SNOW ROUTES ● WINTER 2019-2020 If Weather Makes Travel Hazardous, the Molalla River School District Will Close All District Schools MOLALLA RIVER SCHOOL DISTRICT #035 SNOW ROUTES ● WINTER 2019-2020 If weather makes travel hazardous, the Molalla River School District will close all district schools. However, in the event of localized weather conditions, the school closures will be announced on an individual basis. All closure information, whether district-wide or for an individual school or route, will be announced on the School Announcement Network: FLASHALERT.NET If a Delay is announced, please continue to listen for an updated report. If morning weather conditions worsen, the decision may be changed to School Closure. The following media stations are part of the School Announcement Network: AM Radio: KEX 1190, KKPZ 1330, KXL 750, KFXX 1080, KMJK 1290 FM Radio: KINK 101.9, KKRZ 100.3, KUPL 98.7, KRSK 105.1, KWJJ 99.5, KUFO 101.1, KGON 92.3 TV Stations: KGW 8, KOIN 6, KATU 2, KPTV 12 If Snow Routes are called, AM as well as PM Bus routes are affected. Parents need to pick up their students or arrange for their students pick up from a snow route stop. Outreach Program – No AM and PM Outreach on any two-hour delay. On snow route days, Outreach will also be on snow routes. Preschool – No AM preschool transportation on any two-hour late start Special Needs Transportation – Student transportation will run the same schedule as Molalla River School District. They will also be on snow routes. (Example: if your student goes to Gladstone. Gladstone is running on time, but Molalla is running two hours late, your student will be transported two hours late.) Roads listed below are roads on snow routes for big buses, if you live on one of these roads you will need to call in to set up a snow route time for your student. Friday Late Start Days – If school is on a two hour delay, the one hour late start Friday will be included in the two-hour delay, meaning school starts one hour later than the usual Friday time. Afternoon early Closure: Should schools close early, we may be forced to run snow routes even though this has not been announced. (15:0:0) Public Comment None Consortium Program Evaluation Presentation Anne Buzzini and John Horvick from DHM Research joined the Consortium Board meeting to share results from the Consortium Program Evaluation survey. Ms. Buzzini explained that between October 25 and November 6, 2018 an online survey was completed by 400 residents in the Consortium service area. Quotas were set by age, gender, county, race/ethnicity and education to get a complete representation of the residents of the Consortium’s service area. The survey took approximately 12 minutes to complete. The research was done to measure baseline awareness of water conservation and emergency preparedness; assess the most common water conservation behaviors and upgrades; and to determine motivations for water conservation and emergency preparedness and the most effective outreach methods. Ms. Buzzini and Mr. Horvick outlined key takeaways from the research including: • Conservation is important to residents. They said the best motivation for conserving water is simply because it is the right thing to do—although saving money on their bills is important, too.

Since then a smattering of comments on translator processing and questions regarding the comment have beckoned CF to provide further clarification in this follow-up. In this comment, CF responds to questions about our earlier study, addresses the proposals from other parties, and provides a second study with a more exhaustive methodology to provide better insight on our position. The translator preclusion study submitted by CF was produced to communicate that the ten application cap did not appear effective at providing more opportunity for LPFM in urban areas. At the heart of the matter, in our simulation, if ~97% of the top 150 urban MXs are taken by translators then there would be no difference in these urban markets if there was a ten application cap or was no ten application cap . Although we additionally expressed that very few channels would be left for LPFM in major urban areas—a generalization that could require the processing of further data on CF’s part to be exact —this observation is separate from reporting that 97% of the top urban MXs being consumed, which was foremost reported in CF’s executive summary.
