It is a great day to be a Theta Chi!

have just returned from the greater Pacific Northwest and one of the educational sessions sponsored by our I Fraternity. It was a long journey, but the opportunity to interact with the outstanding college men who have chosen to be a part of our Fraternity made the trip worthwhile. Those of us—and there are many—who have chosen to be involved in our National Fraternity as alumni, do so to pay back a small portion of the experience we had as an undergraduate member. We have varied experiences and we come from all over our country, but we each volunteer our time to improve and assist our Brothers in the experience they are enjoying. It is reward- ing enough to see them involved in bettering their chapters, but it is doubly rewarding to hear them thank you for spending your time with Theta Chi. I hope more of you out there will seek out those opportunities to give back to your chapter or to a chapter nearby. We are always in need of men who will share their life experiences with our members. Yes, indeed, it is a great day in Theta Chi! In addition, there is a lot to be learned from listening as you travel. I find that each time I go to represent the Fraternity, whether it be at an interfraternal meeting, with our undergraduates, or with fellow alumnus members, I learn more than I impart. Interfraternally, we are all part of a greater Greek community that is will- ing to share ideas and to assist each other. The experiences that other fellow Greeks have had with technology use, for example, is fascinating. The undergraduates of today are so interested in the latest phone(s), iPod(s), or other device(s) and use them interchangeably, and often. Theta Chi is exploring a web based interactive technology (MySpace type) for our membership and we hope to move forward on that. This has implications for the future interconnectivity of all members of all ages in Theta Chi. What a wonderful way to bring alumni together, undergrads together, all of us together in one large community! Networking opportunities are the most exciting where registered members may search for other, registered members who have the same vocation or live in the same area. It would allow members of pledge classes or year groups to communicate with each other and maintain contact. I cannot even begin to imagine the range of uses that will be available to us all. Watch for an announcement of this new experience in Theta Chi. See, it is a great day in Theta Chi. Finally, it is a “Great Day in Theta Chi” because each of you who read this Rattle has an opportunity renew your commitment to those oaths that may have been taken just yesterday or significant years ago. Today, just as Arthur Chase and Frederick Norton Freeman did those 150+ years ago, our new initiates commit themselves to each other and to every Theta Chi who becomes known to them. It is both a miracle and a wonderful feeling of joy to know that, for all those years, we have all said the same thing to each other. Join me in renewing those oaths and in remembering how great it felt to join something larger than your local chapter. Become a part of something good and fulfilling—not for a day, a year or a college term only, but for a lifetime! It is always a great day in Theta Chi. Throughout his career in the Marines, he had par- ticipated in outreach programs at orphanages and with social agen- cies helping children who needed father figures. He knew he was interested in supporting local communities. What better place could he look than a Marine based non-profit focused on needy children! There are approximately 1,500,000 non-profit organizations in the United States. In 2005, the U.S. Marine Corps Reserve Toys for Tots Program was ranked #66 among the Philanthropy 400. That is really big business! And, learning that business is what consumes Brother Osman’s time at this point. What they found was the little known story of a hero. The Reunion Committee commissioned well- known Civil War artist, Dale Gallon, to make their vision a reality. Gallon’s paintings, praised as history lessons on canvas, are displayed at the Pentagon, the U.S. Army War College and the Minnesota State Capitol. Known for his attention to detail and historical accuracy, Dale Gallon was assisted by staff historian, Bob Poirier, and a team of researchers in uncovering telling details of Brother Williston’s bravery under fire. “The subject matter became more real when we tried to ascertain what Williston did to earn his Medal of Honor,” said Giff Slater, Reunion Gifts Officer with the Institutional Advancement Office at Norwich University, who helped coordinate the project. “As we tried to understand more about him, we found out some things that the Norwich community didn’t know before,” he said.

Theta Chi Hands Extend to the World

Dedicated to Those Who Serve Sacrifice for a Greater Cause By Rob Lytle (Zeta Lambda/Westminster ’97)

