Defined by the South African Human Rights Commission (SAHRC) as a deep dislike of non-nationals by nationals of a recipient state, it constitutes a violation of the human rights of a targeted group, threatening the very principals upon which the young democracy is modelled on. What distinguishes xenophobia in South Africa from the rest of the world is its violent manifestation. In this country xenophobia is more than just an attitude, it is a violent practise, fuelled by racism, intolerance, ignorance and incapacity to deliver on developmental expectations. The 2008 xenophobic attacks in major centres in South Africa stunned the local and international communities, causing researchers to rush in search of answers. Just as the furore turned into complacency, on 17 November 2009, 3000 Zimbabwean citizens living in the rural community of De Doorns in the Western Cape were displaced as a result of xenophobic violence. Reasons for the attacks vary, with some blaming the contestation for scarce resources, others attribute it to the country’s violent past, inadequate service delivery and the influence of micro politics in townships. In assessing the reasons for the attacks the study claims that the third tier of government in terms of its Constitutional developmental mandate fails to properly engage with communities on their basic needs; that its inability to live up to post-apartheid expectations triggers frustration into violent xenophobic action. The De Doorns case offers valuable insight into the nature and scope of the phenomenon in rural areas, highlighting local government’s community participation efforts in exercising its developmental responsibility and dealing with the issue of xenophobia. Hier verteenwoordig dit meer as ’n ingesteltheid, dit is ’n geweldadige uiting van gevoelens, aangespoor deur, rassisme, onverdraagsaamheid, onverskilligheid en die onvermoë om aan ontwikkelings-verwagtinge te voldoen. Die 2008 xenofobiese aanvalle in die stedelike gebiede van Suid-Afrika het die land en die wêreld diep geraak en ’n soeke na oplossings ontketen. Op 14 November 2009 word die gerustheid na die 2008 woede erg versteur toe 3 000 Zimbabwiërs in De Doorns in die Wes-Kaap deur xenofobiese geweld ontheem is. Redes wat aangevoer word wissel vanaf mededinging vir werksgeleenthede tot die land se geweldadige verlede, onvoldoende dienslewering en die invloed van mikro politiek in woonbuurte. Met die oorweging van redes vir die aanvalle maak die studie daarop aanspraak dat die derde vlak van regering in terme van sy Konstitusionele ontwikkelings-mandaad gefaal het om na behore met die gemeenskappe rondom hul behoeftes te skakel, dat die regering se onvermoë om aan die post-apartheid verwagtinge te voldoen frustrasie in xenofobiese geweld laat oorgaan het. Die De Doorns geval bied waardevolle insig in die aard en omvang van xenofobiese geweld in landelike gebiede en lê klem die plaaslike regering se hantering van openbare deelname in terme van sy ontwikkelings verpligtinge. For almost 15 years, since the birth of democracy, South Africa was hailed as an example of racial reconciliation – a beacon of hope for many of its own as well as those who supported the country through its struggle for freedom. Fellow Africans were stunned - how was it possible that the very people who accommodated and cared for South Africans during the dark years of apartheid could all of a sudden become the enemy? South Africa is not new to xenophobia. It is a characteristic of global society where people migrate all over the world to flee from persecution or in search for a better life. While outbreaks of xenophobic violence on foreigners occurred repeatedly since the early 1990s, the May 2008 attacks were especially alarming, not only for their intensity and spread over the country but also for the attention the attacks attracted. Just as normality returned to the townships, on 14 November 2009 disaster struck, leaving 3000 Zimbabwean migrants living in the rural community of De Doorns in the Western Cape Province of South Africa displaced and forlorn. Hope has turned into despair for thousands of Africans who came to South Africa in search of a better life. It seems that “Ubuntu” (togetherness), one of the county’s main branding initiatives, projecting South Africans as a caring, peace-loving nation is nothing more than a public relations ploy to boost the “Rainbow Nation” concept. Reactions were strong with newspaper headlines evoking sympathy, disappointment and disgust. The Argus “Hate rocks Cape dorp” (2009: 1), Cape Times “My heart is bleeding” (2009: 1), Die Burger “Xenophobie-sweer bars” (2009: 1) painted a grim picture of prejudice, intolerance and ignorance.

    BP TULBAGH RENOSTERVELD PROJECT Introduction The Cape Floristic Region (CFR) is the smallest and richest floral kingdom of the world. In an area of approximately 90 000km² there are over 9 000 plant species found (Goldblatt & Manning 2000). The CFR is recognized as one of the 33 global biodiversity hotspots (Myers, 1990) and has recently received World Heritage Status. In 2002 the Cape Action Plan for the Environment (CAPE) programme identified the lowlands of the CFR as 100% irreplaceable, meaning that to achieve conservation targets all lowland fragments would have to be conserved and no further loss of habitat should be allowed. Renosterveld , an asteraceous shrubland that predominantly occurs in the lowland areas of the CFR, is the most threatened vegetation type in South Africa . Only five percent of this highly fragmented vegetation type still remains (Von Hase et al 2003). Most of these Renosterveld fragments occur on privately owned land making it the least represented vegetation type in the South African Protected Areas network. More importantly, because of the fragmented nature of Renosterveld it has a high proportion of plants that are threatened with extinction. The Custodians of Rare and Endangered Wildflowers (CREW) project, which works with civil society groups in the CFR to update information on threatened plants, has identified the Tulbagh valley as a high priority for conservation action. This is due to the relatively large amount of Renosterveld that remains in the valley and the high amount of plant endemism. The CAPE program has also identified areas in need of fine scale plans and the Tulbagh area falls within one of these: The Upper Breede River planning domain.

