Field Notes - Spring 2016 Issue RETROSPECTIVE BOOK REVIEWS By Esley Hamilton, NAOP Board Trustee We have been reviewing new books about the Olmsteds and the art of landscape architecture for so long that the book section of our website is beginning to resemble a bibliography. To make this resource more useful for researchers and interested readers, we’re beginning a series of articles about older publications that remain useful and enjoyable. We hope to focus on the landmarks of the Olmsted literature that appeared before the creation of our website as well as shorter writings that were not intended to be scholarly works or best sellers but that add to our understanding of Olmsted projects and themes. THE OLMSTEDS AND THE VANDERBILTS The Vanderbilts and the Gilded Age: Architectural Aspirations 1879-1901. by John Foreman and Robbe Pierce Stimson, Introduction by Louis Auchincloss. New York: St. Martin’s Press, 1991, 341 pages. At his death, William Henry Vanderbilt (1821-1885) was the richest man in America. In the last eight years of his life, he had more than doubled the fortune he had inherited from his father, Commodore Cornelius Vanderbilt (1794-1877), who had created an empire from shipping and then done the same thing with the New York Central Railroad. William Henry left the bulk of his estate to his two eldest sons, but each of his two other sons and four daughters received five million dollars in cash and another five million in trust. This money supported a Vanderbilt building boom that remains unrivaled, including palaces along Fifth Avenue in New York, aristocratic complexes in the surrounding countryside, and palatial “cottages” at the fashionable country resorts. -

Jones Street Raleigh, North Carolina 27601-1030 March 5, 2020 Jamille Robbins NC Department of Transportation– Environmental Analysis Unit 1598 Mail Service Center Raleigh, NC 27699-1598 Submitted via email: [email protected] Re: Modernization of outdoor advertising rules 19A NCAC 02E .0225 To the NC Department of Transportation, We are North Carolina legislators who care about the scenic beauty of our state and We are writing to oppose the proposed changes to the modernization of outdoor advertising rules (19A NCAC 02E .0225) that would limit local ordinances and allow billboards with a state permit to be converted to digital and raised to 50 feet in height, even if such changes are not allowed by the applicable city or county ordinance. Instead, we support the considered “Alternative 2” described in the agency’s March 1, 2019, fiscal note. Alternative 2 would recognize local government ordinances and limit the changes that could be made to an existing billboard as part of modernization. Alternative 2 as described in the fiscal note: “The second alternate is to further limit activities that industry could do as part of modernization. An example includes restricting companies to modernize from static to digital faces. Some local governments have more stringent rules associated with outdoor advertising regulations including moratoriums on allowing digital billboards. NCDOT considered excluding digital faces as part of modernization. NCDOT chose not to make this exclusion since the state already allows digital billboards and that industry should be allowed to accommodate for technology enhancements.” We wish to protect the ability of local communities to control billboards, especially taller, digitized billboards that impact the scenic beauty of North Carolina and can be a distraction to drivers. -

The State Legislature The General Assembly is the oldest governmental body in North Carolina. According to tradition, a “legislative assembly of free holders” met for the first time around 1666. No documentary proof, however, exists proving that this assembly actually met. Provisions for a representative assembly in Proprietary North Carolina can be traced to the Concessions and Agreements, adopted in 1665, which called for an unicameral body composed of the governor, his council and twelve delegates selected annually to sit as a legislature. This system of representation prevailed until 1670, when Albemarle County was divided into three precincts. Berkeley Precinct, Carteret Precinct and Shaftsbury Precinct were apparently each allowed five representatives. Around 1682, four new precincts were created from the original three as the colony’s population grew and the frontier moved westward. The new precincts were usually allotted two representatives, although some were granted more. Beginning with the Assembly of 1723, several of the larger, more important towns were allowed to elect their own representatives. Edenton was the first town granted this privilege, followed by Bath, New Bern, Wilmington, Brunswick, Halifax, Campbellton (Fayetteville), Salisbury, Hillsborough and Tarborough. Around 1735 Albemarle and Bath Counties were dissolved and the precincts became counties. The unicameral legislature continued until around 1697, when a bicameral form was adopted. The governor or chief executive at the time, and his council constituted the upper house. The lower house, the House of Burgesses, was composed of representatives elected from the colony’s various precincts. The lower house could adopt its own rules of procedure and elect its own speaker and other officers. -

