Letní Škola Aplikované Informatiky MASARYKOVA UNIVERZITA Sborník p řísp ěvk ů 7. letní škola aplikované informatiky Indikátory ú činnosti EMS podle odv ětví Edito ři Ji ří H řebí ček Jan Ministr Tomáš Pitner Bed řichov, 3.– 5. zá ří 2010 Brno 2010 © nakladatelství Littera, 2010 ISBN 978-80-85763-59-1 Slovo úvodem 7. letní škola aplikované informatiky navázala na předchozí letní školy aplikované (environmentální) informatiky v Bed řichov ě, které se zde konají od roku 2002 s výjimkou roku 2004, kdy se letní škola konala v Šubí řov ě a roku 2005, kdy byla hlavní akcí Masarykovy univerzity v oblasti environmentální informatiky 19. mezinárodní konference Informatics for Environmental Protection - EnviroInfo 2005 s nosným tématem Networking environmental information , kterou hostila Masarykova univerzita ve dnech 7. až 9. zá ří 2005 se v brn ěnském hotelu Voron ěž. V letech 2006 a 2009 se letní školy konaly op ět v Bed řichov ě. V letošním roce 7. letní škola aplikované informatiky se konala ve dnech 3. až 5. zá ří 2010 v Bed řichov ě v rámci řešení projektu SP/4i2/26/07 „ Návrh nových indikátor ů pro pr ůběžné monitorování ú činnosti systém ů environmentálního managementu podle odv ětví a systému jejich environmentálního reportingu s hodnocením vazeb mezi životním prost ředím, ekonomikou a spole čností “, zkrácen ě Indikátory ú činnosti EMS podle odv ětví , který je realizován Masarykovou univerzitou v letech 2007 – 2010 v rámci „Resortního programu výzkumu v p ůsobnosti Ministerstva životního prost ředí“ s po čátkem řešení projekt ů v roce 2007 s finan ční podporou Ministerstva životního prost ředí. Odborné diskusi k řešení projektu a problematice dobrovolného reportingu a tvorb ě indikátor ů byla v ěnována nejv ětší část jednání na této letní škole. Dále prob ěhl na letní škole workshop v ěnovaný prezentaci scéná ře „Anthropogenic Impact and Global Climate Change“ řešeného Masarykovou universitou v rámci řešení projektu 7. rámcového program Evropské unie č. 247893 “ TaToo - Tagging Tool based on a Semantic Discovery Framework ”. Tento projekt se zam ěř uje na vývoj nástroj ů Jednotného informa čního prostoru v Evrop ě pro životní prost ředí (Single Information Space in Europe for Environment - SISE) umož ňující uživatel ům snadno zjistit environmentální zdroje na webových stránkách (data, informa ční služby a modely, které mají r ůzné informa ční uzly) a doplnit je o cenné informace v podob ě sémantických anotací t ěchto zdroj ů, což usnadní jejich budoucí použití a nalezení, a zahájí cyklus prosp ěšného obohacení environmentálních zdroj ů. Navrhovaný rámec projektu TaToo je obecné povahy a umožní za člen ění sémantiky, s přihlédnutím k r ůzným návrh ům doménových ontologií v environmetálních multidoménách a vícejazy čných souvislostech. Řešení projektu TaToo poskytne t ři komplexní a rozsáhle ov ěř ené scéná ře, a proto se p ředpokládá, že jako hlavní cílová skupina uživatel ů budou kvalifikovaní odborní uživatelé těchto scéná řů z ústav ů IBA a RECETOX MU. Všemi p řednáškami 7. letní školy prolínala skute čnost, že aplikace moderních informa čních a komunika čních technologií pro životní prost ředí (potažmo environmentální informatiky) jak v České republice ( ČR), tak i mezinárodn ě v Evropské unii (EU) a ve sv ětě se zam ěř uje na podporu eEnvironmentu, SISE a Sdíleného informa čního systému pro životní prost ředí (SEIS – Shared Environmental Information System), které podporují napl ňování nové politiky v budování informa ční spole čnosti EU a ČR, které p řinesla „Digital Agenda for Europe“ v rámci vize nové Evropské komise „eEUROPE 2020 “. Jedné se zejména o p řeshrani ční informa ční služby v rámci eEnvironmentu. Jedná se o sdílení monitorovaných a zpracovávaných dat a informací o atmosfé ře, povrchových i podzemních vodách, odpadech, biodiverzit ě, atd. pomocí Globální monitorovacího systému životního prost ředí a bezpe čnosti (GMES – Global Monitoring for Environment and Security). Tyto informa ční služby umož ňují efektivn ější a p řesn ější sledování aktuálního stavu životního prost ředí a udržitelného rozvoje v Evrop ě, dále pak jeho modelování a simulaci jeho dalšího vývoje. Za hlavní p řínos 7. letní školy považujeme skute čnost, že na letošnímu ro čníku jsou v přísp ěvcích zastoupeni nejen doktorandi a u čitelé z Masarykovy university (Institut biostatistiky a analýz, Přírodov ědecká