MINUTES MIDLOTHIAN MUNICIPAL PARK BOARD MONDAY, APRIL 13, 2015 The Municipal Park Board for the City of Midlothian met on Monday, April 13, 2015 at City Hall located at 104 West Avenue E, Midlothian, Texas.

Angie Stephens moved to approve the April 13, 2015 minutes as presented. Chairman Farrell noted that a request had been made by the Board that the minutes show more detail than what is being presented. Motion died for lack of a second. No action taken. Item will be brought back to May meeting.

2015-047 Presentation of the Midlothian’s Kids Fishing Derby Champion winner and direct staff accordingly

Fishing Derby Champion, William Taylor, was introduced and presented with trophy and prizes for catching the 6 lbs. 1 oz. winning catch.

Timothy Whitley, 222 Panther Peak, addressed the Board with a concern regarding the safety of the cable fencing at Hawkins Spring Park.

2015-049 Consider and act upon Midlothian Community Park

Kevin Lasher presented the Item and introduced architect, Ron Hobbs, who presented his design for the concession/restroom facility, with an estimated construction cost of $800,000. Various board members expressed frustration that previous direction to the Community Park design firm, Dunkin, Sims & Stoffel, and to staff requesting three options back to the Board for consideration was not followed. Direction was given to staff and Dennis Sims of Dunkin, Sims & Stoffel to bring back a new concession/restroom building design with three budget alternatives in the estimated construction cost amounts of $300,000, $450,000 and $620,000. The Board also requested that the alternatives be ready for review in less than 30 days. Dennis Sims provided a review of the plaza area playground and playground equipment. Greg Firebaugh with Dean Construction (CMR) reported that the front pond area is complete, however erosion control devices are being put in place. The back (irrigation) pond is almost complete, however the liner has not been installed. Due to weather delays, the utility construction is approximately two to three weeks behind schedule.

2015-050 Consider and act upon Midlothian Independence Day Parade

Gina Moore provided a draft of the flyer and registration form for the July 4 parade, noting that no sponsors have yet been acquired. The Board requested that Ms. Moore contact the MHS marching band and arrange a new drop off point for band members on the day of the parade. The Board expressed its approval of the flyer and registration form.

2015-051 Consider and act upon outdoor libraries (No Updates to be given)

The Item was not discussed.

2015-052 Consider and act upon Park Project List

Billy King presented the list of proposed projects which includes:  Security Cameras for Hawkins Spring Park and Sports Park  Restroom facilities for Ridgeview Park and Mockingbird Nature Park  Asphalt overlay and additional lighting for Jaycee Park  Sports equipment for Mt. Peak Park  Trail Paving at Ridgeview Park and Mockingbird Nature Park

It was the consensus of the Board for Billy King to present the list to the Midlothian Community Development Corporation for review and funding consideration at their next board meeting on May 28.

2015-053 Park Board future Agenda Items

Board members requested a Community Park progress update with photos, July 4 parade update, and Kimmel Park bandstand construction update for the June meeting agenda.

2015-054 City Staff and Park Board Announcements

Billy King reported that the brick work is complete at the Kimmel Park bandstand, however it was discovered that the rafters are in bad shape and infested with wood ants. He is in the process of obtaining three bids for replacing the rafters and will report back to the Board in June. Billy King also introduced Charlie Grindstaff, who will be replacing Aaron Gritzmaker as the contact for Mockingbird Nature Park.

Angela Stephens moved to adjourn. Pamela Shelley seconded the motion. Patrick Farrell adjourned the meeting at 9:20pm.
