1.Please tell us about your organisation:

Please forgive any repetition on previous applications, the work of the pool continues in the same way as in the past, but obviously new councillors may not be aware.

We are continuing to raise the profile of the pool and develop the facility as a centre of excellence for hydrotherapists. However the core function of the pool continues to thrive; providing services to the most vulnerable and disadvantaged members of our community by supporting those with long term or short term disabilities.

The pool therapy enables them to move more easily, control pain and build self confidence.

2. Briefly describe the project or service you want funding for:

The responsibility for the pool is shared by CCC and The Trust. We are responsible for raising funds to maintain and improve the pool. A certain level of grant funding is necessary for the general running of the pool and for running repairs just to keep the pool running. In the short term we are looking to replace some permimeter fencing but we are focussed on a long term project to utilise alternative energy to create sustainability in heating the pool. This may necessarily result in replacement of the roof which is in poor repair, if solar panels are required. We will be applying for ad hoc grants from other sources such as Cumbria Community Foundation to contribute to this. Any grant available from Kendal Town Council is directly used to finance the everyday running of the pool.

3. Why do you need this grant and how will the people of Kendal benefit?

Alongside the County Council and the Cumbria Clinical Commissioning Group (NHS), the Town Council has previously provided funds to secure the long term future of the pool.

We would very much appreciate the continued support of the Town Council. The pool is predominantly used by residents of Kendal. The suers are from a wide range of groups; children, the elderly and disabled as well as those recovering from operations and illnesses. There are approximately 500 visits to the pool each week. Despite the pool being closed for at least six weeks this last year due to problems with heating we still had over 18,000 visits.

We hope that by addressing our energy needs and looking for ways to create a cheaper more sustainable way of heating the pool, one of our largest running costs, ultimately the pool will cost less to run and will require lower levels of funding.

4. Please provide any other information in support of your application.

The pool needs to be well mainained and the water temperature high due to the additional needs of the users. Our focus is on the wellbeing of the people of Kendal and South Lakeland. The mental and physical benefits add to the quality of life for those who access the pool. Our aim is to continue to raise the number of users and reach as many people as possible.

Very few pools like this remain, it’s affection in the local community continues to inspire the generosity of local people and people who use the pool do send donations and support our “Friends” organisation in their fund raising efforts.

Every effort is made to seek fundning from a range of sources so that we can spread the load and not be reliant on any one grant.

6. How do you propose to evaluate that the service or project has been a success?

CCC has a range of performance measures to ensure the pool is managed appropriately and in terms of health and safety which is obviously crucial to the running of the pool.. We use statistical evidence for pool usage and anecdotal feedback from pool users. We use this evidence to monitor how well attended and how successful particular session.

1. Please tell us about your organisation: The Brewery Arts Centre is the cultural and community hub of Kendal and South Lakeland. With a range of versatile spaces including a theatre, music/comedy venue, two cinemas, a gallery, a studio, bars, a restaurant and the Warehouse café. Despite the current economic uncertainty and challenging funding environment, the Brewery has continued to maintain a strong commitment to presenting a broad and eclectic programme across eight art forms - theatre, comedy, film, dance, music, adventure, visual arts and literature. With such a wide offer the Brewery truly caters for all sectors of the local community and adds much to Kendal’s quality of life and sense of place. Creative learning for young people is a central part of the Brewery’s offer catering for hundreds of local children and young people from early years to the age of twenty. As well as regular classes, workshops and performance/exhibition opportunities, the department has a strong track record in the planning and delivery of user-centric outreach projects such The Bench Project, From A to B, The Migration Project, Bee Creative and the heritage focused Motto project are all examples of successful projects run by the department.

