Why, they said, should anyone wish to revive such a long-expired steed? People do not now believe in scientific method. Perhaps they should, for their dismissal is based more on specious rhetoric than on solid argument; but still, my friends told me, writers who would be read must address a real, rather than an ideal, world. My answer has been that the real world has a history, and to state the truth about it we must take account of that history. Scientific method—the logic of science—has occupied the attention of some of the greatest scientific and philosophical thinkers. If we dismiss what engaged their attention, then we had better be sure that we know why it engaged their attention. They were, no doubt, subject to prevailing cultural influences and attitudes of which they may have been unaware. But so are we, and if we can, with the help of history, exercise a degree of self-reflection, we may wish to circumscribe the influences which try to prevail over our thinking. Setting aside the radical scepticism of some philosophers, we can know something about the past, including something about how our predecessors have considered scientific method. But for our predecessors the future, including that future of theirs in which we live, is unknown. We should take advantage of that difference. We willingly assert that our predecessors would not have believed some of what their contemporaries urged them to believe about scientific method if they had known what we know about it; we should just as willingly assert that we would not believe some of what our contemporaries urge us to believe about scientific method if we knew what our predecessors had known about it. Not unexpectedly, few friends have been persuaded. Many, though, have not only tolerated my persistence, but encouraged and helped me to promote my unfashionable view. This is my opportunity to thank them. But I must also record my intellectual debt to Bob MacGowan and Rom Harre who introduced me to the philosophy of science, and to Preface vii David Knight with whom I have been teaching the history and philosophy of science for almost thirty years. I have not always taken the advice they gave me, so, for that reason as well as others, the faults that remain are my faults. Barry Gower January 1996 1 Introduction We have increasingly powerful reasons for acquiring some understanding of the natural sciences. Their influence on the technologies that shape our lives has already been immense, and undoubtedly will continue to grow. In peace and in war, in work and in leisure, in health and in sickness, in each of the different stages of life, we cannot escape that influence. This book is being written with the aid of an electronic computer of a type which, as little as twenty years ago, was unavailable and unimagined by most people. You could well be reading it in circumstances equally unanticipated. On the surface at least, the most prominent differences between our lives and those of earlier generations are differences which have come about as a result of discoveries, investigations, explorations and inventions in the natural sciences. If we compare our modes of transport or communication with those available to previous generations, or compare our education with theirs, we cannot help but be struck with the consequences, for good or for ill, of scientific knowledge. On the credit side, that knowledge, but not that knowledge alone, has resulted in such benefits as the elimination of drudgery and repetitive work for some people, the eradication and control of some life-threatening diseases, and increases in crop productivity. For the sake of these and other benefits we have welcomed science. But we also fear science because, on the debit side, scientific knowledge, though not scientific knowledge alone, is responsible for such harms as the damage suffered by our environment, and has led to questionable experimental practices which need the control of so-called ‘ethics committees’. Without the scientist’s knowledge of theories, of laws, of techniques and, in general, of what is possible and what is not, the circumstances in which we live our lives would undoubtedly be different. At a deeper level, too, we feel the effects of the growth of natural science and its technological consequences. Many people feel uneasy about, and some are alienated by, the impersonality of science, and even more so by what they perceive as its inhumanity; the future societies 2 Introduction imagined by science-fiction writers tend to be uncomfortably alien rather than reassuringly familiar.