Editor’s Note: The following email is being published with the consent of the author, Rob Lytle (Zeta Lambda/Westminster ’97). Just as our cover story demonstrates a real life application of Theta Chi’s “helping hand” philosophy, so, the uplifting message in this email demonstrates how a soldier was able to incorporate that same philosophy into a generally dismal real life situation to enrich both his own life and the lives of those around him. 20 October 2006 Brothers, I’m just writing to touch base and wish you well. I returned from my deployment a couple of months ago and have been playing catch up with my life, my wife, my daughter and the fraternity. I want to share a little with you about this deployment. I came off my orders after demobilizing in the middle of June. This tour has truly been both a character building and a trying experience. I had just turned 31 and, for the first time in my life, I felt weathered and old. I guess that’s because I was exhausted. I was the main Point of Contact Col. Randy A. We averaged 12–15 hour days every day, but I did about a week straight of 20-hour shifts (4a.m. to mid- night) when it was about 20 below zero and snowing. Not only the hours, but the cold, too, really takes a toll on your system. Luckily, the weather broke in mid-March, all of the snow melted, spring came and went, and the temps were in the 80s. It snowed on Palm Sunday and was 100 degrees on Easter. When I got there, it was 20 below with a foot of snow on the ground. I guess that I had become acclimated to the weather after a few weeks when I thought 30–40 degrees was warm. The place I was stationed was definitely different, and for the first time I think that I’ve really understood sacrifice for a greater cause. I had missed more than half of my daughter’s life, as well as many of her firsts— rolling over, crawling, sitting up by herself, standing up while holding on to something, and her first word. My wife had been working with her and she’s also started to use sign language. But that small sacrifice I made, and that several more like me are still making, is so she and my wife can be safe. So my family, my friends, my brothers, like you, can be safe. With all of the troops coming through there, one of the most reward- ing things was when we were able to send them back home to the States or to Europe. With every one we put on that aircraft home, I felt a great sense of joy and accomplishment. But, unfortunately, most positives have a negative. For all of the troops that we were sending home, we were sending at least one replacement troop down range, and, unfortunately, statistics and the media show that there are casu- alties and injuries from war. I bear a sense of responsibility for the soldiers, Marines, sailors and airmen that I sent into theatre and that

Tubbs Jones Introduces Campus Fire Safety Legislation

Washington, D.C.–January 23, 2007, Congresswoman Stephanie Tubbs Jones re-introduced three bipartisan pieces of legislation regarding Campus Fire Safety; the Campus Fire Safety Month Resolution, The College Fire and Prevention Act and the Collegiate Housing and Infrastructure Act. Rep. Ed Whitefield (R-KY) is the original co-sponsor for both the Campus Fire Safety Month Resolution and the College Fire and Prevention Act and Rep. Paul Ryan (R-WI) is the original co-sponsor of the Collegiate Housing and Infrastructure Act. A Resolution Establishing Campus Fire Safety Month This legislation would establish September as “Campus Fire Safety Month” and encourage adminis- trators and municipalities across the country to provide educational programs to all students during September and throughout the school year on fire safety. Additionally, the resolution encourages administrators and municipalities across the country to evaluate the level of fire safety being pro- vided in both on- and off-campus student housing and taking the necessary steps to ensure fire-safe living environ- ments through fire safety education, installation of fire suppression and detection systems and the development and enforcement of applicable codes relating to fire safety. This legislation was adopted in the 109th Congress on September 27, 2006 by unanimous consent. The College Fire and Infrastructure Act The College Fire and Prevention Act would establish a demonstration incentive program within the Department of Education to promote installation of fire sprinkler systems, or other fire suppression or prevention technologies, in qualified student housing or dormitories, and for other purposes. The National Educational Association, The National Association of Independent Colleges and Universities, National Fire Sprinkler Association and the National Fire Protection Association have endorsed this legislation. This bill has twenty original co-sponsors. This legislation was originally introduced in the 107th Congress, and re-introduced in the 108th and 109th Congresses.

The College Housing and Infrastructure Act This legislation erases the disparity between gifts made to colleges and universities for infrastructure improve- ments and gifts made to fraternities and sororities for the benefit of similarly situated students. This allows tax deductible contributions to fraternity and sorority foundations to be used for the same purposes that a college of university could use such contributions (except for physical fitness equipment). “Fire safety and prevention is an issue that needs to be addressed on College Campuses across the United States,” said Rep. Tubbs Jones. “Over the past few years we have seen many tragedies involving fire at colleges, places of business, entertainment venues and places of residence. We must begin to put in place suppression mea- sures against fires and increase support and resources for our fire fighters to ensure that no more lives are lost to fires that could have been prevented. These three pieces of legislation will help to put those measures in place and ultimately save lives.” Nationwide, 99 people have been killed in student housing since January 2000 and Ohio has had the most deaths of any state, as identified by the Center for Campus Fire Safety, a non-profit organization that compiles information on campus-related fires. Almost 80 percent of the fire fatalities have occurred in off-campus occupan- cies such as rented houses and apartments. Common factors in a number of these fires include: lack of automatic sprinklers, disabled smoke alarms, careless disposal of smoking materials, and alcohol consumption.

The Executive Search Committee was created by the Grand Chapter and assigned the task of recommending to the Grand Chapter a short list of candidates for the position of Theta Chi Fraternity CEO/ Executive Director. The committee is composed of two members from the Grand Chapter, the members of the National Advisory Committee, a representative from Norwich Housing Corporation, a representative from The Foundation Chapter of Theta Chi Fraternity and a representative from the International Headquarters. The Grand Chapter will have responsibility for the final decision and will hire the next CEO/Executive Director.
