Annex 2 Up-to-Date information on the state of water and water bodies on the territory of the country for the period 08-09/03/2015 Data obtained by the Basin Directorates and the operating companies on 8 March, 2015 at 7:00 State of the complex and important reservoirs: Water levels in reservoirs in Annex 1 to Art. 13, para. 1 of the Water Act are maintained by work of Hydroelectric Power Plants (HPP) and/or via the main water outlet. Basin Directorate for Danube Region There is no data of any emergencies in the dams and the related facilities, as well as overflowing. Basin Directorate for the Black Sea Region There is no data of any emergencies in the dams and the related facilities, as well as overflowing. Basin Directorate for the East Aegean Sea Region Kardzhali Reservoir - storage reservoir volume of 485 million m3, free volume of 11.4 million m3, a tributary at 6:00 o’clock - 160 m3/s /decreasing/, the HPP processes 117 m3/sec. Studen Kladenets Reservoir - storage reservoir volume of 392.0 million m3, a tributary at 18:00 on 7.03.2015 was 406 m3 /s/ holding / the HPP processes 149 m3/sec. It has been overflowing since 8:00 on 7. 03. 2015 with 257 m3/sec. Ivaylovgrad Reservoir - storage reservoir volume 150.0 million m3, 6.1 million m3 free volume, a tributary at 6 o’clock was 524 m3/s /increased/, the HPP processes - 216 m3/sec. Expected overflow in 5.5 hours. According to the forecast of NIMH, the expected aggregate inflow to the reservoirs of the Arda cascade for the period 8 - 10 March 2015 is as follows: • to Kardzhali reservoir - 23.5 million m3 /a forecast for maintaining the inflow compared to the forecast for the inflow for the period 7-9 March/; • to Studen Kladenets reservoir - 98.6 million m3 /a forecast for a decrease of the inflow compared to the forecast for the inflow for the period 7-9 March/; • to Ivaylovgrad reservoir - 50.2 million m3 /a forecast for a reduction of the inflow compared to the forecast for the period 7-9 March/. After the NIMH forecast was received- a letter was sent to NEK EAD to release volumes by additional work of the HPP on the Arda cascade reservoirs in order to avoid uncontrolled overflowing of the dams. On March 6, 2015 a note was sent to the Republic of Turkey and the Hellenic Republic regarding the state of the rivers Tundzha, Maritsa and Arda, and the Arda cascade, the forecast of NIMH for the hydrometeorological forecast for the coming days and the forecast for the inflow to Arda cascade. Basin Directorate for the West Aegean Sea Region There is no data of any emergencies in the dams and the related facilities. State of the river beds and the municipal reservoirs Danube Region Over the past day rivers within the Basin Directorate for Water Management in the Danube region (BDWMDR) with center Pleven ran in their river beds. According to the operative duty officers at the regional, municipal administrations and the duty officers of the Regional Directorate Fire Safety and Civil Population, there have been no signals concerning critical water levels and emergencies caused by river currents. No signals have been received regarding emergency situations related to the harmful effects of water along the dams on the territory of BDWMDR-Pleven. Reservoirs have retention volumes in order to absorb high waters. Reservoirs which are considered to be pre-emergency state are under constant monitoring. Water levels of rivers do not pose a risk of flooding at the time. Along the Ogosta river and west of Ogosta - reservoir Rogozen 1 and reservoir Barzina in the territory of the municipality Hayredin, region Vratsa overflow through their spillways and have open main outlets. reservoir Domuslavets near the village of Nivyanin in the municipality of Borovan is controlled drained through the main outlet under art. 142 of the Water Act. At present, at the dams BDWMDR - Pleven received no information of critical water levels in the rivers Barzina and Skat. Along Yantra - reservoir Yovkovtsi overflows through the spillway with minimum water discharges. At the dam BDWMDR - Pleven received no information of critical water levels. reservoir Yastrebino is controlled discharged through the main outlet under art. 142 of the Water Act. At the dam BDWMDR - Pleven received no information of floods from river currents. Along Rusenski Lom and Danube Dobruja rivers Reservoirs Boyka, Baniska, Beli Lom, Zhelyazkovets, Lomtsi, Nikolovo, (Lipnik) in the village of Nikolovo, municipality Ruse, Odrintsi are controlled discharged through the main outlets under art. 142 of the Water Act. At present, at the dams BDWMDR - Pleven received no information of critical water levels. reservoir Nikolaevka, located in the village of Nikolaevka, municipality Valchi Dol, Varna province is controlled discharged through the main outlet. At present, at the dams BDWMDR - Pleven received no information of critical water levels. At 6:30 on 08.03.2015, no signals for emergency situations related to the water level of the river and the harmful effects of water were received regarding the Danube