the following corporate partners in recognition of their support:- Marina Bay Sands for funding the refurbishment of our HE kitchen and Mandarin Orchard Hotel for supporting our Work Experience Programme since it started 3 years ago.

A student’s artwork in the form of a ceramic painting was also given to Mrs Serina Teo, a volunteer who had contributed more than 300 hours of her time to assist our students during class. A special certificate of recognition was also given to a parent volunteer for her tireless Ms Jagjit representing Mandarin Orchard Hotel receiving a token from efforts in helping to develop our new HE curriculum. National Taichung Special Education School (TCSPE) In June 2013 Ms Tay Wan Ting visited the TCSPE in Western Taiwan as part of her professional learning. TCSPE is a comprehensive school for persons with a wide spectrum of intellectual disabilities (ID); from mild to profound ID to multiple severe disabilities. Below is an account of Ms Tay’s observations:-

When I first stepped into the school compound, I was awed by the size and facilities of the campus, which not only serves as a Vocational High School, but also houses a pre-school wing. During my two weeks attachment, I was in a low support needs MID class and a high support needs MSID class, each for a week. In the MID class, the learning was much more intensive, with strong emphasis on retail preparation and janitorial cleaning. The students also performed daily cleaning routines like washing the toilets, the dishes, and common areas in the school campus.

Chaoyang Staff Recognition Awards 2013

In our ongoing efforts to recognise and reward the significant contributions of our staff, APSN presents monetary awards to selected staff to honour their commitment in the year. At Chaoyang School, five awards, namely the “Sunshine Award”, “Caring Staff Award”, “Resilience Award”, “Learning Champion Award”, and “Bright Star Award”, were given out to winners after nominations were made by all CYS staff. Clear criteria were set for each award to help the staff make informed decisions in their nominations.

The Urban Redevelopment Authority (URA) has been actively involved in organising activities and events for CYS pupils for the past 5 years. They raised funds to support the visual arts programme, which included the ‘wall tiling’ reflecting the school values, and the display of pupils’ artwork around the school. They had also planned, designed and sponsored the school canteen project.
