Vulnerable groups in need of social protection include rural dwellers, youth and women, persons with disabilities, orphans, disaster victims and other less privilege groups in the society. 9/2/2014 Social Protection Policies 6 Kano State Experience on Social Protection Programme: Cont. Education Sector 9/2/2014 Social Protection Policies 7 Policy Measures Passing of the State Universal Basic Education Board (Amendment) Law 2011 (1433 A.H) Re-introduction of school feeding in primary schools. Free uniform for new intakes in primary schools. Introduction of Free Education Policy from Primary – Tertiary level 9/2/2014 Social Protection Policies 8 Policy Measures Cont… Established 4 new Nomadic primary schools in Kumbotso LGEA at Kumbotso, Maidule, Zawaciki and Tsamawa respectively. Reintroduction of boarding system at primary school level. Drilling of 100 Hand pump wells Kwankwasiyya Teachers lodge in schools Procurement and distribution of teaching and learning materials 9/2/2014 Social Protection Policies 10 Policy Measures Cont… Training and Retraining of over 18,482 primary school teachers Supported the training of 5000 Education Managers comprising of Education Secretaries, LGEA Supervisors and Head teachers. 9/2/2014 Social Protection Policies 11 Impact of Policy Measures on Education Increase in the enrolment of male pupils in public primary schools by 12.64% from 2011 to 2012 and 4.3% from 2012 to 2013 respectively % increases in girl child enrolment was 14.64% in 2012 and 7.2% in 2013 . The same trend applied to Number of teachers recruited to teach in public Primary Schools 9/2/2014 Social Protection Policies 13 Impact of Policy Measures on Education Cont… Reduction in the pupils/classroom ratio from 1:70 in 2011 to 1:42 in 2013 at public JSS At SSS level, the ratio was 1:90 in 2011 and decreased to 1:54 in 2013. Reduction in the toilet /pupils ratio from 1:264 in 2011 to 1:181 in 2013 at public primary level, 9/2/2014 Social Protection Policies 14 Impact of Policy Measures on Education Cont… At the JSS level, the ratio was 1:97 in 2011 which decreased to 1:62 in 2013. Sponsor ship of 917 trainees in various specialized institutions across the country. Health Sector Enactment of law and Establishment of State Primary Health Care Management Board for the improvement of health care services in rural areas. Enactment of law and Establishment of State Agency for the Control of Aids. Introduction of Free antenatal care (ANC) programme aimed at providing free primary health care for all pregnant women in the state. 9/2/2014 Social Protection Policies 25 Health Sector Cont… Upgrading of 6No General Hospitals across the 3 senatorial zone to strengthen referral system. Free treatment of all Accident and Emergency Cases in all the General Hospitals in the State. Lafiya Jari programme (a patent medicine stores) aims at empowering youth as well as reduction of poverty and reducing the level of use of illicit drugs among communities. Immunisation of a total number of 3,054,293 children under five years in collaboration with development partners in 2013. 9/2/2014 Social Protection Policies 26 Health Sector Cont… Introduction of Kwankwasiyya Medical Outreach Services using fully equipped ambulances to serve remote areas Prohibition of drugs hawking in markets and streets to safeguard the lives and properties of citizens in the state.
