This chapter covers the description of labour welfare, uBIift of weaker sections of the society, welfare of old, in~fIl} and destitute persons and pro~ hibition. Prior to Independence, there was no regular government organi- sation to watch and ensure the welfare of labour and to settle disputes and other ,conne,cted labour problems,' A separate Labour Department in the composite Punjab was ~stablished .in 1949. TiIl1966, all labour matters relating to the Hisar district were looked after by the Labour Officer, Rohtak and Conciliation Officer, Bhiwani. Shortly thereafter, these two offices were combined and a Labour, Officer-cum-Conciliation Officer was ,posted at Bhiwanj. His jurisdiction extended to Hisar, Bhiwani andSirsa distrjcts and he worked under the overall charge of the Labour Commissioner, Haryana, Challdigarh. The Labour Oflicer-cum-Conciliation Officer, Hisar looks 'after the proper and effective implementation of various labour laws in this district. As Conciliation Officer; he,initiates proceedings for the settlement of industrial disputes as provided by the Industrial -Disputes Act, 1947 and tries to settle them by 11lediationand byjoint discussions. lrhe fails to settle the disputes, he submits his report to the government and matter is referred to the Labour Court or Industrial Tribunall for adjudication. Labour Legislation is necessaryto tackle economic and social problems as civil'laws in general do not particularly deal with labour problems. Tht? labour laws are motivated by humanitarian approach as propounded by the International Labour Organisation and ate based "onthe principles 'of social jUstice. 230 Book Reviews / Asian Journal of Social Science 41 (2013) 219–236 Neeti Nair (2011) Changing Homelands: Hindu Politics and Partition in India. Cambridge, Massachusetts: Harvard University Press. 356 pages. ISBN: 9780674057791. Most of the literature on the partition of India and Pakistan highlights the role of Muslim League and the British colonialists in dividing the Indian peninsula. However in a novel rendition of partition studies, Nair analyses the situation of the minority Punjabi Hindus in the Muslim majority province of Punjab, who as a religious community were otherwise a majority throughout India, during the partition. The partition suddenly rendered the Pun- jabi Hindus alien in their own land. In this revisionist history of the partition, Nair focuses on the social and political history of the Punjab province in India, from the four decades preceding independence to the post- colonial times. She traces the religious and communitarian politics of the Punjabi Hindu minorities and their dynamics of interaction with the British, the Sikhs and the Muslims. Plodding through an unconventional analysis, Nair demonstrates that there was nothing inexorable about the partition of Punjab. Presenting an eventful historical narrative from 1920 onwards, Nair rejects the usual notion that the communal divide between the Hindu and the Muslim led to the partition of India. She also culls the naturalized view that the Muslims were responsible for the partition of India. In fact many of the influential Punjabi Hindu families and leaders actively contrib- uted to the petty politics that led to the partition. However it was not a sinisterly pre-planned decision, as none of these families oversaw the brutal destruction of life and property that followed the partition. -

It was noticed during the survey that the area of Qissa Khwani bazaar in Peshawar is overwhelmingly filled with enormous Havelies and buildings. It seems that constructing massive residential places was a tradition of Peshawar city, because Muslims, Hindus and Sikhs who were financially well-off always liked to spend generously on their residential places. Havelies are such living places, which are called havelies either for their enormous size or for some other significancefor being used as social, cultural, religious and business place. Unfortunately the buildings are in a dilapidated state due to the negligence of the authorities and the residents. The main focus of the research is on the residential places of the iconic stars of Indian Films who used to reside in these havelies before Independence of Pakistan. The famous havelies that will be discussed are Raj Kapoor haveli, Dilip Kumar haveli, Shah Rukh Khan Haveli and some important features of havelies of Sethi family. This research is significant because these havelies have never been documented and even now no efforts are being done to protect or restore them. The woodwork in the buildings, which is very intricate especially doors and windows and the architectural style used in these Havelies, which is a combination of Hindu and Mughal building style and sometimes Central Asian influences can also be seen due to the strategic situation of Peshawar. -

Hometowns of the Marwaris, Diasporic Traders in India Sumie Nakatani Introduction The Marwaris are renowned all over India for having emerged in the nineteenth century as the most prominent group of traders. Under colonial rule they played the role of intermediary traders for the British and facilitated Britain’s commercial expansions. In the early twentieth century they invested in modern industries and some of them became industrial giants. It is estimated that more than half the assets in the modern industrial sector of the Indian economy are controlled by a group of trading castes originating in the northern half of Rajasthan, popularly called the Marwaris [Timberg 1978:15]. As of 1986, the Birlas, the Singhanias, the Modis, and the Bangurs (all Marwari business houses) accounted for one third of the total assets of the top ten business houses in India [Dubashi 1996 cited in Hardgrove 2004:3]. Several studies on the Marwaris have been made. A well-known study by Thomas Timberg focused on the strength of the Marwaris in Indian industry and explored the reason for their disproportionate success. Studying the history of Marwari migrations and the types of economic activities in which they engaged, he discussed what advantages the Marwaris had over other commercial communities in modern industrialization. He suggested that the joint family system, a credit network across the country, and willingness to speculate were important characteristics. The possession of these advantages emerges from their traditional caste vocation in trade. The Marwaris are habituated to credit and risk, and develop institutions and attitudes for coping with them [Timberg 1978:40]. -

