According to the United Cities and Local Governments (UCLG, 2013), approximately 70% of the world’s cities are engaged in some form of international cooperation. This is a global phenomenon described as paradiplomacy (Bontenbal, 2009). The same trend has been seen in South African municipalities. Since 1994, metropolitan municipalities here have increasingly been engaged in paradiplomatic activities, and have collectively entered into more than 130 international sister city agreements (De Villiers, 2009). The cooperative relationships, managed by municipal International Relations (IR) practitioners, are initiated primarily to harness the opportunities of globalisation and economic inter-dependence, and in the interest of socio-economic development (Nganje, 2013). The role of municipal IR practitioners has, therefore, become increasingly important as they have the potential to enhance the global profile and frame the international image of cities through relationship building and information sharing (Fishbone, 2015). It is within this context that this study offers an analysis of communication strategies, used by IR practitioners in a select South African municipality, to build and maintain relationships with international sister cities. The purpose is to contribute towards the advancement of scholarly debate in municipal international relations by examining stakeholder engagement and relationship management in IR practice from a Public Relations (PR) perspective. The study is likely to assist South African municipal managers, and mayors understand the contribution of IR practices, specifically how the application of PR principles can enhance organisational competitiveness and strengthen strategic international relationships. The theoretical frame of the study was derived from the Public Relations Excellence Theory and the two-way symmetrical communication model (Grunig & Hunt, 1984). The research methodology of the study was qualitative. A single case study design was used to gather data, using a combination of document analysis, in-depth interviews and content analysis. The findings of the study show that strategic communication is fundamental to paradiplomatic activity in South Africa, and establishes that municipal IR professionals use a combination of both one way and two-way symmetrical communication (Grunig & Hunt, 1984) to build and maintain relationships with international sister cities. Yet, it remains unclear whether this form of engagement is strategic or as a result of PR theory. IR practitioners’ use of communication to cultivate more beneficial relationships can therefore be enhanced, if the strategic PR function is integrated in the department and knowledge of excellent PR principles is entrenched. iii Furthermore, this study narrows the gap within professional practice of PR and IR and demonstrate convergence of aspects of the two disciplines, supporting research by Fitzpatrick et al. This phenomenon of regional governments developing international relations, often called ‘paradiplomacy,’ has been most visible in Western industrialized liberal- democracies.     Identity Paradiplomacy in Québec Stéphane Paquin École nationale d’administration publique Identity Paradiplomacy in Québec This article explains why Québec is one the most active subnational governments at the international level. Traditionally, researchers discuss paradiplomacy and protodiplomacy, but neither concept fits the case of Québec very well. In Québec, there is a consensus among the political parties that favors “identity paradiplomacy.” The fundamental aim of Québec’s identity paradiplomacy is to construct and reinforce Québec’s national identity by undertaking international actions abroad. Identity paradiplomacy is more intense than typical paradi- plomacy and is distinct from protodiplomacy in that it does not aim for political independence. The twofold purpose of Québec’s international strategy is to galvanize Québec’s development and to achieve international recognition of Québec as a nation abroad. L’objectif de cet article est d’expliquer pourquoi le Québec est un des États fédérés les plus actifs sur la scène internationale. Règle générale, les spécialistes utilisent deux concepts, ceux de paradiplomatie et de protodiplomatie, pour expliquer les actions internationales des États fédérés, mais ces deux concepts ne rendent pas justice au cas du Québec. This paper brings debates surrounding the nature and practices of paradiplomacy into conversation with recent political geography scholarship on diplomacy and, in particular, geopolitics. It begins by introducing the increasingly plural understandings of diplomacy that have challenged dominant state‐centric discourse and foregrounded the inherent spatiality of diplomatic practices. This is followed by an examination of the dynamic evolution of the term “paradiplomacy.” The paper goes on to suggest how theoretical and methodological insights from political geography could be produc- tively interwoven with the study of paradiplomacy. The final section exemplifies this through an exploration of the geopolitics of substate diplomacy. It is argued that by building on methodological insights from critical readings of geopolitics, it is possible to offer a multi‐scalar analysis of paradiplomacy which contributes to an ongoing project of political geography—to unsettle and challenge ingrained imaginaries which underpin our understandings of the region, the state, and the international political system.

    Paradiplomacy and its Constraints in a Quasi-Federal System – A Case Study of Hong Kong SAR and its Implications to Chinese Foreign Policy Wai-shun Wilson CHAN ([email protected]) Introduction Thank for the Umbrella Movement in 2014, Hong Kong has once again become the focal point of international media. Apart from focusing the tensions among the government, the pro-Beijing camp and the protestors about the pathway and the pace for local democratization, some media reports have linked the movement with the Tiananmen Incident, and serves as a testing case whether “One Country, Two Systems” could be uphold under the new Chinese leadership.1 While most of the academics in Hong Kong tend to evaluate the proposition from changes in domestic politics and the freedom and rights enjoyed by the society, little evaluation is conducted from the perspective of the autonomy enjoyed by Hong Kong in international arena. In fact, both the Sino-British Joint Declaration and the subsequent Basic Law have defined the scope of Hong Kong’s autonomy in conducting external relations ‘with states, regions and relevant international organizations’. It is therefore tempted to suggest that the external autonomy enjoyed by Hong Kong SAR Government serves as the other pillar of “One Country, Two Systems”, giving an unique identity of Hong Kong in global politics which may be different from that possessed by mainland China. Though officially “One Country, Two Systems” practiced in Hong Kong (and Macao) is not recognized by Beijing as a federal arrangement between the Central People’s Government and Hong Kong SAR Government, the internal and external autonomy stipulated in the Basic Law gives Hong Kong similar, to some extent even more, power as a typical federated unit.

    5 In or out: sub-national island jurisdictions and the antechamber of para-diplomacy Barry Bartmann THE SETTING When East Timor achieved sovereignty on 20 May 2002, the ceremony marked not only the end of an agonizing process of self-determination for the islanders of this small territory, but also arguably the final act of European decolonization itself. Yet was East Timor truly the last scraping of the bottom of the colonial barrel? There are various types of dependencies scattered across the oceans of the world, many of them islands, still subject to European metropoles. The quest for sovereignty, as the only acceptable path to self-determination, does not seem to be the burning issue in these few remaining territories. Many are content to maintain the security of metropolitan relationships into the distant future. Some, like Aruba, have actually considered and then rejected sovereignty as an appropriate future for the island. Most recently in Tokelau, with a population of 1500, a referendum on independence failed to win the two-thirds majority required as the islanders elected to retain the continued financial security of their relationship with New Zealand (Chapman, 2006). In some cases, as in Mayotte, a relationship with a distant metropole is seen as a safer and more secure association than the possible alternative of dependence on a larger central government nearby. Yet the recent efforts of Nevis to secede from neighbouring St Kitts are a dramatic example of continuing centrifugal forces at play in archipelago states (Premdas, 1998, ch. 2; Dee, 2001, ch. 5). Similarly the very small federation of the Comoros has been plagued by secessionist movements from the time of its independence, first with Mayotte, still in the colonial womb, and more recently with both Moheli and Anjouan (Rushby, 2001).
