Speaker Biographies

Patricia Brown, Chair, Elephant & Castle Partnership and Director, Central

Patricia runs Central, advising civic and business leaders on urban change and has long-term experience thinking about, influencing and improving .

Patricia is a tactical strategist, with a reputation for leading agendas and achieving significant change in London and beyond. As Chief Executive of Partnership (CLP), she was at the vanguard of many of London’s most significant urban changes, focused on creating a city where people want to be. This included the bringing BIDs to the UK, being midwife to Legible London and leading the lobby for the pedestrianisation of Trafalgar Square.

She is Chair of the Partnership, and has helped shape a range of initiatives to support the capital’s quality of life and positive growth, including the Good Growth Agenda as Deputy Chair of Mayor’s Design Advisory Group (MDAG). She also works in New York, advising the Times Square Alliance since 2006, in addition to collaborating with the City of New York, and Columbia University’s Center for Urban Real Estate.

She is currently vice-Chair of the BPF’s Development Committee, on the Advisory Boards of Great Western Railway and the National Trust and vice chair of the Newlyn Gallery. She was chair of the London Festival of Architecture from 2013-16 and Deputy Chair of MDAG from 2012-16. She was formerly a Trustee of London International Festival of Theatre and The Geffrye Museum and Deputy Chair of Borough Market.

Patricia was recently awarded an RIBA Honorary Fellowship for services to architecture and the built environment.

Ricky Burdett, Professor of Urban Studies & Director of LSE Cities and the Urban Age Programme, London School of Economics

Ricky is Professor of Urban Studies and Director of LSE Cities and the Urban Age Programme. He sits on the Mayor of London’s Cultural Leadership Board, is a Council Member of the Royal College of Art and Trustee of the Norman Foster Foundation. He was Chief Advisor on Architecture and Urbanism for the London 2012 Olympics and architectural advisor to the Mayor of London from 2001 to 2006. He was Director of the Venice Architecture Biennale in 2006 and curator of the Global Cities exhibition at Tate Modern in 2007.

Ricky has been on architectural juries for high-profile projects including Tate Modern, London’s Aquatic Centre, Rothschild Bank Headquarters, Holland Green and Elizabeth House and has worked on major regeneration projects across Europe and the USA, including the 8-million sq ft redevelopment around Penn Station in New York City. He was appointed CBE in the Queen’s 2017 New Year’s Honours List.

Richard Chambers, Project Director, Delancey

Prior to joining Delancey in January 2013, Richard had worked at Barratt London, and .

At Barratt London Richard was responsible for acquiring and delivering large scale London development opportunities with a particular focus on joint ventures. His projects included acquisition and delivery of a 27 storey mixed use development on Alie Street, London E1 in a joint venture with L&Q. He also led the acquisition, design and planning process for the Aldgate Place development in London E1 structuring a joint venture with British Land to deliver circa 500 units together with a 150 bedroom hotel, office building and associated retail space.

At British Land Richard worked on a range of projects including industrial, residential and office schemes spanning development, investment and asset management initiatives across the UK. Prior to this Richard spent seven years at Drivers Jonas providing development and investment advice to a range of landowner clients.

At Delancey Richard is providing development expertise across all use classes with a particular focus on mixed use assets with complex planning strategies. He is also regularly involved in the acquisitions process.

Richard graduated from Oxford Brookes University with a degree and post graduate diploma in town planning. He subsequently completed the RICS Postgraduate Diploma in Property Investment at Reading University. He is a member of the Investment Property Forum and member of the Royal Town Planning Institute.

Angus Dodd, Chief Executive, Quintain

Angus was appointed Chief Executive of Quintain in June 2016. Quintain is the London developer behind the transformation of Park in north west London.

Quintain have completed more than 2 million sq ft of mixed use development at Wembley Park and by the end of 2017 will have 3,000 homes under construction on this site and outline consent for the delivery of a further 3,000.

Prior to Quintain, he was Senior Managing Director, Co-Head European Real Estate Investments, Lone Star Europe Acquisitions LLP, an affiliate of the General Partner of Lone Star Funds. Lone Star acquired Quintain in September 2015. Angus joined Lone Star in March 2009. Prior to joining Lone Star, Angus served as Managing Director at JER Partners for 5 years.

He previously worked at Parkes & Company and Invesco Real Estate (which acquired Parkes & Company in 2001), BZW and Jones Lang Wootton. Angus has an MA in Land Economy from Queens’ College, Cambridge.

Jonathan Emery, Managing Director, Property – Europe, Lendlease

Jonathan joined Lendlease in 2014 as Manging Director of Urban Regeneration in Australia, responsible for an extensive $Aus 12bn portfolio of major projects in key Cities across Australia. In 2016, Jonathan made the move back to the UK as MD Property – Europe. In his current role, Jonathan is responsible for the Development business across Europe, including the successful delivery of the £7 billion urban regeneration portfolio encompassing Elephant and Castle, Stratford, and Haringey Development JV. His mandate encompasses Investment Management, comprising a large retail portfolio, including Touchwood at Solihull and Peterborough in the UK, together with the growth of the Lendlease property business across the UK and European markets.

