6 Säkerhetstjänsternas hotbilder 6. 1 Sveriges Kommunistiska Parti och därtill anslutande organisationer1 6.1.1 Bakgrund Sveriges Kommunistiska Parti (SKP) bildades år 1919 som en sek- tion av den Kommunistiska internationalen (Komintern). Av Ko- minterns program från år 1928 framgick att proletariatets makt- övertagande nödvändigtvis måste ske med våld, varvid såväl de par- lamentariska institutionerna som militär, polis och rättsväsen skulle krossas. Den socialistiska revolutionen skulle följas av proletaria- tets diktatur. Detta program gällde fram till Kominterns upplös- ning år 1943 också som SKP:s program. En parlamentarisk utred- ning som lade fram sitt betänkande år 1935 fann att det centrala målet för SKP:s verksamhet var den våldsamma omstörtningen och föreslog en fullmaktslag om partiförbud.2 En sådan fullmaktslag in- fördes först år 1940 men den kom inte att tillämpas. De svenska kommunisternas obrottsliga lojalitet med Moskvas linje i samband med Molotov-Ribbentroppakten och världskrigets utbrott hösten 1939 och särskilt deras stöd för Sovjetunionens an- fall mot Finland senare samma år medförde en kraftfull opinions- storm mot partiet. Det innebar också en första antydan om en för- ändring av hotbilden. Sedan Tyskland våren 1940 ockuperat Dan- mark och Norge tonades hotet från Sovjetunionen och de svenska kommunisterna ned. -
