Barrier island transgression is influenced by the alongshore variation in beach and dune morphol- ogy, which determines the amount of sediment moved landward through wash-over. While several studies have demonstrated how variations in dune morphology affect island response to storms, the reasons for that vari- ation and the implications for island management remain unclear. This paper builds on previous research by demonstrating that paleo-channels in the irregular framework geology can have a directional influence on along- shore beach and dune morphology. The influence of relict paleo-channels on beach and dune morphology on Padre Island National Seashore, Texas, was quantified by isolating the long-range dependence (LRD) parame- ter in autoregressive fractionally integrated moving average (ARFIMA) models, originally developed for stock market economic forecasting. -

A discussion piece reflecting on the recent implementation of programmes and policies supported by the World Bank in Benin, Cameroon, the Republic of Congo, the Democratic Republic of the Congo, The Gambia, and Rwanda Jean-Benoît Falisse, Petra Vergeer, Maud Juquois, Alphonse Akpamoli, Jacob Paul Robyn, Walters Shu, Michel Zabiti, Rifat Hasan, Bakary Jallow, Musa Loum, Cédric Ndizeye, Michel Muvudi, Baudouin Makuma Booto Joy Gebre Medhin Executive summary This report discusses Community Results-Based Financing (cRBF), a 'close to client' approach whereby community actors are paid based on the activities they undertake. The focus is on six developing cRBF experiences that have started in Cameroon, The Gambia, Benin, the Democratic Republic of the Congo (DR Congo), Rwanda, and the Republic of Congo. The report's main aim is to cast light on the success and difficulties encountered in the implementation of such a programme. The report is based on a participative process that included a short review of the existing literature on cRBF, a review of the manuals of procedures and reports produced in each country case, in-depth interviews with a focal point in five countries, and two workshops with practitioners. Do cRBF schemes work? It is too early to say: most schemes are still in their infancy. An impact evaluation of the Rwandan scheme found mixed effects. The Cameroon, Congo, and the Gambia schemes integrate rigorous impact evaluation mechanisms and the first results should be available in two to five years. At this stage, the main discussion is on the implementation of cRBF. -

266/03 : Kevin Mgwanga Gunme et al / Cameroon Summary of Facts 1. The Complainants are 14 individuals who brought the communication on their behalf and on behalf of the people of Southern Cameroon1 against the Republic of Cameroon, a State Party to the African Charter on Human and Peoples’ Rights. 2. The Complain[an]ts allege violations which can be traced to the period shortly after “La Republique du Cameroun” became independent on 1st January 1960. The Complainants state that Southern Cameroon was a United Nations Trust Territory administered by the British, separately from the Francophone part of the Republic of Cameroon, itself a French administered United Nations Trust Territory. Both became UN Trust Territories at the end of the 2nd World War, on 13 December 1946 under the UN Trusteeship System. 3. The Complainants allege that during the 1961 UN plebiscite, Southern Cameroonians were offered “two alternatives” , namely: a choice to join Nigeria or Cameroon. They voted for the later. Subsequently, Southern Cameroon and La République du Cameroun, negotiated and adopted the September 1961 Federal Constitution, at Foumban, leading to the formation of the Federal Republic of Cameroon on 1st October 1961. The Complainants allege further that the UN plebiscite ignored a third alternative, namely the right to independence and statehood for Southern Cameroon. 4. The Complainants allege that the overwhelming majority of Southern Cameroonians preferred independence to the two alternatives offered during the UN plebiscite. They favoured a prolonged period of trusteeship to allow for further evaluation of a third alternative. They allege further that the September 1961 Federal Constitution did not receive the endorsement of the Southern Cameroon House of Assembly. -

Abstract The Eastern Mediterranean Sea Basin is a semi-enclosed Sea bordered by ten States. The growing economic interests in the basin natural resources have motivated the basin States to claim jurisdiction over its exclusive economic zones and continental shelves. The absence of defined maritime boundaries, in this confined basin with numerous islands, have generated contesting claims between basin States on the overlapping undelimited maritime areas. The majority of maritime boundaries in the Eastern Mediterranean Sea are not delimited yet. Only four maritime boundaries, out of seventeen potential boundaries, were delimited by agreements. The delimitation of maritime boundaries in the basin is vital. It establishes legal certainty to maritime boundaries that enables basin States to exercise safely their sovereignty rights for exploring and exploiting their natural resources in their maritime areas. The research paper aims to identify the legal rules and principles governing maritime boundaries delimitation in the Eastern Mediterranean Sea Basin and its application on the delimitation of Egypt’s maritime boundaries with opposite and adjacent States. It explores in the first part the “equidistance/special circumstances” rule applicable for the delimitation of the territorial sea, the “agreement/equitable result” rule applicable for the delimitation of the extended maritime zones and the “equidistance/relevant circumstances” rule considered in recent jurisprudence. -