2. Briefly describe the project or service you want funding for: Tucked away off the Kendal’s main high street area myriad of small yards which hold histories and stories of past industries and personalities. Inspired by this unique local heritage, which forms the backbone of the trades and industries of Kendal we will work with a wide range of age groups and community groups to create a series of exciting and contemporary visual arts installations. Sited within a number of yards these will reinterpreted the trades and professions that built the town we know today. Talented local

artists will lead young people from primary, secondary, special needs schools (SEN), local youth groups

(including young people who attend regular classes at the Brewery Arts Centre), adult community groups

and volunteers to create the art work over nine months prior to installation. Some of the installations will be informed directly by the history and stories of individual yards whilst others will allude to important industries that grew from the yards as a result of transferable skills. These traditional trades and skills will be reinterpreted using contemporary dance performances. We are working with the Kendal Community Theatre. The two projects will unite in a vibrant 3-day Kendal Yarns festival in July 2016. The dramatic and colourful displays will create a lively and inspiring `frisson` in the town centre. The route will be devised top create a flowing journey between the various yard installations and the different theatre venues.

3. Why do you need this grant and how will the people of Kendal benefit?

The grant from Kendal Town Council will be provide match funding to a Heritage Lottery Fund project for the project that will provide unique insights into a relatively hidden aspect of Kendal’s history. The project is community focus and inter-generational and involves marginalised groups, supporting civil pride and social cohesion. The funding enable us to broaden the participation and impact of the project to include a wide cross section of residents across Kendal. We are committed to working with a number of secondary and primary schools in Kendal along with the surrounding areas. These includes Kirkbie Kendal Sixth Form School, St Thomas, Gillingate and Staveley plus Sandgate School, which caters for pupils with special educational needs. We are keen make the project as accessible as possible reaching out to social excluded or disadvantaged in some way will enable us to open up the project to wider community groups; `Moving on` group for people with dementia and their carers delivered in partnership with Abbot Hall and Harriet Fraser, poet and community outreach at the Wordsworth Trust. The funding

will enable us to work with clients of Manna House who provides community support for people who are

homeless or vulnerably housed. Working in partnership with Abbot Hall’s `In the Moment` project that

works we people with dementia group will use maps and visits to the yards as a key link throughout the

project, alongside artefacts and stories to give continuity and familiarity to their sessions. The Knit, Natter, Stitch and Chatter group are also committed to be involved. Working in partnership with South Lakes Housing we want to run three community days for residents of all ages on different housing estates around Kendal.

The project has received wide support from a variety of local South Lakes Housing, Manna House, Abbot Hall, K-Village Heritage Museum, local primary schools including SEN school and various community groups. Many of these have been confirmed in letters of support, which we can forward you on request.

4. Please provide any other information in support of your application. The project will immerse participants and build wider awareness of Kendal’s unique network of yards. An art project interpreting, sharing and celebrating the industries and local stories from specific yards in Kendal from 18th and 19th centuries to the present day. The yards are unique to Kendal, dwellings, workshops and other commercial premises grew around hundreds of yards interlinked with a network of paths and alleyways, hidden away from the main high street. As a wool and textile town, the yards played a crucial role in the wide range of small industries that developed such as shoes and carpets. The project will involve a significant amount of historic research which on some of the industries and characters based there. This will be done in partnership with a range of local organisations including the Museum of Lakeland Life, The Quaker Tapestry Museum and K Shoes Heritage Centre, utilising their curators` and volunteers` expertise alongside displays, artefacts and archives. We will also look to local publications from the library and Civic Society, photographic archives and oral record history of some of those who worked within the relevant local industries. This research will be made available to other parties

including Kendal Town Council. By reinterpreting our local heritage with a wide variety of artwork

installations we intend to breach new life into the yards themselves, whilst helping a wider audience to

enjoy and celebrate the yards, hidden histories as well as the town’s industrial heritage, buildings and spaces. We will be happy to share our findings with Kendal Town council and other local groups as part of the evaluation.

6. How do you propose to evaluate that the service or project has been a success? We intend to share the information and research project with a wide range of ages and people with special emotional. Feedback will be collated from individuals, groups and organisations involved in the project and those participating in the festival through questionnaires, comment cards and informal feedback discussions. These will be collated into an evaluation report. This will also include a detailed narrative commentary supplemented by photos and illustrations by the project manager George Grange which describes the project the achievements and challenges and how success we have been in delivering the outcomes set at the outset of the project.

The Sea Cadets are Britain's most successful Maritime Youth Organisation run entirely by volunteers. We are not subsidised by the Navy. Kendal Sea Cadets has been helping the youth of Kendal and the surrounding area for over 70 years. They attend Civic Activities such as Remembrance Parade and the Mayors Parade; they often provide a band for other occasions as well including every Torchlight.