River in the Bulgarian section. Black Sea Region Data at 07:00 am on 08.03.2015 Condition of dams/ not including those indicated in Annex 1 to Art. 13, para. 1 of the Water Act/- critical levels and emergencies occurred in dams and related facilities: To ensure the free volume the following reservoirs are drained: Shumen municipality – reservoirs Shumen, Lozevo and Dibich; Targovishte municipality – reservoirs Fisek, Ruets-1, Kralevo; Municipality Omurtah – reservoir Krasnoseltsi; Municipality Veliki Preslav – reservoirs Zlatar 3, Dervisha, Dragoevo; Municipality Novi Pazar – reservoirs Enevo, Novi Pazar – 1, Novi Pazar – 2; Municipality Targovishte – reservoirs Cherkovna, Ovcharovo; Municipality Loznitsa – reservoirs Trapishte, Trabach, Kamenna cheshma; Municipality Hitrino – reservoir Razvigorovo; Municipality Dolni Chiflik –reservoirs Pchelnik, Yunets, D. Chiflik, Goren Chiflik; Municipality Provadia – reservoirs Cherkovna, Snezhina; Municipality Dalgopol – reservoir Eleshnitsa; Municipality Burgas – reservoirs Kuraba dere, Dermen dere, Marinka, Arnut dere 1 and Arnut dere 2; Municipality Kameno – reservoirs Troyanovo, Sanar dere, Kokichena mogila 1, Ovoshtna gradina; Municipality Primorsko – reservoir Novo Panicharevo; Municipality Sozopol – reservoir Golyama Krusha 1; Municipality Aytos – reservoirs Parka, Dzheleb Kayryak, Dzheleb Kayryak , Dzheleb Kayryak 2, Taushan Kayryak, Sadievo, Alana, Glavata, Maglenski pat, Tekme tarla, Dermen dere, Nad seloto, Pod seloto, Suatya, Aladana, Topalaka, Ezeroto, Rimski pat, Boaza 1, Boaza 2, Mrasniyat, Meselim 1, Meselim 2, Meselim 3, Shiroka reka, Mezdhu rekite, Shirokata reka; Municipality Karnobat – reservoir in lot № 000013, on the land of Dragantsi village, reservoirs Detelina, Krushevo, Bargan, Pamukliyata, Pompena stantsia, Do seloto; Overflowing the spillway and being discharged: No overflowing reservoirs within the Basin Directorate of the Black Sea region. State of rivers - data on critical levels and emergency situations; data on critical sections of dikes and fortifications: The Ropotamo River has flooded a section of the third-class road between the villages of Veselie and Yasna Polyana. There are no damages in the area. There is no information of other overflowed riverbeds on the territory of the Black Sea Basin region. There is no data of affected settlements. East Aegean Sea region Available information on the state of rivers and reservoirs within the Basin Directorate of the East Aegean Sea region - Plovdiv for 08.03.2015, at 6:30: In the last hours the situation in the East Aegean Sea region, given the circumstances, was relatively calm. The weather was cloudy with wet snow almost throughout the whole region. Maritza River Basin In the last hours, the Maritsa River and its tributaries continued to increase their levels, mainly along the downstream stretches. At present no other information and data was received on the critical levels and emergencies arising at the dams and related facilities, critical sections of dikes and fortifications, as well as affected settlements from the harmful effects of water. Tundzha River Basin In the last hours, the Tundzha River and its tributaries continued to increase their levels, however at minimum rates. No other information was received regarding floods and the critical levels and emergencies arising at the dams and related facilities, critical sections of dikes and fortifications, as well as affected settlements from the harmful effects of water. Arda River Basin In the last hours were recorded new increases in the river levels of Arda and its tributaries. The flow towards the cascade Arda remains significant. No other information was received regarding floods and the critical levels and emergencies arising at the dams and related facilities, critical sections of dikes and fortifications, as well as affected settlements from the harmful effects of water. West Aegean Sea Region Data from 7 o’clock on 8.3.2015: No signals were received on the Green phone of the West Aegean Sea Region Basin Directorate – Blagoevgrad concerning: - critical levels and emergencies arising at the dams and related facilities - critical sections of dikes and fortifications - affected settlements from the harmful effects of water. There is no data of overflowing water through the spillways of the large reservoirs besides Pchelina reservoir. No information was submitted by citizens and companies to the territorial units of the Fire Safety and Civil Protection directorate, the regional administrations and municipalities regarding emergencies due to the negative impact of water. Data obtained by the Basin Directorates and the operating companies on March 9, 2015 at 8:00 Condition of the complex and important dams. Water levels in the reservoirs under Annex 1 to Art. 13, para. 1 of the Water Act are maintained by work of HPP and / or through the main outlet. Basin Directorate of the Danube Region – there is no data received on emergency situations occurring at the dams and the related facilities as well as overflowing.