The last report was released November 27, 2001.1 All information in this report is drawn from providers’ April 1, 2002, filing of the Telecommunications Reporting Worksheet (FCC Form 499-A).2 This report can be used by customers to identify and locate telecommunications providers, by telecommunications providers to identify and locate others in the industry, and by equipment vendors to identify potential customers. Virtually all providers of telecommunications must file FCC Form 499-A each year.3 These forms are not filed with the FCC but rather with the Universal Service Administrative Company (USAC), which serves as the data collection agent. SUMMARY State-of-the-art technology is beneficial to the construction of geographic lines and borders, both on the ground on land, and on the map at sea. The paper first explores the usefulness of real time kinematics GPS technique for the setting up of primary and particularly intermediate markers for land borders where the positions have to fulfill two conditions, viz. being lined up and inter-visible, a process which was experimented by IGN (French Institut Géographique National) in the demarcation of the Saudi Arabia – Qatar border in 1997-1998. The second section addresses what Computational Geometry calls Voronoï diagrams, and shows that such geometrical structures, computed on coastlines, provide an elegant computation tool for the delineation of geometric median lines and of maritime zone boundaries. RÉSUMÉ La technologie de pointe est particulièrement utile à la construction des lignes et frontières géographiques, qu'elles doivent être abornées sur le terrain, cas des frontières terrestres, ou portées sur une carte, cas des frontières maritimes. Title 430 – National Soil Survey Handbook Part 629 – Glossary of Landform and Geologic Terms Subpart A – General Information 629.0 Definition and Purpose This glossary provides the NCSS soil survey program, soil scientists, and natural resource specialists with landform, geologic, and related terms and their definitions to— (1) Improve soil landscape description with a standard, single source landform and geologic glossary. (2) Enhance geomorphic content and clarity of soil map unit descriptions by use of accurate, defined terms. (3) Establish consistent geomorphic term usage in soil science and the National Cooperative Soil Survey (NCSS). (4) Provide standard geomorphic definitions for databases and soil survey technical publications. (5) Train soil scientists and related professionals in soils as landscape and geomorphic entities. 629.1 Responsibilities This glossary serves as the official NCSS reference for landform, geologic, and related terms. The staff of the National Soil Survey Center, located in Lincoln, NE, is responsible for maintaining and updating this glossary. Soil Science Division staff and NCSS participants are encouraged to propose additions and changes to the glossary for use in pedon descriptions, soil map unit descriptions, and soil survey publications. The Glossary of Geology (GG, 2005) serves as a major source for many glossary terms. The American Geologic Institute (AGI) granted the USDA Natural Resources Conservation Service (formerly the Soil Conservation Service) permission (in letters dated September 11, 1985, and September 22, 1993) to use existing definitions. Estimating Global Damages from Sea Level Rise with the Coastal Impact and Adaptation Model (CIAM) Delavane B. Diazy FEEM Note di Lavoro/Working Paper Series originally presented at European Summer School in Resource and Environmental Economics San Servolo, Venice, Italy July 12, 2014 Abstract The costs of coastal sector impacts from sea level rise (SLR) are an important component of the total projected economic damages of climate change, a major input to decision-making and design of climate policy. Moreover, the ultimate costs to coastal resources will depend strongly on adaptation, society's response to cope with the impacts. This paper presents a new model to assess coastal impacts from SLR, combining global scope with high spatial resolution to fill a gap between very detailed local studies and aggregate global estimates. The Coastal Impact and Adaptation Model (CIAM) determines the optimal strategy for adaptation at the local level, evaluating over 12,000 coastal segments, as described in the DIVA database (Vafeidis et al, 2006), based on their socioeconomic characteristics and the potential impacts of relative sea level rise and uncertain storm surge. An application of CIAM is then presented to demonstrate the model's ability to assess local impacts and direct costs, choose the least-cost adaptation, and estimate global net damages for several probabilistic SLR scenarios (Kopp et al, 2014). CIAM finds that there is large potential for coastal adaptation to reduce the expected impacts of SLR compared to the alternative of no adaptation, lowering global net present costs by a factor of 10 to less than $1.5 trillion over the next two centuries, although this does not include initial transition costs to overcome an under-adapted current state. -
