Planning and Highways Minutes | Tuesday 8Th October 2019 Planning and Highways Meeting Tuesday 8th October 2019 Sutton Coldfield Town Hall 7pm Present Cllrs D. Allan, L. Allen, Briggs, Hodgins, Horrocks (Chairman), Jolley & Simper. In Attendance Olive O’Sullivan – Chief Executive Officer (CEO) and Natalia Gorman – Senior Administrator. There were two members of the public and no press present. 35 Apologies for Absence The CEO received apologies from Cllr M Puri. Resolved to accept the apologies received. 36 Declarations of Interest Cllrs Briggs declared a non pecuniary interest as an affected resident of planning application 2019/07090/pa. Cllrs Horrocks declared a non pecuniary interest as an affected resident of planning application 2019/07090/pa and a pecuniary interest in application 2019/05155/pa. 37 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 3rd September 2019 be signed as a true record of the meeting. 38 Matters Arising None. 39 Additional Heritage Gateway Sign The Chairman thanked Town Council and Birmingham City Council (BCC) Officers for progressing with the option to include a heritage gateway sign at Steetly Lane / Hardwick Road / Rosemary Hill Road / Thornhill Road / Roman Road. Committee agreed that the junction of Streetly Lane and Rosemary Hill Road was the most appropriate location. In addition, the Chairman advised of a proposal from Cllr S Ward to include Heart of England In Bloom recognition of Sutton Coldfield’s 2019 Gold Medal on Heritage Signs. Members were in favour of recognising the Town’s achievement in this year’s Heart of England In Bloom competition. Resolved that Committee approve the approved location for an additional Heritage sign at the junction of Streetly Lane and Rosemary Hill Road Resolved to approve that the works to commission technical drawings for the signage and the manufacture and installation of the sign above be funded from the Signage Replacement budget previously approved by the Planning and Highways Committee Resolved that officers be delegated to progress the works and report back to Committee once complete. Resolved that officers be delegated in consultation with the Chairman to progress with design work to recognise Sutton Coldfield’s 2019 Gold Medal on Heritage Signs. 40 Wildflower Planting Committee agreed that the 2019 wildflower planting scheme had been a great addition to the Town. There was a general discussion around whether the entire area of Monmouth Drive should be planted with wildflowers. Members were concerned that vehicles are regularly parked on the verges of this area and this may destroy the planting scheme. The Chairman proposed that Town Council officers work alongside BCC officers to identify suitable locations in particular around Monmouth Drive and if locations are not found the budget will be rolled forward. Cllr Simper suggested that Churchill Road in Reddicap ward be considered for Wildflower Planting.     COVID Marshals • 25 COVID Marshals and 8 Park Marshals employed since November providing a hi-vis presence on the street. • Visiting all Wards but are particularly focusing on those with the highest infection rates. • Assisting with surge testing in Great Park and Frankley. • Providing advice to businesses on good practice and to citizens on the use of face coverings. • Eyes and ears for Enforcement Team providing valuable feedback on businesses who are not complying with the legislation so that enforcement work can be prioritised. • Large number of “free” face coverings are being distributed by the COVID Marshals on a daily basis. To date over 18,500 face coverings have been distributed. • Public interactions has now a last fallen considerably since the latest lockdown was introduced. (mid Jan-Feb) • Enclosed shopping centres found to have the highest level of non-compliance with regards to the wearing of face coverings. • Between the 16th Jan and 14th Feb the majority of face coverings (40% - 1,345) were distributed in the City Centre. • 446 masks were distributed by the Park COVID Marshals (13%).     Early Years Sutton Coldfield District Performance Summary 1 Demographics Sutton Coldfield District has 5,182 children who are under 5 within it, 5.9% of the city total. This is unevenly spread across the wards (table 1) with Sutton Trinity ward containing the most. Sutton New Hall ward contains the least children under 5 in both the district and of all wards across the city. Table 1 – Children Under 5 Years Old (source BCC 2016) Children Ward Under 5 Sutton Four Oaks 1,348 Sutton New Hall 1,037 Sutton Trinity 1,494 Sutton Vesey 1,303 District 5,182 City 86,601 In terms of ethnicity, unlike the city as whole, BME groups make up a minority of children under 5 across the district, with all wards similar to the district rate. Sutton Vesey has the highest rate containing just over 25%.
