The Development and Quality of Financial Accounting: - Unnecessary Disruptions and Established Routines BJÖRN BRORSTRÖM PIERRE DONATELLA The Development and Quality of Financial Accounting The Development and Quality of Financial Accounting: - Unnecessary Disruptions and Established Routines BJÖRN BRORSTRÖM PIERRE DONATELLA Abstract This paper addresses financial accounting in Swedish municipalities and county councils and the quality of municipal accounting. The paper describes the ways in which municipal accounting has transformed over the last few decades towards accrual accounting and the development of the annual report to become more user-friendly. A study has been conducted of the quality of municipal annual reports with the purpose to find out whether they meet established criteria after 20 years of efforts to improve them. An operationalization of basic and crucial requirements for financial accounting has been done. In the next step the requirements have been compared with the actual content of the annual reports. The main result is that the annual reports are disclosed and provide accessible information, but is to some extent not up-to-date. Routines and institutionalized texts obstruct the reports’ newsworthiness and their informational content. The result of the study of the practice has apparent normative implications. Annual reports ought to be founded more firmly up-to-date if they should attract different kind of users.

FÖRORD Denna bok ersätter den tidigare upplagan av Göteborgsregionens infarter ”Designprogram”. Boken presenterar resultatet av ett gränsöverskridande sam- arbete där ett stort antal aktörer satt sig tillsammans och tagit ansvaret för att förbättra trafikantens möjligheter till positiva upplevelser i den vägmiljö som går under namnet Göteborgsregionens infarter. Bakgrunden ligger bl a i ett princip- beslut att s.k. fula och störande miljöer ska åtgärdas. Dessa miljöer har inte alltid varit prioriterade i den allmänna vägplaneringen, trots att de har en väldigt stor betydelse för totalupplevelsen för bilföraren och dennes passagerare. Först vill jag tacka för förtroendet som ord­ förande ännu ett år som jag fick vid sista mötet i höstas. Den permanenta informationen, som skall sitta i Industrimuseets entré har blivit färdig i dagarna. Ku väntar vi på att museet skall göra i ordning informationsmontern så att vi kommer på plats tillsammans med de teknikhistoriska föreningarna med sina informationer. Tag gärna vägen dit någon gång i vår och titta på både museets fina samlingar samt den trevliga informationen i foajen. Var kritisk! Ring och säg om Du har något bättre förslag som vi då kan ha an­ vändning för i en liknande information som jag idag fått tillstånd att sätta upp i Sjöfartsmuseets entré. Personligen är jag övertygad om att det i Göteborg finns många personer som är intresserade av sjöfart och fartyg men som aldrig har haft en aning om att det finns en klubb där man kan träffas och prata båtar och allt som rör sig omkring dem.

The operating revenues item is recognized at MSEK 68.0, which includes a payment of MSEK 18.2 from Göteborg Energi AB for the right to build ten turbines on the Töftedalsfjället wind farm. As the first wind power company in Sweden, Rabbalshede Kraft received both quality certification in accordance with ISO 9001 and environmental certification under ISO 14001 during the year. Building permit and environmental application approved for Dingle-Skogen wind farm (15 MW), Ås wind farm (15 MW) and Hällevadsholm Väster wind farm (5 MW) in Munkedal Municipality. The decision concerning the Ås wind farm has been appealed. In line with a previously approved incentive program share capital rose by KSEK 9,650. Application documents submitted for projects totaling 580 MW. Comparative figures pertain to amounts for January-December2009, which have been compiled from interim reports. Comparative figures pertaining to profit and loss have been adjusted somewhat to facilitate comparability between the years.
