REPUBLIC OF KENYA TWELFTH PARLIAMENT THE NATIONAL ASSEMBLY – FIFTH SESSION COMMUNICATIONS FROM THE CHAIR _______(No. 5 of 2021)________ ON THE DEMISE HON. JOHN OROO OYIOKA, MP MEMBER FOR BONCHARI CONSTITUENCY Honourable Members, it is with deep sorrow that I wish to notify the House of the untimely passing on of the Member for Bonchari Constituency, the Hon. John Oroo Oyioka, MP, who passed on yesterday, Monday 15th February 2021 while undergoing treatment at Aga Khan Hospital, Kisumu. Honourable Members, the late Hon. John Oroo Oyioka, MP was born on 5th May 1950 in Bonchari. He attended Cardinal Otunga Mosocho High School where he obtained his “O” Level Certificate in 1970. He proceeded to Strathmore for “A” Level and thereafter joined the University of Nairobi where he graduated with a Bachelor of Education (Science Option) in 1976. The Late Hon. Oyioka worked as a high school teacher in various stations, including Cheptenye High School, Kaaga Girls High School and Kericho Day High School. His excellence enabled him to rise to the position of Education Officer and later to the level of Assistant Director for Education at the Ministry of Education Headquarters, a position he held until his retirement in 1999. He had immense enthusiasm for education as a tool for securing the future of young people through impartation of skills and values. Page 1 of 3 Honourable Members, the late Hon. Oyioka made his debut in elective politics in 2013 when he contested for and won the Bonchari Constituency parliamentary seat on Kenya African National Union (KANU) party ticket. -

KISII COUNTY GOVERNMENT THE FIRST COUNTY INTERGRATED DEVELOPMENT PLAN 2013-2017 KENYA Towards a Globally Competitive and Prosperous Kenya i Aerial view of Kisii Town ii FOREWORD BY H.E. THE GOVERNOR The creation of county governments by the Constitution of Kenya 2010, is one of the most significant changes introduced to Kenya‗s governance framework. Under the Fourth Schedule, the Constitution spells out the functions that have been devolved to county governments with the objective of bringing services closer to the people and ensuring public participation in defining and charting out the development agenda at the grassroots level. The foundation for the preparation of the first Kisii County Integrated Development Plan is provided for in the Constitution of Kenya, 2010; the County Government Act, 2012; and the Kenya Vision 2030, and its Medium Term Plans. Specifically, Section 104.(1) and 108.(2)(b)(iii) of the County Government Act, 2012 states that the county government shall prepare all projects, plans and programs to be implemented by any organ of state within the county, and that no public funds shall be appropriated outside a planning framework developed by the county. Integrated development planning has been understood as a process through which efforts at national and devolved levels of government and other relevant public institutions are coordinated at the local level. It is through this process that economic, social, environmental, legal and spatial aspects of development are brought together to prepare a plan that meets the needs and aspirations of the local communities for poverty reduction and sustainable development. The process allows for allocation of scarce resources to priority projects and programmes as determined by county stakeholders. -
