Graduate study at the UMCSAWM involves professional training programs tailored for industry needs and integrated approaches in water management research. These are 4 characterised by an intense interest in the professional field of choice, a willingness to cross inter‐disciplinary boundaries, an open spirit of enquiry, active collaboration and often with a highly specialised focus. Since the first intake in 2013, we have developed a number of new courses that demon‐ strate our commitment to a deep and transformative learning experience in pursuit of UMCSAWM ‐ SL professional excellence, innovation and an absorbing education in water management. An exciting range of research activities is being undertaken by both staff and graduate students. In current research projects, our professional knowledge, skills and experi‐ ELCOME TO W ence are combined with contributions from scientists and technicians from other disciplines, institutions and community organizations in Sri Lanka and over‐ seas. Our research covers diverse areas ranging from fundamentals and general practices to advanced technical and field based experimental procedures to enhance knowledgebase of participants. UMCSAWM Building P S A W M I am certainly delighted to issue this message to VICE‐CHANCELLOR'S NOTE UMCSAWM 2020 Brochure. The UNESCO Madanjeet Singh Centre for South Asia Water Management (UMCSAWM) established in April 2013 as a Centre of Excellence at Univer‐ sity of Moratuwa was a resounding success to pursue the University endeavours to regional and international arena. The fulltime International Master’s Degree program in Wa‐ ter Resources Engineering and Management commenced in August 2013 has now come a long way and the Fifth batch of students are graduating this year. The Hydraulic and Water Resources Engineering Group of the Department of Civil Engineering which started the first postgraduate degree programme of University of Moratuwa in 1980’s has played a leading role in establishing the Centre and its program. This program was a breakthrough effort to Professor K. K. C. K. PERERA ensure yet another milestone of the University and it was the first of its kind in the entire higher education system of Vice‐Chancellor our country. 5 University of Moratuwa, Sri Lanka. The South Asia Foun‐ dation (SAF) consented and continue to provide full schol‐ arships to SAARC country students. UNESCO goodwill am‐ bassador Late Shri Madanjeet Singh from his personal funds donated a new building for the regional centre to house this Master’s degree program, water management related re‐ search and training programs. I would like to take this opportunity to thank all those who worked untiringly towards achieving this goal, those who supported with finances and goodwill. I wish the program and the UNESCO Madanjeet Singh Centre for South Asia Water Management further success in the years to come. ‐ Professor K. K. C. K. Perera Vice‐Chancellor University of Moratuwa, Sri Lanka W M O S F D The ever‐growing challenges in water resources management in South Asia are posing tremendous pressure on engineers, hydrolo‐ DIRECTOR’S NOTE gists, policy planners, provincial authorities and governments to come up with sustainable, realistic solutions to serve almost 2 bil‐ lion population in the region. To address the growing global and regional challenges, the Depart‐ ment of Civil Engineering, University of Moratuwa inaugurated the International/Regional M.Sc./P.G Diploma programme in Water Resources Engineering and Management, mainly for practising civil engineers to update their knowledge and keep abreast with recent developments in water resources management and hydraulic engi‐ neering fields. This programme is conducted at the UNESCO Madanjeet Singh Centre for South Asia Water Management (UMCSAWM), attached to the Department of Civil Engineering. The UMCSAWM was established in 2013 with the support of the South Asia Foundation (SAF) to promote regional cooperation Dr . R. L. H. L. RAJAPAKSE through South Asian Water Management Education. With fur‐ ther support extended by SAF, collaborations with numerous other forefront organizations worldwide and the proposed UNESCO Chair on South Asia Sustainable Water Resources Management, the UMCSAWM and its MSc program will be further strengthened, expanded and diversified focusing on the core thrust areas in re‐ search, knowledge sharing and capacity building. Fulltime and part‐time student positions are open to prospective international and local applicants who can choose options to suit their requirements and commitments. This program with a mixture of international and local postgraduate students is continuing to raise the standards of national/regional engineering higher educa‐ tion and water management to unprecedented

The Goals and Objectives envisaged in the Corporate Plan could not be fully achieved due to the financial and other constraints faced during the period. The second Corporate Plan for the period 2006-2010 was prepared with the participation of Senior Academic Administrators, Senior Academics and the Senior Administrative and Financial Officers under the guidance of the Management Frontiers (Pvt) Ltd., a firm of consultants. This Plan together with its activities and implementation plan was constantly reviewed based on the activities undertaken. This constant review had led to the revision of the Corporate Plan. From the time I took over the Office of the Vice-Chancellor in January 2008, the Rector, Deans, Directors, Heads of Academic Departments and Senior Administrative and Financial Officers periodically met and evaluated the Goals, Objectives and targets achieved.

