Corporation of Chennai (CoC) invites Private Sector participation for construction, operation and maintenance of Public Conveniences at identified locations in Chennai Corporation Area on DBOT Basis (National Competitive Bidding)

Corporation of Chennai invites National Independent firms/Joint Ventures/Lead Partners of consortiums interested in the project to submit their bids.

BACKGROUND Chennai City is one of the metropolitan cities with a population of over 4 million and with several major and principal transportation corridors that are lined by maor commercial and government entitties and piblic centers such as shopping malls, residential complexes, commercial complexes and other important institutional buildings.

A total of 20 numbers of Public conveniences, are estimated to be demolshed and reconstructed a bew at udentified location if Chennai city in Zone-IV. This Bid Document comprises demolushing (where ever applicable) Construction, Operation and Maintenance of Public Conceniences in Zone IV in Chennai Corporation Area as designated by Corporation of Chennai. In lieu of DBOT Services offer by the bidder, the bidder may advertise on the walls of the PUblic Conveniences to generate revenue to make the proposal viable.

SCOPE OF WORK

1. Demolition and Dismantling (where ever applicale) of existing Public Conveniences at listed locations and necessary site preparationfor all locations.

2. Construction of new Public Conveniences as per design approved by CoC ans in accordance with standar specifications such as but not limited to, IS codes, TNDSS, National Building Code and PWD Manual.

3. Construction shall be completed as directed by CoC

4. Operation and Maintenance of the Public Conveniences in accordance with minimum operation and maintenance requirements during the Concession period.

5. Collection of revenues from advertisement during the concession period over the specified area and collection of CoC specified and pre-approved user charges for the Public Conveniences.

6. Transfer of Public Conveniences to the CoC at the end of Concession Priod pursuant to successful completion of necessary inspection, renewals/repairs/replacement as directed by the COC and to its total satisfaction.

7. The Scope of work and requisite provisions and minimum operation and maintenance requirements for the Public Conveniences are furnished for Bidder’s reference in Schedule - of the enclosed “Concession Agreement”. The same shall be relevant and apply.

ELIGIBILITY CRETERIA

1. 2. The Bidding firm/joint ventures/lead partners of consortia shall have minimum experience of three (3) years in the field of advertising or housekeeping in Government/Private for a single contract value/gross realization of revenue from a single client of more than Inian Rupees Rs. 5.00 Lakhs in any two (2) years over the preceding five (5) financial years (period ending March 31, 2007).

3. The bidding firm/joint ventrures/lead partners of consortia shall furnish IT Returns for the past three (3) years.

4. If the Bidder is an advertising firm, the Bidder shall give an undertaking that the project shall be executed in accordance with requirements through direct or through outsourcing by the use of approved and reputed agencies for such works.

BID PROCESS Evaluation of submitted bids for the project shall be performed by following a two - tier system. First tier shall involve technical qualification of eligible biddgers based on the specified evaluation and eligibility criteria. Second tier shall comprise evaluation of financial bids.

Interested bidders can procure the Request for Proposal (RFP) document by payment of a non-refundable fee of Rs.6,750/- (Indian Rupees Six Thousand Seven Hundred and Fifty only) via Demand Draft drawn of any Nationalized/Scheduled Bank drawn in favour of “Commissioner, Corporation of Chennai” payable at Chennai from the Tender Sales Counter, Ripon Buildings, Corporation of Chennai, Chennai - 600 003, Tamil Nadu, India from 09-06-2008 to 02-07-2008 at the specified address on all working days Between 11.00 to 15.00 hours (IST)

Bid Documents can also be obtained by Registered Post or Courier by sending a requisition letter addressed to Superintending Engineer, Buildings Department, Corporation of Chennai, Ripon Buildings, Chennai - 600 003 enclosing a demand draft of any Nationalized/Scheduled Bank for the value of bid doucments plus Rs.1,000/- at the risk and responsibility of the prospective bidder. Bid Documents are also available on the following web pages at http://tenders.tn.gov.in and http://www.chennaicorporation.com for download- ing at free of cost. CoC reserves the right to reject any or all applications and their decision in this regard shall be final.

SUBMISSIONS OF BIDS : Intending bidder are requested to submit the bids, in a sealed envelope superscribed as ‘Construction, Operation & Miantenance of Public Conveniences in Corporation of Chennai Area on DBOT Bsis-Proposal’ and should reach the Tender Sales Counter, Corportiona of Chennai, Ripon Buildings, Chennai-600 003, TamilNadu, India on or before 04-07-2008 by 15.00 hours IST.

A pre-bid meeting shall be held on 23-06-2008 at 15.15 hours at the office of the Superintending Engineer, Buildings, Department, Corporation of Chennai, Ripon Buildings, Chennai-600 003. All prospective applicants are invited to attend the pre-bid meeting in order to be briefed on the project and the prequalification process. Bidders are requested to note the eligiblity criteria and evaluation criteria from the Bid Document. All other details can be had from the Bid Docuements.