We are looking to purchase a second Canadian Canoe so that we can provide more facilities for the Sea Cadets.

One of the main activities between May and October is our weekly waterborne activities at Killington Lake. ln order for us to offer a variety of activities including paddlesport, sailing and rowing we need to make sure we have enough seaworthy equipment for the Cadets. We also have a District, Area and National Regatta each year and in order to train for this we require a second Canadian Canoe.

3. Why do you need this grant and how will the people of Kendal benefit?

Our Cadets come from Kendal Town and the South Lakes area. Our Cadets take part in several community events each year and also collect funds for the Royal British Legion Poppy Appeal.

As Sea Cadets water sport is a big part of the corps activities so having facilities will help to attract new cadets and enhance the training experience.

The grant is required to help purchase a Canadian Canoe. The Canadian Canoe will be used to help Sea Cadets to gain paddlesport experience and water confidence, and to help improve the facilities available to the Sea Cadets at Killington Lake so more Sea Cadets can gain valuable J waterborne experience and qualifications. r ,.

The canoe will help expand our variety of water sports available so we can cater for the wide range of abilities that our Sea Cadets have. r

Kendal Sea Cadets provides affordable opportunities for young people to develop their confidence, knowledge and abilities. The Canoe will help cadets to develop paddlesport skills and qualifications and to provide invaluable water skills, much needed for living in a coastal area and in the Lake District.

Confidence on and around water is a transferable skillthat the cadets will hopefully be able to use throughout their young and adult lives.

This year one of our Cadets at Kendal won the District then Area paddlesport competitions in her age group and went to London to compete in the National Sea Cadet Regatta, which was a fantastic experience. With this second Canadian Canoe we would be able to train up more cadets and they will have experience competing against each other, rather than the first time they compete against a similar craft is in a competition.

Every year the Sea Cadet Corps set a target number of waterborne hours every Sea Cadet should achieve, with this new canoe we at Kendal hope to achieve and increase the number of hours for all our cadets. We also hope to enter more competitions with the canoe and to help the Cadets gain paddlesport qualifications.

Please tell us about your organisation: The Right2Work Social Enterprise was established by The Oaklea Trust, a Kendal based charity, and has been collecting and recycling unwanted furniture from residents throughout South Cumbria since September 2011. With a clear focus on recycling and reusing, and by directing waste away from landfill we are doing our bit for a cleaner, greener planet. As well as offering local people volunteering opportunities, the project offers work training schemes for local people who are disabled or disadvantaged. The idea is to provide people the environment and support to learn new skills, understand the world of work and enable sustainable employment opportunities. Our vision is based on the principle that everyone has a positive contribution to make to society and the right to control their own lives.

2. Briefly describe the project or service you want funding for: Funding Requirements In 2014/15 we diverted over 64 tons from landfill through our re use and recycling, we would like to further increase this by individuals increasing the skills and knowledge of our participants to repair and up cycle furniture to a saleable standard. This would enable our social enterprise to develop in a number of ways: 1. Ensure people with a learning disability learn new skills that can be transferred into real paid employment. 2. Ensure that more furniture can be diverted away from landfill 3. Offer a wider range of low cost furniture to the people of South Lakes (especially people on low incomes). 4. Enable more local people the chance to be involved by offering a wider range of activity.

The funding is required to enable us to purchase new tools as the current tools are either broken or worn out from constant use. We would purchase 2 new power drills (£198), 10 hand saws (£48.25), screwdriver set x 3 (£42.50), two socket sets (£80), chisels (£39.90), 5 new hammers (£44.25), power saw (£62), two vices (£104) and £200 of material for recovering chairs. 3. Why do you need this grant and how will the people of Kendal benefit? We have a number of local groups that have helped us and continue to help us with planning and development, these include Lakeland (formally Plastics) with business expert advice in sales and marketing, retail and they also deliver employability training for us. We have a number of local volunteers who help/support and advise us in recycling, waste management and business strategy.

