Attendance of Members in the House Article 101(4) of the Constitution provides that, if for a period of sixty days a Member of either House of Parliament is, without permission of the House, absent from all meetings thereof, the House may declare the seat of the Member vacant. In view of the specific provision that has been made in the Constitution, it is necessary to maintain an accurate Register of Attendance of Members. 2. Section 3 of the Salary, Allowances and Pension of Members of Parliament Act, 1954 (as amended by Act. No. 17 of 2018) relating to “Salary and daily allowances” provides as follows: - “`3. Salaries and Daily Allowances. – (1) A member shall be entitled to receive a salary, at the rate of one lakh rupees per mensem during the whole of his term of office and subject to any rules made under this Act an allowance at the rate of two thousand rupees for each day during any period of residence on duty:

xxx xxx xxx Provided that no member shall be entitled to the aforesaid allowance unless he signs the register, maintained for this purpose by the Secretariat of the House of People or, as the case may be, Council of States, on all the days (except intervening holidays for which no such signing is required) of the session of the House for which the allowance is claimed”. 3. The Attendance Register will be available in the Inner Lobby of Rajya Sabha Chamber. Members are advised to use their own pen to mark the attendance as a precautionary measure. For the convenience of Members, the Attendance Register is split into six parts (State-wise alphabetically and within State, Names of Members have also been arranged in alphabetic order) as below and placed on separate rostrums in the Inner Lobby for signature of Members: Part I : Andhra Pradesh; ; ; Bhiar; Chhattisgarh; Goa and Gujarat;

Part II : Haryana; Himachal Pradesh; Jharkhand; Karnataka and Kerala;

In view of the provisions of section 3 of the Salary, Allowances and Pension of Members of Parliament Act,1954, quoted in para 2 above, Members are requested to sign in ink, in the space provided against their names in the Attendance Register and as per the specimen signature furnished to the Rajya Sabha Secretariat. 5. If a Member is present during a sitting of the House but does not signs the Attendance Register kept for the day in the Inner Lobby, an ‘UNSIGNED’ stamp will be affixed against his/her name in the Attendance Register after 6.00 p.m. or after the adjournment of the House for the day whichever is later. E-attendance software will also accordingly be updated, indicating NS i.e. ‘Not Signed’ against the name of the Member who has not signed the Register. Once it is done, the status of attendance in Register and the Software will not be changed. Any communication from the Member informing that he/she was present in the House but forgot to sign on a particular day will not change the entry made in the Attendance Register/Software unless his attendance is verified from the proceedings of the House for the day where after his attendance will be shown as “Attended but Not Signed”. The Parliamentary Museum & Archives, Lok Sabha Secretariat undertakes acquisition, storage and preservation of precious records, historical documents and articles connected with the origin, growth and functioning of 8 parliamentary institutions and the Constitution of India. These objects, which are part of our national heritage, are collected, scientifically treated and preserved for the benefit of posterity. Hon’ble Members are requested to consider depositing material which they have in their possession like Private correspondence, Notes, Articles, Records, Manuscripts, Speeches, Memoirs, Diaries, Relics, Art pieces, Mementos, Personal belongings and collections, Paintings, Photographs or any other material of archival/ historical value connected with their career and activities as Parliamentarians and freedom fighters, in the Parliamentary Museum & Archives, FB-094 and FB-096, Parliament Library Building (Tel. Nos. 23034131, 23034226, Fax No. 23035326) for permanent preservation and display. The material will enrich the Parliamentary Museum & Archives and be useful for research work. If desired, the material received would be returned after making necessary copies. Any secretarial assistance in sorting out and listing the material will be made available by the Lok Sabha Secretariat. The Parliamentary Museum and Archives (PMA) have 732 books on/ by Hon’ble Members of Parliament. Hon’ble Members who are desirous of consulting these books may contact the PMA. The Photo Archives too has a collection of 19,964 photographs relating to Parliamentary events and passport size photographs of Hon’ble Members of Parliament from 1st to 17th Lok Sabha including two hundred photographs of Freedom Fighters lodged in Cellular Jail during freedom struggle received from the Government of Andaman and Nicobar Islands. All these photographs have been digitized and can be retrieved with a click of mouse with the help of keywords through software available in the branch. Workshop on Hindi Training for Members of Rajya Sabha

Rajya Sabha Secretariat is organizing a Workshop on “Hindi Training” in collaboration with Rajbhasha Vibhag, Ministry of Home Affairs for the benefit of Members of Rajya Sabha from 24th to 25th March, 2021 in Room No. 67, First Floor, Parliament House from 2:00 p.m. to 4:00 p.m. The Officers of Rajbhasha Vibhag, Ministry of Home Affairs will impart training and update about the technical words in Hindi. The topics such as Devnagri script, Hindi alphabets, word and sentence formation, tenses, use of Hindi in day- to-day functioning of Parliament, etc., will be covered during the workshop. Besides, the information regarding online package for Hindi learning will also be given. Members are accordingly requested to avail the facility at their convenience during the prescribed time period.
