Nos dice el Boletín Camino a la Excelencia, editado este año por la Universidad, a través de nuestra Presidencia Nacional, en cabeza del Doctor Jorge Alarcón Niño que “la investigación como función sustantiva de la educación superior es una prioridad para la administración de la Universidad.” Producto de lo anterior se identificó por parte de la Presidencia Nacional como prelación, la solución integral para la gestión de la información de la Universidad Libre, que incluye el servicio de investi- gaciones, cuyo logro principal está encaminado a la atención de los más altos lineamientos definidos en el campo nacional e internacional. Igualmente prevaleció por iniciativa de la Presidencia Nacio- nal, la inclusión de redes de colaboración científica para apoyar la gestión académica y mantener en la excelencia a Docentes y Estudiantes en un marco de pertinencia local, nacional y global, a través de un soporte tecnológico que apoye los procesos del área con visión multicampus. Por su parte, nuestro Rector Nacional, Doctor Fernando Dejanón Rodríguez, afirma en el mencio- nado boletín, entre otros, que el fortalecimiento de las condiciones de calidad de la investigación en la academia, ha permitido nuestra visibilidad ante la comunidad científica y la coherencia con la misión y visión institucional. En consonancia con el quehacer funcional académico y de investigación de nuestras directivas na- cionales y con el apoyo incondicional y racional de la actual Presidencia Delegada - Rectoría de nuestra sede, que hoy regenta el Expresidente de la Corte Constitucional, Doctor Antonio Barrera Carbonell, hemos logrado una edición más de la Revista Saber, Ciencia y Libertad en Germinación, que esta vez trae consigo a través del Grupo de Investigación Justicia Constitucional y Desarrollo Humano, la iniciativa y anhelo de estudiantes semilleristas, principalmente de primer y segundo año de Derecho, que ansiosos por libar de las mieles de la academia y la investigación, aunado al impulso de nuestra Dirección de Investigaciones, que orienta la Doctora en Educación, Zilath Ro- mero González, publican la mayoría por primera vez y otros repiten su hazaña en su franco despertar por la investigación, siendo nuestra revista la plataforma del cumplimiento parcial de sus sueños académico-investigativo. Podemos entonces deleitarnos en la presente edición de la Revista Saber, Ciencia y Libertad en Germinación de una variedad de temas históricos, jurídicos, culturales y otros, de actualidad. Unos 11 Revista Saber, Ciencia y Libertad En Germinación reflejos de proyectos de investigación de nuestros semilleristas, otros, fruto de consultas realizadas en clases por estudiantes y que, motivados por dichos argumentos, broto de ellos la iniciativa por la escritura que hoy se ve reflejada en nuestra Revista como parte de sus propios primigenios esfuerzos académicos y de investigación. Cabe aclarar nuevamente, que la lectura que se hace de los artículos debe estar en consonancia y apreciación en su condición de estudiantes semilleristas, que, si bien no tienen el acervo propio de eruditos escritores, el impulso institucional y de la Coordinación de Semilleros, por la visión y misión de nuestra universidad, seguirá promoviendo la incitación de semilleristas a la escritura, coadyuvando sus iniciativas de publicación. Invitados están para próximas ediciones, estudiantes semilleristas de otras universidades, para lo cual ya se están haciendo las gestiones de publicidad al efecto. Solo resta decirles a los escritores semilleristas de la actual edición de la Revista Saber, Ciencia y libertad en Germinación, gracias por su contribución a la edición de la misma y bienvenidos a un nuevo amanecer de oportunidades de una incipiente

INTRODUCTION The dynamics of the Colombian economy was associated to the coffee sector during most of the XX Century and some authors consider that, before the coffee era, Colombia was atomized into regions and had not yet constituted a Nation because of enormous communication difficulties. Coffee changed an economy based on mules, tobacco and gold into another based on railroads and banks. Coffee production used previously unexploited resources1 and did not require large amounts of capital. Coffee exerted a deep influence in the country’s cultural formation and gave rise to the Colombian obsession on the importance of the small coffee farmer, a marked risk aversion and strong “conservatism” in some areas of economic policy. Coffee allowed wealthy growers and exporters in the regions to acquire political power at the national level and some authors even suggested that wedding and natality rates in the country depended on coffee prices in certain periods. The coffee economy was closely associated to Antioquia’s colonization, to the expansion of the agricultural frontier, and to the enlargment of the internal market and the industrialization of the country.2 Important institutions developed around coffee. The National Coffee Growers’ Federation (FNC), created in 1927, upon the initiative of its producers and exporters, was from the beginning endowed with the proceeds of some coffee export taxes.

  • My Trip to Colombia
    My Trip to Colombia On October 2, 2016, four days before I began typing these words, the people of Colombia went to the polls to determine the fate of a peace accord negotiated between the government and the country’s largest rebel group, FARC (Revolutionary Armed Forces of Colombia). Since 1964, the Marxist- Leninist guerilla movement has been locked in a continuous battle with the government, funding their activities through illegal mining, extortion, robberies, kidnapping for ransom and the protection and distribution of illegal drugs. The violence perpetuated by the insurgents has often been met with even greater violence by government forces and right-wing paramilitary squads, creating a worsening spiral throughout the country. During the past 52 years, this internal conflict has resulted in more than 220,000 deaths; the vast majority of these victims have been civilians. In 2012, the administration of President Juan Manual Santos undertook four years of negotiations with FARC’s leadership to end the conflict, culminating in a ceasefire accord signed in Havana on June 23, 2016. Because this peace treaty had many contentious provisions – especially regarding amnesty for crimes committed by the guerillas and their immediate participation in general elections with guaranteed seats in congress for the next ten years – President Santos decided to declare a referendum, allowing the people to have the final say on the accord. And while many in Colombia voiced concerns and even outrage over the accord’s generous amnesty terms, the national consensus was that, after more than half a century of violence, weary Colombians were more than ready to embrace peace and begin building a new society.