The people of Kendal benefit as we collect the SLDC bulky waste on behalf of the local council, we recycle and reuse as much of this as we can to avoid it going into landfill. South Lakeland district is the lowest contributor to landfill within the County e.g. Barrow landfill last year was over 1200 tons South Lakeland’s was 47 tons.

We offer a number of additional benefits to local residents that include low cost affordable pre loved furniture, we offer people who tend to be socially excluded opportunities to work and volunteer and we also provide employment to local people.

We measure our customer progression each quarter and we have developed a tracking database that clearly monitors and evaluates a person’s progression in 17 different areas from confidence building to understanding instruction and health and safety within the work place. We have regular review meetings with each of the attendees and we annually get everyone to formally complete a user friendly questionnaire that informs us when we sit down to write our annual self assessment, this is used to set key targets and milestones for the coming year.

In addition to the customer evaluation we will also looking at our collection response times, our volume of work will be measured and in turn this will enable us to support more people as the demand for our service grows.

South Lakes Foyer offers young people supported accommodation in self-contained flat, support is provided by lmpact Housing Association. 2. Briefly describe the project or service you want funding for: We require funding to support our Annual Oscars event at South Lakes Foyer for 2016. We have held this event in the for the past 3 years for young people living with the South Lakes Foyer Seruice and 2016 will be our largest event. The reason for this rs fhe success of engaging local young people living outside of the foyer service in the lffe skills programme (as a result of the funding from Kendal Town Council). South Lakes Foyer's Life skills Programme (Skifls 2 Succeed) has expanded and now offers young people in Kendal the opportunity to develop their skills, experiences and employability. As a result the number of young people in the community that will attend the event and gain much deserved recognition has increased, resulting in the need for additional support for this important event. The event and build up follows the same timeline as fhe real Oscars ceremony so that the anticipation and excitement builds in the months leading up to the main event. Young people can be nominated for a wide range of categories by anyone including their peers, support staff, partner agencies and an official panel judges the nominations fo ensure transparency. At the event young people anive in a red carpet complete with light refreshments, photographer, professional lighting and music. During the ceremony allthe achievements of nominees are recognised with winners receiving "actual" Ascar sfafues and runners up also receiving awards. 3. Why do you need this grant and how will the people of Kendal benefit? Young people living in foyers and supported housing often do not have access or the influence of strong, positive role models. As a result they do not have anyone to tell them and encourage them to realise what they can achieve. ln many cases the role models that young people have are negative and can be the reason that young people are homeless, as a result of domestic violence or ch allengi ng ho me e nvi ron me nts. Through pubtic and positive recognition of their and peer's achievement, this event challenges sfereo types, empowers young people and shows the local community what young people can achieve. This benefit was recognised by Tim Fanon MP at a previous event who commented that "events such as this are important in empowering young people to continue to strive to achieve"

Over the last 12-18 months the Skills 2 Succeed ppgramme has be expanded to include young people living in the locat Kendal community that aie in need of additional support to achieve their goals and aspirations. As a result the number of young people that deserve recognition has grown along with the number of people suppofting them to realise their ambitions.

This event is proven to create an exciting, vibrant and young people friendly sefting for them to be recognised, in many cases for the first time, for their achievements and contributions to their community. Therefore this event contributes to enhancing young people's se/f-esfeem, confidence, and sense of community. ln addition this event promofes the development skills such as praising others, accepting praise, supporting peers and communicating in public. All of which contribute to young people becoming a positive and contributing member of the community. This is further enhanced through positive media and social media coverage that communicates this to the local community, therefore further challenging the stereotypes and highlighting how ambitious young people are.

