Allan, L. Allen, Briggs, Horrocks (Chairman), Jolley. In Attendance Olive O’Sullivan – Chief Executive Officer (CEO) and Natalia Gorman – Senior Administrator. Cllr T Wood as a non-voting observer. There were four members of the public and no press present. Maureen Murphy, a resident of Walmley & Minworth ward ask if the Town Council would be willing to fund the installation of a pedestrian crossing on Walmley Ash Road. The Chairman advised the resident to make contact with her Birmingham City elected representatives in the first instance. Ms Murphy also highlighted an issue of rubbish not being collected in the Walmley and Minworth area. Cllr Briggs advised that he has reported this concern to Birmingham City Council. Chris Hurston, a resident of Trinity ward raised concerns over planning application 2019/08292/PA. Ms Hurston objects to this application on the following grounds: • The proposal design is excessive in mass and is out of keeping with the area • There will be a loss of privacy to neighboring private gardens • There are concerns there will be an impact on daylight for neighboring properties • The resident expressed concerns that there is a highways impact which may force cars at the property to use private residents driveways The Chairman advised that the Planning & Highways Committee of Royal Sutton Coldfield Town Council acts as a statutory consultee on Planning matters and that it is not a decision making body. Cllr Horrocks advised residents to make their concerns on this application known to Birmingham City Council. 50 Apologies for Absence The CEO received apologies from Cllrs Hodgins, Puri & Simper. Resolved to accept the apologies received. 51 Declarations of Interest Cllr Wood declared an interest in planning application 2019/02929/PA given the proximity of the proposed development to where he lives. 52 Minutes of Last Meeting Page | 1 Planning and Highways Minutes | Tuesday 3rd December 2019 Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 12th November 2019 be signed as a true record of the meeting. 53 Matters Arising The CEO reported that a resident contacted her requesting clarification on amendments Planning & Highways Committee agreed to their Committee Budget 2020/21, discussed under agenda item 47 of the 12th November 2019 meeting. The CEO confirmed that: Signage replacement was reduced from £10,000 to £5,000 Cleaning improvement was reduced from £100,000 to £75,000 Traffic Island Improvement reduced rom £25,000 to £20,000 These reductions were made due to the current level of earmarked reserves and unspent budget from 2019/20 which would be added into the earmarked reserves at the end of the financial year. The suggested budget for 2020/21 is a more realistic figure. The Historical Memorials budget was increased from £25,000 to £60,000 to allow for additional expenditure for the planned improvements for the Walmley war memorial. Whilst design solutions are claimed to have been incorporated to reduce the impact of any overlooking, Committee notes that the separation distances between the new building and Tudor Court are well below those normally applied. Committee are concerned that the development will have an overbearing impact upon residents of Tudor Court which would be detrimental to their residential amenity. Committee feel that the proposal is out of keeping with the current area in terms of sheer mass of the building and particularly the proposal of a flat roof Members are concerned that both in terms of quantum and functionality the four car parking spaces proposed are inadequate to meet the needs for nine apartments and visitors to the site. Also, manoeuvring directly onto Midland Drive could cause difficulties given the lack of any on site turning facility. There are concerns over the application description 'Erection of four storey building' whilst the site plans show this to be a five-story building. Committee request further clarification on this.

    COVID Marshals • 25 COVID Marshals and 8 Park Marshals employed since November providing a hi-vis presence on the street. • Visiting all Wards but are particularly focusing on those with the highest infection rates. • Assisting with surge testing in Great Park and Frankley. • Providing advice to businesses on good practice and to citizens on the use of face coverings. • Eyes and ears for Enforcement Team providing valuable feedback on businesses who are not complying with the legislation so that enforcement work can be prioritised. • Large number of “free” face coverings are being distributed by the COVID Marshals on a daily basis. To date over 18,500 face coverings have been distributed. • Public interactions has now a last fallen considerably since the latest lockdown was introduced. (mid Jan-Feb) • Enclosed shopping centres found to have the highest level of non-compliance with regards to the wearing of face coverings. • Between the 16th Jan and 14th Feb the majority of face coverings (40% - 1,345) were distributed in the City Centre. • 446 masks were distributed by the Park COVID Marshals (13%).     Early Years Sutton Coldfield District Performance Summary 1 Demographics Sutton Coldfield District has 5,182 children who are under 5 within it, 5.9% of the city total. This is unevenly spread across the wards (table 1) with Sutton Trinity ward containing the most. Sutton New Hall ward contains the least children under 5 in both the district and of all wards across the city. Table 1 – Children Under 5 Years Old (source BCC 2016) Children Ward Under 5 Sutton Four Oaks 1,348 Sutton New Hall 1,037 Sutton Trinity 1,494 Sutton Vesey 1,303 District 5,182 City 86,601 In terms of ethnicity, unlike the city as whole, BME groups make up a minority of children under 5 across the district, with all wards similar to the district rate. Sutton Vesey has the highest rate containing just over 25%.