    1. The University of Colombo 1.1 A Brief History The history of higher education in Sri Lanka is closely linked to the history of the University of Colombo. In 1870 the Ceylon Medical College, from which the present Medical Faculty has developed was established. University College was established for higher education in Arts and Science in 1921. It was then affiliated to the University of London, and was housed in College House, which is the central administrative building of the University today. The University of Colombo became an autonomous university in 1978. It is a legacy of higher education in Sri Lanka, and all undergraduates entering the University of Colombo would be proud. Over the last several decades, the University of Colombo has expanded substantially in terms of academic programmes, student enrolment and facilities. It is one of the largest Universities in the country with seven faculties and several affiliated institutes and centres of learning. Owing to its location in the metropolitan centre, the University of Colombo has the advantage of being at the hub of cultural, economic and socio-political activity of the country. It offers library facilities, research centres, professional associations, theatres, art galleries, cinema halls etc., which can be used by the students for their own academic and personal enrichment. 1.2 Vision Inspired by historic links to the first University College of the country and inherited intellectual traditions, the University of Colombo strives to be a world class institution promoting human development through synergizing knowledge, education, research, and creativity, and entrepreneurship, whilst upholding democratic values in a plural society.

EXTERNAL REVIEW PROCESS The external review process of libraries is planned to upgrade the university library service and to share good practices without imposing an additional burden on the libraries under review. The aim is to use evidence and data generated and used by the library itself to appraise quality of its services. Greater the reliance of external quality assessment upon the library’s own evidence of self evaluation, greater the prospect that stands will be safeguarded and quality will be enhanced. Purposes of the external review process in libraries are to: (1) safeguard the quality and effectiveness of library services in Sri Lankan universities; (2) facilitate continuous quality improvement; (3) encourage good management of university libraries; (4) instill confidence in a library’s capacity to safeguard the quality and effectiveness of its services, both internally and externally; (5) identify and share good practices in the provision library services; (6) achieve accountability through external quality assessment and a public report; and (7) provide systematic, clear and assessable information on the university library services. Main features of the external review process includes: (1) production of an analytical Self Evaluation Report (SER) by the library staff; (2) review against the vision, mission, goals and objectives contained in the SER and a review visit of 3 days; and (3) publishing the review report with judgments, and the strengths/good practices and weaknesses identified.

Library Philosophy and Practice (e-journal). 4512. https://digitalcommons.unl.edu/libphilprac/4512 Introduction There was a dearth of scholarly e-resources available for the academics and researchers in the Sri Lankan State universities and to address this issue, in 2014, University Grants Commission (UGC) implemented the Consortium of Sri Lankan Academic Libraries (CONSAL), which provided five databases for the 15 public universities under its purview (Wijetunge 2019). After the completion of phase one from 2014-2016, a cross-university survey was conducted with the financial support of the International Network for the Availability of Scientific Publications (INASP), UK to identify the usage trends and attitudes of academics towards the e-resources provided through CONSAL as well as the other e-resources available for them. This paper discusses the findings related to University of Jaffna (UJ), which is one of the 15 universities which is provided CONSAL facility through the UGC. In 1974, Jaffna Campus of University of Sri Lanka was established with the Faculties of Science and Humanities, and in 1979, it was elevated to be a fully-fledged, autonomous university.

The year 2018 has brought many achievements to the University. Subsequently, developed eight fully online programs. Seven of these programs have already started and the other will start in Fall 2019. ~ 1 ~ • Best Online Program - WVSU’s online bachelor’s degree in English – Technical Writing has been recognized as one of the top online writing programs in the country by TheBestSchools.org. • Fundraising – Actively participated in $19.6 million capital campaign, $250,000 gift to build an Engineering lab, $500,000 gift to create a state of the art teaching lab and classrooms for the Education Department, and $500,000 gift to start a new Nursing Program.