Many prominent and local people have attended our Oscars reremonies;they heard about and rercgnised the motivation, ambition and achievements of young people. A number have gone on to support young people to different ways and influence the community in supporting young people. A good example of this ls Sam Rayner, Lakeland Limited, attended the event in 2015 as an invited guesf. Mr Rayner recognised the ambitions of young people and has since gone on to work with Soufh Lake Foyer to engage other localbuslness leaders to support young people to develop their employability skills and experience. ln addition, Simon Thomas, Owner & Baker at Staff of Lffe and lmpact lnternational commifted to being part of the official judging panel in 2015 and have continued to support young people in a number of projects over the last 12 months. This highlights that the Oscar ceremony has continued benefits fq the community of young people in Kendal. ln addition, the South Lakes Foyer Residenfs Group aims to gain sponsorsh ip for a number of the awards; this willfurther involve the community in the event and provide each winner and runner up with a prize. Another importantfactor to acknowledge rs the continued support we already receive for this event. ln addition to the volunteer judging panel, Casfle Green Hotel donates use of fheir prestigious red carpet, the photographer is provided by lmpact Housing Association and a volunteer provides the lighting and music. Step by Step (Cumbria) was established in 2009 and aims to provide relief, support and direction to people

whose lives have been damaged by poor life choices and addictive behaviours and is a small grass-roots organisation. The project operates in HM Prison and community bases in Kendal and , and it also organises a highly successful Christmas residential project for both project participants and others in similar need of support at that time. The Project Leader is Marc Kelly. Robust governance, inspirational and highly skilled staff and a track record of successful outcomes make Step by Step a strong leader in this field. The unique Step by Step group work approach and learning methods seeking to transform lives deals with the underlying fundamentals of behaviours which many traditional criminal justice approaches have failed to impact on.

2. Briefly describe the project or service you want funding for: Step by Step provides group and individual sessions seeking to facilitate a transition for participants from chaotic to stable lives working through a 12 Step approach and employing a Christo methodology to assess stability and progress. It provides a safe, supportive, non-judgmental environment in which structured teaching, advice, and companionship are offered including life skills such as literacy. Participants suffer from problems such as addiction (gambling, alcohol and drugs), compulsive disorders (self-harming, eating, cleaning) and lack of self-worth. Step by Step seeks to address addictive behaviours. Some participants in the project do misuse alcohol but also other forms of addiction such as gambling, have also been very successfully addressed (My son was such a case, and that is why I have joined Step by Step as a Management Committee member. He has now addressed these problems and is now enjoying the benefits of full time work and a happy and stable home life.) Step by Step also works with people who have compulsive disorders (such as self- harming, eating, cleaning) which can have serious consequences in terms of related crime and violence.

3. Why do you need this grant and how will the people of Kendal benefit?

This grant will solely support provison of services to the Kendal Step by Step group which is open to all. This involves weekly group sessions and one to one support. It is anticipated that the group will comprise 8-12 people. The benefits will include direct benefit to participants and also make a contribution to improving the quality of Kendal residents’ lives more generally. Step by Step seeks to contribute to making Kendal a safer place to live, work and visit by keeping crime at low levels, particularly violent crime and thefts by working closely with participants to understand the significance of their actions and to address the fundamental behaviours and choices that have led to their offending and may lead to criminal and violent acts in the future. Step by Step seeks to decrease the impact of antisocial behaviour on our communities through learning and teaching approaches that encourage a transition for participanst to becoming peaceful, integrated contributors to local communities.

The objective of this project has been achieved on a year by year basis and a track record of successful work evidenced in testimonies, management committee minutes and Christmas event reports which all confirm that the vision of our organization can be put into practice which has real impact on people’s everyday lives.

Marc Kelly, our project leader, is an inspirational figure who is recognised in many communities across Cumbria, for example by local churches, as well as by those who he has worked with as bringing a unique set of talents and experience to bear on the issues and objectives with which the charity seeks to engage. Volunteer group leaders are a further important asset who understand the ethos and principles of the project and who provide a hugely valuable contribution to project participants.

The project has a strong management committee team with an excellent set of appropriate skills in governance and leadership and over the last five years have ensured the continuity, progress and growth of the organization despite severe constraints. The team include a former Chief Probation Officer, a University Professor, a prominent local professional, an accountant and a local minister.

We will review achievement of plan objectives including numbers of people attending sessions, the effectiveness of group sessions using both group leader and participant evaluations and progress in development activities. The value-added to participant’s lives will be evaluated using our methodological tool which is a recognised scoring system for assessing life-stability on entry, at regular quarterly intervals and on exit from our services. We will also collect personal statements from participants recording their perceptions and experiences, and also the impact of our services on their lives and those around them.