The essence of chic and a beautiful woman, Audrey Hepburn, brought a certain “magic” quality to the screen. Synonymous with oversized sunglasses and the little black dress, many are unaware of the hardships she endured while growing up in Nazi-occupied Holland. Starring in classic movies such as Sabrina, My Fair Lady, and of course, Breakfast at Tiffany’s, Audrey Hepburn brought effortless style and grace to the silver screen. Following the many Zoom training opportunities offered in the last two weeks of September, let’s put our training to the test! The Technology Team recommended we conduct the first zoom class without a live presenter so we can ensure that everything is working correctly to set us up for a successful semester. Below is the format of our first LIFE@ Elon class on Zoom – enjoy this documentary about the one and only Audrey Hepburn! NORTH CAROLINA GENERAL ASSEMBLY 1979 SESSION RESOLUTION 21 HOUSE JOINT RESOLUTION 1128 A JOINT RESOLUTION DEDICATING PROPERTIES AS PART OF THE STATE NATURE AND HISTORIC PRESERVE. Whereas, Article XIV, Section 5 of the North Carolina Constitution authorizes the dedication of State and local government properties as part of the State Nature and Historic Preserve, upon acceptance by resolution adopted by a vote of three fifths of the members of each house of the General Assembly; and Whereas, the North Carolina General Assembly enacted the State Nature and Historic Preserve Dedication Act, Chapter 443, 1973 Session Laws to prescribe the conditions and procedures under which properties may be specially dedicated for the purposes enumerated by Article XIV, Section 5 of the North Carolina Constitution; and Whereas, the 1973 General Assembly sought to declare units of the State park system and certain historic sites as parts of the State Nature and Historic Preserve by adoption of Resolution 84 of the 1973 Session of the General Assembly; and Whereas, the effective date of 1973 Session Laws, Resolution 84 was May 10, 1973, while the effective date of Article XIV, Section 5, of the North Carolina Constitution and Chapter 443 of the 1973 Session Laws was July 1, 1973, thereby making Resolution 84 ineffective to confer the intended designation to the properties cited therein; and Whereas, the General Assembly desires to reaffirm its intention to accept certain properties enumerated in Resolution 84 of the 1973 General Assembly and to add certain properties acquired since the adoption of said Resolution as part of the State Nature and Historic Preserve; and Whereas, the Council of State pursuant to G.S. -

In each decade, Greenville has stepped ahead of other cities, acting boldly to reinvent and strengthen the downtown. This proactive approach has served the City well, making Greenville a model for other cities to emulate. As the City well realizes, the work of building and sustaining downtowns is an ongoing endeavor. In this light, the City of Greenville has undertaken this current master plan as a way to look forward and ensure the success of downtown for the next twenty years. The plan faces the realities of downtown today, building on its strengths and confronting issues Figure 1.1. The downtown Greenville Skyline. that must be addressed to move forward. The goals of this master plan are to: . Create a framework for future development downtown . Reinforce the role of downtown as an economic catalyst for the region . Main Street is understood to be the center of downtown but the definition of the outer boundaries varies, especially as Main Street has been extended (Figure .). For the purposes of this study, the downtown area is defined by the Stone Avenue corridor on the north, the Butler Street Corridor on the west, the Church Street corridor on the east and University Ridge and the Stadium on the south. -

PCF is one of more than 100 U.S. Department of Energy (DOE) Clean Cities designees and represents the entire state of South Carolina. Clean Cities is a locally based, voluntary public/private partnership created to promote energy use in the transportation sector that is clean, safe, sustainable, and less dependent upon foreign energy sources. Clean Cities builds on local initiatives and partnerships as well as nationwide networks to achieve its goals. By combining local decision- making with voluntary action by partners, this grassroots community action group seeks to create effective programs that support a sustainable nationwide alternative fuels market. PCF works to increase the use of alternative fuels and advanced vehicle technologies and strives to help public and private entities— as well as individuals— lower fuel costs, improve air quality, and reduce petroleum consumption. PCF also promotes idle reduction, fuel economy measures, vehicle miles traveled reductions, and bicycle and pedestrian efforts. 1 2 Introduction This study focuses on one aspect of PCF work—electric vehicles (EV). It builds on several regional studies as well as the past efforts of the organization, Plug-In Carolina. Plug-In Carolina, a registered non-profit, was selected to manage a program to install Electric Vehicle Supply Equipment (EVSE) funded with the American Recovery and Reinvestment Act (ARRA) through the Energy Office. -

Industry, Transportation and Education The New South Development of Charlotte and Mecklenburg County Prepared by Sarah A. Woodard and Sherry Joines Wyatt David E, Gall, AIA, Architect September 2001 Introduction Purpose The primary objective of this report is to document and analyze the remaining, intact, early twentieth-century industrial and school buildings in Charlotte and Mecklenburg County and develop relevant contexts and registration requirements that will enable the Charlotte- Mecklenburg Historic Landmarks Commission and the North Carolina Historic Preservation Office to evaluate the individual significance of these building types. Limits and Philosophy The survey and this report focus on two specific building types: industrial buildings and schools. Several of these buildings have already been listed on the National Register of Historic Places. Nevertheless, the increase in rehabilitation projects involving buildings of these types has necessitated the creation of contexts and registration requirements to facilitate their evaluation for National Register eligibility. The period of study was from the earliest resources, dating to the late nineteenth century, until c.1945 reflecting the large number of schools and industrial buildings recorded during the survey of Modernist resources in Charlotte, 1945 - 1965 (prepared by these authors in 2000). Developmental History From Settlement to the Civil War White settlers arrived in the Piedmont region of North Carolina beginning in the 1740s and Mecklenburg County was carved from Anson County in 1762. Charlotte, the settlement incorporated as the Mecklenburg county seat in 1768, was established primarily by Scots-Irish Presbyterians at the intersection of two Native American trade routes. These two routes were the Great Wagon Road leading from Pennsylvania and a trail that connected the backcountry of North and South Carolina with Charleston. -
