As such, we have great interest in the Notice of Proposed Rulemaking to permit all AM stations to broadcast an all-digital signal using the HD Radio in-band on-channel (IBOC) mode known as MA3 on a voluntary basis (“Notice”), and we offer the following comments in support of this petition. Benefits of All-Digital AM Transmissions It has been well established for more than a decade of operation by many of our stations in the MA1 hybrid digital mode that AM stations stand to gain a great deal from digital operation. Greatly improved audio quality is at the forefront, with audio bandwidth comparable to FM broadcasts, stereo audio and receiver display of title/artist or program title information. When a receiver locks in the digital mode to one of our stations, particularly one playing music, as the receiver blends from analog to digital, the contrast is dramatic. The highs and lows of the audio open up, the stereo image widens out, and the noise that seems to be ever present on almost any AM frequency disappears. Listeners experiencing this effect for the first time are quite often amazed at how good an AM broadcast can sound in this mode.

Sixteen NCC Team members attended. Caltrans utilized an open house format for the meeting. Caltrans is the lead agency for the SR 108 East Route Adoption Project for the purposes of the California Environmental Quality Act (CEQA). There was a public stenographer present to take comments. Comments were also obtained through comment cards handed out at the door and orally through the team members. Sixty-nine comment cards and eleven dictated comments to the stenographer were received. The attached summary provides more detail regarding the specific comments. Jumbo postcards were mailed to 2,223 property owners and 278 stakeholders, such as local officials, emergency responders; civic and community groups; pertinent local, state, and federal agencies; and other potentially interested individuals and organizations. It has been our experience in recent years that it is seldom necessary for people to come to our studios in order to participate in our programming. Just about anyone can call in by telephone and gain access, and others make use of audio-over-IP codecs and other devices to convey programming from their locations to our studios. Even some of our on-air hosts do not come into our studios daily but rather do their live shows from their homes using such codecs and other devices.