    THE HISTORICAL TURN IN THE PHILOSOPHY OF SCIENCE 1 Developments in the History of Science The history of science has a long history. Aristotle’s scientific works are prefaced by historical account of those sciences, and this model persisted through medieval times until and including the rise of modern science in the era of the scientific revolution. Joseph Priestley, for example, entitled two of his books of pioneering research The History and Present State of Electricity and The History and Present State of Discov- eries Relating to Vision, Light, and Colours. For many such early modern authors the history of science serves as a propaedeutic. William Whewell’s A History of the Induc- tive Sciences (1857) is regarded as the first genuinely modern work of the history of science. Even so, Whewell’s scholarship has an extra-historical purpose, which was to furnish the materials against which a satisfactory philosophy of science could be con- structed. While Whewell rejected a Leibnizian logic of discovery, he did nonetheless believe that general principles of scientific inference could be uncovered by careful consideration of the history of scientific research. Whewell’s approach was followed by several early positivists, notably, Mach, Ostwald, and Duhem. Nonetheless, as positivism developed philosophically it also became more ahis- torical. Carnap’s programme of a priori inductive logic was premised on a distinction between a context of discovery and a context of justification. The former concerned the process of coming up with an hypothesis, whereas the latter concerns its justification relative to the evidence. The former would be the province of psychology, although it may depend so much on details of individual biography that few general principles may be derived even a posteriori.

    INTRODUCTION TO PHILOSOPHY OF SCIENCE The aim of philosophy of science is to understand what scientists did and how they did it, where history of science shows that they performed basic research very well. Therefore to achieve this aim, philosophers look back to the great achievements in the evolution of modern science that started with the Copernicus with greater emphasis given to more recent accomplishments. The earliest philosophy of science in the last two hundred years is Romanticism, which started as a humanities discipline and was later adapted to science as a humanities specialty. The Romantics view the aim of science as interpretative understanding, which is a mentalistic ontology acquired by introspection. They call language containing this ontology “theory”. The most successful science sharing in the humanities aim is economics, but since the development of econometrics that enables forecasting and policy, the humanities aim is mixed with the natural science aim of prediction and control. Often, however, econometricians have found that successful forecasting by econometric models must be purchased at the price of rejecting equation specifications based on the interpretative understanding supplied by neoclassical macroeconomic and microeconomic theory. In this context the term “economic theory” means precisely such neoclassical equation specifications. Aside from economics Romanticism has little relevance to the great accomplishments in the history of science, because its concept of the aim of science has severed it from the benefits of the examination of the history of science. The Romantic philosophy of social science is still resolutely practiced in immature sciences such as sociology, where mentalistic description prevails, where quantification and prediction are seldom attempted, and where implementation in social policy is seldom effective and often counterproductive.

The inspiration for this project often came from mathematics in general and from geometry in particular: Just as propositions were ordered in a geometrical demonstration, the argument went, so should propositions be ordered in an overall system of knowledge. The syllogistic method • Aristotle’s account of correct inference in science involved more sophisticated versions of the syllogistic method: • All As are Bs (Major premise, e.g. ‘All men are mortal’) • All Bs are Cs (Minor premise, e.g. ‘Socrates is a man’) • Therefore all As are Cs (Conclusion: e.g. ‘Socrates is mortal’). • Science proceeds by organizing data so that the Minor premise is explained by the better known, necessarily true and more fundamental Major premise. • Scientific demonstrations were supposed to go beyond mere syllogisms, to reveal the causal structures of the world. Art and Nature • The Aristotelian system placed limits on the use of artificial devices or techniques in natural philosophy – including mathematics. • Moreover, lenses were either distorting devices, or when they worked well – such as in magnifying glasses – • they made visible objects bigger to sight, rather than revealing things that were too small to be seen with the naked eye. • God would supposedly not have made creatures too small to be seen. • Philosophers assumed that instruments were ludic (playful devices) • And that invasive experimental techniques could not provide information about ‘natural’ motions, animate or inanimate.

It consists of two very different parts: a historical account of what Newton called his “crucial experiment,” and a “doctrine of colors” consisting of thirteen propositions and an illustrative experiment. Science does not deal with nonmaterial entities such as gods, for there is no way their existence can be either proved or disproved. No single, identifiable method applies to all branches of science; the only method, in fact, is whatever the scientist can use to find the solution to a problem. This includes induction, a form of logic that identifies similarities within a group of particulars, and deduction, a form of logic that identifies a particular by its resemblance to a set of accepted facts.
