In gambling, the house is supposed to win. But Monticello Casino and Raceway has lost millions of dollars in the past three years and faces delisting from the Nasdaq because its shares now trade below $1. Still, the Catskills racino’s owner and operator,Empire Resorts Inc.,is doubling down on gaming in Sulli- van County—and it’s not alone. A handful of companies are vying to build casinos in the old borscht belt, betting on a big payoff if the state amends its constitution to allow Las Vegas-style table games. That once-unthinkable policy shift has gained new currency. Un- der pressure to create upstate jobs, both Senate Majority Leader Dean Skelos and Assembly Speaker Shel- don Silver have endorsed the idea. And Gov.Andrew Cuomo has indi- cated that he’s open to the change. The prospect has delighted politicians and economic develop- ment officials in dispirited Sullivan County. Environmentalists ques- tion whether the area can sustain more than one casino.
