Letter to the Commission Regarding Printers Voluntary Agreement
Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

We are aware that, with the support of the European Commission, the government of Kosovo has been working and developing its first ever Civil Code. This presents a golden opportunity for affording legal protection to LGBTI persons, namely in the context of the regulation of their relationships. In its official position on Kosovo, adopted 25 March 2021 by a majority, the European Parliament referred specifically to LGBTI rights and to same-sex partnerships, welcoming the government’s work on the matter and calling for specific measures: 54. Brussels, 14 April 2020 Dear Ms Elżbieta Witek, Marshal of the Sejm of the Republic of Poland, Dear Members of the Polish Parliament, Dear Colleagues, As Members of the European Parliament, we are writing to express our deep concern regarding the Parliamentary Document no 39 on amending the act of June 6, 1997 - the Penal Code - known as the “Stop paedophilia” bill - and Parliamentary Document No 36 on the amendment to the Act of 7 January 1993 on family planning, protection of the human fetus and conditions for the termination of pregnancy -known as “Stop Abortion” bill - that will be debated in a first reading in the Sejm of the Republic of Poland in your sitting of the 15-16 April 2020. We are convinced that measures that roll back protections for women’s human rights and self- determination are of grave concern as they undermine a core European Union value, that of advancing gender equality. Under human rights law measures that undermine or restrict exist- ing rights are not permitted and these draft bills violate Poland’s obligation to ensure ever greater protection of human rights. We are deeply concerned that the “Stop Abortion” bill provide for the prohibition of termina- tion of pregnancy due to severe or fatal foetal anomalies, currently a legal ground for abortion in Poland. Poland’s Act of 1993 on Family Planning, Protection of Human Fetus and the Con- ditions of Legal Pregnancy Termination is one of the most restrictive laws on abortion in the European Union. The bill would in effect result in a near total denial of access to legal abortion in Poland as most legal abortions are performed under this ground.

«Evolving dilemmas: representative democracy in the European Union» ****WORK IN PROGRESS – PLEASE DO NOT CITE OR SIRCULATE**** Guri Rosén1 Abstract In European Union (EU) studies, there has been what some call a ‘representative turn’ (cf. Kröger and Friedrich 2013). The particularities of the EU as a multilevel polity have spawned studies aiming to conceptualise and evaluate representation. Other analyses have revolved around the role of Members of the European Parliament (MEPs) and the extent to which their preferences and voting patterns are congruent with the EU electorate. Finally, there is work that seeks to appraise the responsiveness of EU parliamentarians, or the Union’s systemic responsiveness, by comparing public opinion to legislative output. The multilevel character of the EU presents distinct challenges to representation, however. We know for example that MEPs serve several principals, the party group they belong to at the EU-level, their national party (Hix 2002), their voters, perhaps even to the European integration project itself. What we know less about is how EU-parliamentarians adjudicate between these different commitments. Thus, the aim of this contribution is to analyse processes of representation within the EU, focusing on the interaction between the national and EU-levels. More specifically, it will gauge how MEPs’ representative roles are mediated by their national party, their EU-party group, their constituencies, as well as by their potential loyalty to the EU polity. It is argued that the European Parliament’s empowerment has made MEPs’ allegiances more unpredictable. As a result, representative practice becomes fragmented, putting further pressure on democracy both at the EU- and member state level.
