The study analysed data from self-reported surveys from 133 members of the sub-district level disaster management committee and government officials working with DRR. Employing the Partial Least Squares Structural Equation Modeling (PLS-SEM) method, we find that political economy factors explain 68% of the variance in funding allocations. We also show that four categories of political economy factors—power and authority, interest and incentives, institutions, and values and ideas—are significantly influential over the distribution of DRR funding across subdistricts of Bangladesh. Our findings offer important policy implications to reduce the potential risks surrounding political economy influences in fund allocation and advance climate Citation: Islam, Shafiqul, Khondker finance literature. The Pourashava came into existence on 16th May 2006 as a `C’ Class Pourashava and became an `A’ Class Pourashava on 20 September 2011. The 2011 total population of the Pourashava is 88,672. Benapole Pourashava is governed by 1 Mayor and 12 Councilors – 9 male and 3 female. The Pourashava is spread over an area of 17.40 km2 and is divided into 9 wards consisting of 9 mouzas. Benapole Pourashava has regional significance because the Asian Highway and Railway line both pass through the Pourashava. JOHNSON Details are given of 23 species new for Bangladesh that were recorded between June 1993 and June 2002, or that were inadvertently omitted from the most recent national checklist (Harvey 1990), or Thompson et al. (1993). New sightings and information are given for a further 101 species that either have few records since 1978, or for which there have been major changes in known status, or for which there is uncertainty over status. In addition, nine species of doubtful occurrence are discussed, and the status of threatened and Near Threatened species is updated where appropriate. The disaster killed an estimated 160 persons, including 115 persons in Rangamati alone. According to the Chittagong Divisional Health Office Control Room Report, a total of 187 injured persons were admitted in local level hospitals. Approximately 85% of patients were admitted in Rangamati. While landslide related disaster occurs nearly every year, the second highest death toll of 127 deceased persons was recorded in 2007 [Disaster Forum, June 2017]. Monsoon rains caused severe flooding in low-lying areas to significantly damage road and communication infrastructure. Flood water rendered remote communities in Bandarban, Chittagong, and Rangamati districts were inaccessible by road. On June 14th, mudslides in southeast Bangladesh claimed additional lives in Cox's Bazaar and Khagrachari districts to further damage homes and infrastructure. -

CHAPTER 1 INTRODUCTION Main Report Chapter 1 Introduction Main Report CHAPTER 1 INTRODUCTION 1.1 Background of the Study The Peoples Republic of Bangladesh has a population of 123 million (as of June 1996) and a per capita GDP (Fiscal Year 1994/1995) of US$ 235.00. Of the 48 nations categorized as LLDC, Bangladesh is the most heavily populated. Even after gaining independence, the nation repeatedly suffers from floods, cyclones, etc.; 1/3 of the nation is inundated every year. Shortage in almost all sectors (e.g. development funds, infrastructure, human resources, natural resources, etc.) also leaves both urban and rural regions very underdeveloped. The supply of safe drinking water is an issue of significant importance to Bangladesh. Since its independence, the majority of the population use surface water (rivers, ponds, etc.) leading to rampancy in water-borne diseases. The combined efforts of UNICEF, WHO, donor countries and the government resulted in the construction of wells. At present, 95% of the national population depend on groundwater for their drinking water supply, consequently leading to the decline in the mortality rate caused by contagious diseases. This condition, however, was reversed in 1990 by problems concerning contamination brought about by high levels of arsenic detected in groundwater resources. Groundwater contamination by high arsenic levels was officially announced in 1993. In 1994, this was confirmed in the northwestern province of Nawabganji where arsenic poisoning was detected. In the province of Bengal, in the western region of the neighboring nation, India, groundwater contamination due to high arsenic levels has been a problem since the 1980s. -

Highlights As of 15 June 2020, according to the Institute of Epidemiology, Disease Control and Research (IEDCR), there are 90,619 confirmed COVID-19 cases in Bangladesh, including1,209 related deaths; Case Fatality Rate (CFR) is 1.33%. On 12 June 2020, the Ministry of Health and Family Welfare/DGHS introduced “Bangladesh Risk Zone-Based COVID- 19 Containment Implementation Strategy/Guide,” dividing areas in Red, Yellow and Green Zone based on the prevailing risk of the COVID-19 spread. On 13 June 2020, the Ministry of Religious Affairs, Coordination Branch issued an Emergency Notification circular with the instructions for the worshipers in the Red Zone areas to offer prayers at their respective homes instead of public place of worship. On 14 June 2020, the Ministry of Foreign Affairs (MoFA) circulated a Note Verbale, which stated that foreign investors and businessmen will be granted on-arrival visas at the port of entry in Bangladesh if he/she has a PCR-based COVID- 19 negative medical certificate (with English translation) and relevant supporting documents for obtaining investment/business visa. -