Journal of the Research Society of Pakistan Volume No. 55, Issue No. 1(January - June, 2018) Samina Iqbal * Rukhsana Yasmeen** Kalsoom Hanif *** Ghulam Shabir **** Mapping the ‘Khalistan’ Movement, 1930-1947: An overview Abstract This study attempts to understand the struggle of the Sikhs of the Punjab, during the colonial period (1930-1947), for their separate home-land- Khalistan, which to date have been an unfinished agenda. They still feel they have missed the train by joining hands with the Congress Party. There is strong feeling sometime it comes out in shape of upsurge of freedom of moments in the East Punjab. Therefore it is important to understand what was common understanding of the Sikh about the freedom struggle and how they reacted to national movements and why they filed to achieve a separate homeland-Khalistan. The problem is that the Sikh demands have so been ignored by the British government of India and His Majesty’s Government in England. These demands were also were not given proper attention by the Government of Punjab, Muslim leadership and Congress. Although the Sikhs had a voice in the politics and economic spheres their numerical distribution in the Punjab meant that they were concerted in any particular areas. Therefore they remained a minority and could only achieve a small voting strength under separate electorates. The other significant factor working against the Sikh community was that the leadership representing was factionalized and disunited, thus leading to a lack of united representation during the freedom struggle and thus their demand for the creation of a Sikh state could not become a force to reckon. -

They are considered as a community that share the same religion, culture and language. Despite of these similarities, they have differences in terms of their obedience to the Sikh practices. The differences could be recognized based on their division into two distintive groups namely Khalsa and non-Khalsa. The Khalsa is distinguished by baptism ceremony called as amrit sanskar, a ceremony that makes the Khalsa members bound to the strict codes of five karkas (5K), adherence to four religious prohibitions and other Sikh practices. On the other hand, the non-Khalsa individuals have flexibility to comply with these regulations, although the Sikhism requires them to undergo the amrit sanskar ceremony and become a member of Khalsa. However the existence of these two groups does not prevent them from working and living together in their religious and social spheres. This article aims to reveal the conditions of the Sikh community as a minority living in the pluralistic society in Malaysia. The method used is document analysis and interviews for collecting data needed. -

Bikaner is a non-basin settlement in the hot and dry climatic region of India and cooling is the single main agenda for habitation as the temperature is very harsh. The vernacular architecture of the Bikaner Haveli’s has provided a comfortable shelter against the harsh climatic conditions of the region. Solar radiation is very harsh and the region has the maximum number of sunny days. A survey of residential haveli’s, more than 100 years old was carried out in the walled town of Bikaner. The objective of the investigation was to understand the daylight penetration into the interior spaces of the haveli. And also how intelligent architecture protects the interior spaces from excessive hear gain. Keywords: Daylight, Vernacular Architecture, Thermal Comfort. 1. INTRODUCTION As the phrase goes “Change is the only constant”, we have seen the impact of the current technological advances have affected the human race the most. Lalit Gupta Coming at the height of winter and ushering new foods and fruits of the season, the festival of Lohri has its roots in age old folk religion in which respect to the seasons and the natural elements of fire, wind, water and the earth is very important. Falling on January 13 this year, Lohri heralds the waning of winter and beginning of summer. This traditional belief is rooted in the scientific fact as geographically speaking the earth leans towards the sun along the Tropic of Capricorn (Makara Rekha) from the day following Lohri, also known as Winter Solstice. The earth, farthest from the sun at this point of time, starts its journey towards the sun along its elliptical orbit, thus heralding in the onset of spring. Marking the end of winter on the last day of Paush and beginning of Magha (around January 12 and 13) when the sun changes its course, Lohri is associated with the worship of the sun and fire and is observed by all communities. It is this transition which is celebrated as Lohri in northern India, Makara Sankranti in the central part of the country and as Bhogi in Andhra Pradesh, Bihu in Assam and Pongal-Sankranti in South India. Legend of Lohri There are various interesting folk stories and legends associated with this festival. One such legend popular in Punjab and Jammu is recapped in folk songs that relate to Dulla Bhatti, who lived in Punjab during the reign of Akbar.