Jonathan is regarded as a prominent global expert in the field of urban growth and regeneration, helping local and national government on issues of urban and global competition for capital and talent. Jonathan brings commercial and strategic acumen in building public sector policy and partnerships that enable the delivery of complex, large scale projects. Prior to joining Lendlease, Jonathan lead Plc’s development activity across the UK, in cities including London, Birmingham, Bristol, Leeds and and for Majid Al Futtaim in the Middle East including Beirut, Muscat, Jeddah, Damascus, Dubai and Cairo.

Rob Heasman, Project Director, Elephant Park, Lendlease Development

Rob has worked for more than 19 years in the property industry in a variety of roles including acquisitions and disposals, masterplanning, development, design, delivery and asset management. His experience has been gained on major mixed use and residential projects in London, the Home Counties and the North West of .

Since joining Lendlease in 2010 Rob has been working on Lendlease's £2bn Elephant & Castle Regeneration Project, one of the most significant urban regeneration projects in Europe, comprising almost 3000 homes, offices, retail, community and leisure facilities across three landholdings together comprising some 28 acres in Central London. The masterplan includes high quality open spaces, including a new linear park, the retention and planting of up to 1,600 trees in the area and an aspiration of being the first climate positive development in the UK.

Rob leads the integrated project by building, motivating and growing a strong resilient team to deliver Elephant Park as a place rather than buildings alone. Providing the vision, fostering creative and strategic thinking in an environment that promotes entrepreneurship, innovation measuring success beyond economic indicators.

Previously Rob was Land Director at Catesby Property Group with responsibility for the London portfolio of residential and student accommodation developments. Other experience in the private and affordable residential sector includes positions as Berkeley Homes (Central and West London), Keystone Housing and the Redrow Group.

Rob studied Urban Planning & Management at Nottingham University and further accreditation obtained through a Diploma in Town Planning.

Stafford Lancaster, Investment Director, Delancey

Stafford has particular responsibility for Delancey’s residential investment and educational portfolios. His role is to oversee and implement the company's existing, ongoing and future investment and development strategies. He is also responsible for managing a number of the group's joint ventures with investors such as Qatari Diar Real Estate and APG.

Prior to joining Delancey in 2000, Stafford spent 11 years at Healey & Baker (now Cushman & Wakefield) where he was a Partner in the central London investment team. During this time he advised a wide range of UK and overseas investors and occupiers on sales, purchases, sale and leasebacks, lease surrenders, re-lettings, refurbishments and development transactions.

Stafford graduated from The University of Reading with an honours degree in Land Management and is a member of the Royal Institution of Chartered Surveyors. He is a non-executive director of Alpha Plus Holdings plc.

He is Chairman of the Residential Special Interest Group of the Investment Property Forum and is a Trustee of the Reading Real Estate Foundation at Henley Business School. He is a property advisor to the Chatsworth Settlement Trustees.

David Lunts, Executive Director Housing & Land, Authority

David is the Executive Director for Housing and Land at the GLA where he leads the Mayor's new housing, land and development functions.

He was previously the Executive Director for London at the Homes and Communities Agency and before that was the GLA Executive Director with responsibility for planning, regeneration, housing and environmental policy.

His earlier career included a leading role in housing and regeneration in Manchester during the 1980s and early 90s and a three year spell as director of Urban Policy for John Prescott at the Office of the Deputy Prime Minister.

Ryan Matenchuk, Senior Analyst, Stanhope

Ryan is a Senior Analyst within the New Business Team at Stanhope. Since 2011, he has been working with investors, lenders and property teams to close and fund transactions. He has been involved in the acquisition and subsequent re-development of the £1bn+ Television Centre in West London, £1bn+ Media Village, 5 million sq ft Royal Albert Dock and various other forward funding and development opportunities.

Ryan holds a BA in Economics and an MSc in Real Estate Investment from Cass Business School.

Louise Newman, Architect & Company Director, Tavernor Consultancy

Louise graduated in architecture from the University of and was subsequently awarded the Rome Scholarship in Architecture. She worked in practice for more than 16 years, most recently as a Director at Fraser Brown McKenna Architects before moving to CABE as a Senior Design Review Advisor from 2008 to 2010.

Louise joined the Tavernor Consultancy in 2010 as Design Director and became a Company Director in 2017. She advises on the potential townscape visual and heritage impacts of design proposals and their architectural and urban design quality – and on the associated planning risks and opportunities.

During her time with the Tavernor Consultancy, Louise has advised on a wide range of major London projects including large regeneration masterplans, landmark tall buildings, and interventions in sensitive historic environments. She has been involved in the regeneration of Elephant and Castle since 2011, having advised on Two Fifty One and Highpoint, on applications for the redevelopment of the and One the Elephant for Lendlease, and on the submitted application for the redevelopment of the Elephant and Castle Shopping Centre and the London College of Communication for Delancey.

Stephen Platts, Director of Regeneration, London Borough of

Stephen is responsible for the delivery of major projects including Elephant and Castle, Aylesbury, and , London Bridge and Bankside, and the Old Kent Road.

He is a Board member of the Local Education Partnership with responsibility for the delivery of the schools expansion programme and other major capital investment projects including the new library at , leisure centre at Elephant and Castle and new housing.

Housing Regeneration and Inward Investment is also within his portfolio of responsibility, which covers housing estate regeneration and renewal, the Southwark Regeneration in Partnership Programme and general inward investment opportunities. Stephen has been Director of Regeneration for 6 years.
