The focus is upon analysing the various forces which obtained to determine the pattern and progress of the examination debate. This involved a thorough sifting and evaluation of evidence in support of the view that the emergence of a national system of compulsory examinations for British shipmasters and mates was a more complex process than has been hitherto argued. It considers in detail the events between 1830 - 1850 when increasing demands were made upon government to attend to the problem of British shipwrecks, a problem which was shown to be related to the incompetence of ships' officers. The thesis shows that the demands to establish standards of professional competency for shipmasters were rooted in precedents of examinations in the Royal Navy, the East India Company, foreign mercantile fleets, professional occupations ashore and in the universities. It analyses the constraints on government action such as the widespread dislike of state interference in private affairs, the intransigent opposition of many shipping interests, the chaotic and restrictive nature of shipping legislation and the lack of a clearly defined government agency competent to supervise effectively a system of shipmaster examinations. The study demonstrates that the emergence of compulsory examin• ations for masters and mates coincided with the establishment of the Board of Trade as the executive department of government responsible for shipping affairs. Consequently, the Board's activities on the examination front are delineated and analysed. Also charted is the rise and fall of the General Shipowners' Society, the core of opposition to examination reform. Additionally, shipmaster examin• ation reform is related to contemporary developments in the field of professional examinations. No. 51 (Founded 1976) February 2006 ……………………………………………………………………………………………………………………………………… Otto Hupp – Heraldic Artist Extraordinary. Otto Hupp was born in Düsseldorf on 21st May 1859. His father was an engraver and medal maker which probably explains Otto’s interest in painting and later engraving, guilding, polishing, metalwork, carving, pottery and the embossing of leather. In 1882 he married Franziska Eilhammer and they set up home in the outskirts of Munich. His greatest love was heraldry and it was this subject to which he dedicated the greater part of his working life. He amassed a vast collection of books and personal and corporate arms. His output was prodigious. It is said he produced more than six thousand heraldic drawings, paintings, and pieces of graphic design, which involved wine bottle labels, postage stamps, bank notes, and posters. He is best known for ‘The Münchener Kalender’. This was a cheaply produced calendar which ran from 1885 to 1936. Hupp illustrated it with full achievement of arms in various forms over that entire period. The illustration above is typical of his work and was taken from ‘Otto Hupp – Das Werk Eines Deutschen Meisters’. In spite of his enormous output in every kind of medium and the high quality of his work he only considered himself a competent craftsman rather than an outstanding artist which he undoubtedly was. It proposes ‘intimate reading’ as a complementary approach to large-scale data mining and distant reading methods currently used to examine large prison cohorts. Immersive reading, integrating quanti- tative and qualitative analysis of multiple sources, permits investigation of specific individuals, their interaction with others, and their engagement – however unequal – with the record-makers. It helps us detect the agency of those who left few traces of personal testimony but whose lives were captured in abstract information garnered by officialdom. The article focuses on male convicts who served time at Great Yarmouth in the 1830s and 1840s and were transported to Van Diemen’s Land where arrivals were interrogated on their offending histories, occupations and family ties, while their bodies were inspected for distinguishing charac- teristics. Comparing convict records with other documentation on their former lives allows us to explore what exiles revealed and concealed from the authorities about their past. Record linkage on this cohort brings to light the under-reporting of prior convictions in convict records by around two-thirds and suggests that historians continue to underestimate the extent of previous offending among the transported population.

    Lord Durham and the New Zealand Company I ALTHOUGH the name of John Lambton, first Earl of Durham, is familiar to most New Zealanders because of streets which perpetuate it there are probably few who connect his life with the history of New Zealand and who would not assume that his imperial fame must rest entirely on the Durham Report on British North America, usually regarded as a first step in the evolution of responsible government for the dominion. That the part he played in New Zealand history was brief and had no sequel in any connection between his family and the southern dominions is perfectly true, but his role in the story of the New Zealand Association and its successor, the New Zealand Company, was of real importance. Durham was an important and unique figure in English political life in the 1830s because of his family connections, the part he played in the passing of the Great Reform Bill and his distinction in being the only Whig minister or ex-minister who was regarded with respect and admiration by the radicals in Parliament. In their optimistic moments that diverse and badly organized group looked forward to seeing Durham as the first radical prime minister of England. From them he received full credit for attempting to include in the Reform Bill a clause providing for the use of the secret ballot in elections, and throughout his very brief political career after 1832 he continued to support the ballot and other measures aiming at a more demo- cratic regime. Adding to his importance and in no way interfering with his democratic and philanthropic tendencies was the fact that he was known to be one of England's wealthiest landlords due to the coalmines which were a part of his landed inheritance.

    INTRODUCTION The New South Wales (NSW) maritime community, as it emerged during the period 1821-1850, was a lively, dynamic organism. This community consisted of mariners and merchants, shipowners and shipbuilders, shipping agents and marine insurers, seamen and labourers and a host of others engaged in service industries or as government officials regulating and monitoring the industry.1 It provided a cosmopolitan vibrancy to what may otherwise have remained a small, sombre convict settlement in the remote reaches of the world. Even in the mid-nineteenth century the arrival of a ship was the cause for excitement, bringing fresh news, new settlers or precious cargo. The community also attracted some of the most sophisticated and daring businessmen of the British Empire. What unique opportunities attracted such a lively and dynamic group of men and their families to a small, remote colony, offering few of the facilities and comforts available in their homelands? How did they adapt to their new surroundings, and the challenges it imposed? Frank Broeze, examining Australian maritime history up to 1989, suggested that the maritime community “remained concealed” from the “mainstream of historiography”.2 He concluded that “shipowners and their business management and political activities” were among those neglected aspects of Australian maritime history.3 This thesis discusses the development of the commercial maritime industry in NSW between 1820 and 1850. It examines the strengths and weaknesses of the industry, and the range of business strategies utilised to take advantage of opportunities while minimising business risks. It specifically focuses on shipbuilders and investors in the local shipping industry.