fakulta, Fakulta informatiky a Centrum pro transfer technologií), ale i z Mendlovy university (Provozn ě ekonomická fakulta), Vysokého u čení technického (Podnikatelské fakulta) v Brn ě a Vysoké školy bá ňské – Technické university (Ekonomická fakulta) v Ostrav ě. Jejich p řísp ěvky ve sborníku p řispívají k tomu, že se letní škola stala interdisciplinárním odborným fórem v rámci České republiky. Dále je d ůležité, že n ěkolik p řísp ěvk ů, jejichž spoluauto ři jsou ze zahrani čí, je publikováno v anglickém jazyce, který podtrhuje mezinárodní význam sborníku. Těžišt ě projednávaných otázek na letní škole bylo sice v detailní diskusi v ěnované řešení projektu SP/4i2/26/07 „ Indikátory ú činnosti EMS podle odv ětví “, ale zahrnulo i další problematiku, která se týkala oblasti „eEnvironment“, „eGovernment“, „eParticipation“ a prezentaci projektu TaToo. The purpose of it is to give the overview of the scenario (background, objectives, and available tools), the definition of users who will use the TaToo tools, describe the possible use cases, and to provide with the mock ups. Abstrakt Tento p řísp ěvek obsahuje detailní popis p řípadové studie č. 3 projektu TaToo. Tako p řípadová studie nese název Antropogenní dopad a vliv globálních klimatických zm ěn na tento dopad. Zám ěrem p řísp ěvku je podrobn ě p ředstavit tento p řípadový valida ční scéná ř a to v četn ě p řípad ů užití a návrh ů model ů uživatelských rozhraní. Klí čová slova TaToo, semanticK7 web, POPs, Stockholmská Konvence, GENASIS, SVOD, anthropogenní dopad, globální klimatické zm ěny. 1 Introduction Persistent organic pollutants (POPs) [5] represent a long-term problem which is connected with the production, application, and disposal of many hazardous chemicals and their impacts on human health. The Research Centre for Toxic Compounds in the Environment (RECETOX) of the Masaryk University (MU) is focused on the research of the fate and biological effects of POPs and other toxic substances in the environment. RECETOX monitors these chemicals in air, soil, water or human milk, and supports the implementation of international conventions on chemical substances like the Stockholm Convention on Persistent Organic Pollutants (Convention) [8]. The Convention is a global treaty to protect human health and the environment from chemicals that remain intact in the environment for long periods, become widely distributed geographically, accumulate in the fatty tissue of humans and wildlife, and have adverse effects to human health or to the environment. The Convention is administered by the United Nations Environment Programme (UNEP) and is based in Geneva, Switzerland. 6 MU and Ministry of Environment of the Czech Republic (MoE) established in September 2005 the Central and Eastern European Centre for Persistent Organic Pollutants (CEEPOPsCTR) [2] as a common contribution of the Central and Eastern European (CEE) countries to the activities connected with the implementation of the Convention. This Centre should act as a scientific and technical bridge between European Union (EU), CEE countries and New Independent States. Its aim is to harmonize POPs iniiatives at regional level.

Worldwide, Enterprise Architectures (EAs) have been gaining popu- larity due to benefits, like, e.g., increased transparency of dependencies between business and technology, reduction of efforts for system customization or opti- mizing integrated and enterprise-wide processes and matching actions. Private businesses and the public sector show significant differences in the use of EA. Thus, the application of reference architectures originating from the private sec- tor for purposes in the public sector creates substantial challenges. For a better understanding of the challenges, it is necessary to identify the most affected EA layers and the insufficiently defined, modeled or described elements of EA models in general. Based on an investigation in the Germany, this paper identi- fies weaknesses of EA in the public sector, like an incompletely modeled tech- nology layer, and also strengths, such as existing definitions, descriptions and models of enterprise objectives. These findings are the foundation for deriving actions and recommendations to strengthening the existing structure and turning it into a coherent overall architecture for federal and state agencies in Germany.