The Trustees present their annual report and audited financial statements for the 12 months ended 31st March 2015.

Structure, Governance and Management Overview The Charity is incorporated as a company limited by guarantee which was created on 4th November 2008. The Trustees are appointed by a Board of Trustees and there should be a minimum of 6 Trustees in office at any one time.

New Trustees are being sought, who can offer skills which can enhance the breadth of experience of the current Board. During the year, Bert Suttie joined the Board of Trustees.

The Board of Trustees meets every 6 weeks and receives secretarial, financial and operational reports. Administrative & Financial support is now supplied by Lynne Skellern (Eaglescliff Ministries).

Charitable Objectives To relieve persons who are in conditions of need by reason of their health or social or economic circumstances, by the provision of Christian based services and facilities.

The Charity operates and directs its funds for public benefit. The Trustees receive no remuneration or expenses.

Activities The Charity supports rehabilitation work with ex-offenders, people on the fringes of the community and prisoners in HMP Haverigg through a Christian based recovery programme of 12 transforming steps. A pilot group has been running in Millom, with a view to becoming an established programme when funding is available.

Achievements and Performance The Charity was set up to support and develop the work that Marc Kelly, an ex-offender himself, had started on an informal basis as a part time employee at Manna House, a drop-in centre for people in trouble in Kendal. Sufficient funds were raised to gain Charitable status and to enable Marc to begin running an introductory programme on two evenings per week in St George’s Church, starting in July 2009.

During the last 12 months the Charity has been based at the Shakespeare Centre in Kendal. The number of regular clients attending evening sessions has fluctuated from a maximum of 6 to 8. Rebecca leads the Kendal group, leaving Marc to concentrate on Haverigg and Millom. Some clients have been able to gain from counselling sessions offered by Mike James, on placement from the University of Cumbria; we are grateful to him We continue to use the Toe by Toe reading programme, with some clients helping others to improve their literacy. The group also remains mutually supportive outside the Step by Step twice weekly sessions. (For example, participation in weekly worship and ministry sessions at St Thomas’ Church in Kendal). They also helped to fundraise for the Christmas residential at The Jonas Centre. This event is the highlight of the year to people whose isolation could otherwise leave them particularly vulnerable over the Christmas period. This year the Trustees hope to find a suitable course to offer training for Rebecca. Funding for this has been given in two donations.

Participants in the Step by Step programme have joined from various referral sources: largely Manna House but also Kendal CADAS (Cumbria Alcohol and Drugs Advisory Service), UNITY and, on release, from Haverigg. One aim of the Trustees in the current year is to raise awareness of the work of Step by Step with the Police, Probation and other community services to widen the referral base.

Lynne (Eaglescliff Ministries) supports the Trustees with Administration and Financial matters. Colin Greaves covers the administration when Lynne can’t and his connection with Manna House where Marc Kelly works part time is most helpful.

Marc’s weekly visits to HMP Haverigg continued throughout the year but with inevitable prison cancellations on occasion. There are currently 16 prisoners who attend keenly. Marc reports that the course has gone from strength to strength, and now has a waiting list due to restrictions imposed by the Prison. We are extremely grateful to Rev Bob Spratt for his continued support of Marc for this weekly visit to Haverigg. The Trustees have seen a pilot group started in Millom and look to establish it fully, when funding is available. Rev.David Opie, one of our Trustees and whose parish it is has been instrumental in putting the group together.

Most of the activity of Step by Step would not be possible without the support of volunteers. The Trustees would like to register their appreciation of the many people who help in many different ways.

Fund Raising

The Trust received donations from local parishes (listed below) which were most welcome. The Trust have received monthly donations from the SEBA Trust. This has enabled us to get a website built, member’s testimonies uploaded, and look to further media exposure. It was stated last year that we would be looking to rebuild reserves by more active grant seeking. This has been started with an application to the Police Commissioners Community Fund, which has been successful. This has been given to partly finance the Christmas Residential. The application to the Frieda Scott Trust was also successful and this has allowed us to pay salaries to Marc and Rebecca for a year. The application to the Copeland Community Funding, was not successful. An application has also been put into the Noel Buxton Trust, but this is still pending.