The proposed rezoning and subdivision of the subject properties, involves the construction of 276 apartments, as well as a clubhouse, a health centre, a restaurant and convenience centre. Erf 4432 (the existing Montagu Golf Course) is zoned as Nature Area, while Portion of Erf 1 is zoned as Private Open Space. The combined extent of the proposed development (35.86 ha) falls within the requirements for an archaeological impact assessment as required by Section 38 of the South African Heritage Resources Act (No. 25 of 1999). The aim of the study is to locate and map archaeological heritage sites and remains that may be negatively impacted by the planning, construction and implementation of the proposed project, to assess the significance of the potential impacts and to propose measures to mitigate against the impacts.     Political Contestations within South African Migration Governance Khangelani Moyo & Franzisca Zanker December 2020 KEY POINTS South African migration governance has adopted an increasingly securitised approach which also blurs the boundaries between refugees and migrants. Refugee protection is increasingly fragmented, enveloped by an exclusive immigration system and a weak regional approach in terms of free movement. There are a number of political stakes related to refugee and migration governance: o Migration governance is used as leverage in domestic politics. Xenophobic violence against migrant and refugee communities continues routinely. The exclusionary approach works particularly well as a form of leverage in scapegoating the governments failures to address poverty and job creation. A focus on securitisation further concretises an anti-refugee and anti-migrant stance in policy. o The exclusionary approach contrasts to visions of free movement and Pan-Africanism as well as the benefits of “skilled” migration. In practice however, domestic imperatives are still more important and are often strengthened by the approach to foreign policy, such as quiet diplomacy in neighbouring Zimbabwe. More recently, they have resulted in diplomatic tensions with other African countries. o The Department of Home Affairs has a performative relationship with civil society who try to keep them in check. Refugee activists are side-lined where possible and given a negative portrayal. Social xenophobic rhetoric is based on the premises of identity-construction through othering as well as being linked to economic deprivation. These discourses are reinforced both through rhetoric by politicians and the media. o The border town of Musina shows that such rhetoric is not ubiquitous and a more proactive role for political and community leaders to change the public discourse on the contributions made by migrants to communities is possible.

    CHAPTER FOUR A NEEDS ANALYSIS FOR HEALTH INTERVENTIONS – CASE STUDY OF KAYAMANDI 4.1 Introduction In the 1980s, the WHO emphasised that health and well-being of individuals are closely connected with social, cultural, physical, economic and other factors inside living areas or towns (Burlington, 2005). Against this background, it can be assumed that individuals living and growing up in extremely impoverished settings should therefore have the greatest need for health interventions that will enhance and strengthen their health and well-being. In regard to the intervention presented in this thesis, and undertaken in a very impoverished community, a needs analysis was outlined beforehand to 1) identify prevalent risks and resources in the specific setting, 2) immure the intervention in its surrounding and 3) adequately adjust the life-orientated modules for its participants. The information for the needs analysis was drawn from regular field trips and field reports, an extensive literature review (e.g. maps, official statistics, published and unpublished articles), and photographic documentation. The methodology for the needs analysis is described in chapter 6. The following section describes the particular case of Kayamandi (translated as ‘pleasant home’) in order to highlight the social, health, security and educational infrastructures in a disadvantaged community6 in South Africa that have resulted from historic, socio-economic, as well as political processes in the country. 4.2 The History and Geographical Development of Kayamandi The town Stellenbosch is located 30 kilometres east of Cape Town in the Western Cape Province. It is the second oldest town (founded in 1679) in South Africa (Dennerlein & Adami, 2004), and historically a centre of Afrikanerdom during Apartheid in which the university played a central role in educating the Apartheid elite.

Instead one needs to consider the actors´ capacities to use these institutions. This master dissertation analyses why the legal institutions that came with the democratic transition in South Africa haven´t given better results for the domestic workers. Furthermore, a more profound discussion is given regarding the question; how can collective actors´ level of political capacities serve as an explanation to the perceived challenges with domestic workers´ labour laws. Findings from the study indicate that there have been extensive improvements with the implementation of the domestic workers´ labour laws. However, despite these improvements, the domestic workers are still struggling. And the reason why, may be explained in light of enforcement and content of the laws. The study suggests that the South African Domestic Service and Allied Workers Union´s low level of political capacities to some extent may explain why the legal institutions that came with the democratic transition in South Africa haven´t given better results for the domestic workers.
