Las alianzas con los principales operadores mundiales de comercio electrónico son clave para facilitar el comercio electrónico mundial. Bruselas, Bélgica, 25 Mayo 2017 - Los CEOs y altos ejecutivos de los principales operadores postales de América, Asia Pacífico y Europa se reunieron el 19 de mayo en Amsterdam para la Conferencia Anual de IPC. Holger Winklbauer, CEO de IPC, comentó sobre el tema de la conferencia de este año y la nueva configuración de la conferencia más centrada en el debate: "A pesar del rápido crecimiento del comercio electrónico, las ventas en línea representan sólo el 8,6% del comercio electrónico. Para que los Correos puedan desempeñar su papel en el panorama del comercio electrónico, tenemos que adaptarnos a las necesidades y expectativas de los minoristas electrónicos y de sus clientes que cambian rápidamente. Universal Postal Service in Major Economies By Don Soifer Updated June 2015 Executive Summary “We’re operating in a dynamic, digital world where community expectations and customer behavior are changing rapidly,” Australia Post’s CEO Ahmed Fahour observed in a noteworthy speech in August 2014. “Simply continuing to do what we have done in the past will not allow us to be a community service in the future.” Such sweeping determinations would have seemed somewhat fantastical within postal or mailing communities fifty years ago, but today they represent sentiments that are quite common among the leadership of national postal operators around the world. Faced with a changing global marketplace with new technologies and enhanced world-wide connectivity, postal operators are adapting their business models. Where this often uneven evolution has been successful, it is characterized by three primary strategies: 1) liberalization, 2) diversification of revenue sources and 3) rethinking universal service requirements. These three best practices have allowed the world’s largest national posts to remain both relevant and fiscally solvent despite declining service demands and global economic recession. Declining mail volume, independent of economic growth, has driven changes in business models. Mail volumes have dropped at an annual rate of 5 percent since achieving their peak in 2007.1 The United States Postal Service has observed a 38 percent reduction in single-piece first class mail, its highest-profit offering, over the past five years2, forcing lawmakers and the Service’s management to reconsider its business plans and look at universal service obligations from a different perspective. This report outlines major dynamics and strategies characterizing universal service across the world’s largest postal markets, comprising 96 percent of global postal revenues, and 70 percent of domestic mail volume, with an emphasis on how they can be expected to impact consumers. -

The U.S. Postal Service and 21 other postal operators in North America, Europe and the Asia-Pacific region — all members of IPC — have pledged to measure CO2 emissions and collectively reduce them by 20 percent by 2020, under IPC's Environmental Measurement and Monitoring system (EMMS.) “The U.S. Postal Service continues to build on our long history of green innovation, and we’re proud to work with our global postal partners to reduce the size of our industry’s carbon footprint,” said Sam Pulcrano, vice president, Sustainability. “Collectively, the 21 EMMS participating posts manage more than 100,000 facilities, 600,000 vehicles, and deliver more than 80 percent of the world’s mail. Our joint effort to reduce CO2 emissions will have a major positive effect on the environment.” The Postal Sector Sustainability Report 2010 recently published by the IPC announced that the global postal industry has already cut CO2 emissions by greater than a half million metric tons — more than one-third the goal — since 2008. The IPC developed EMMS to provide a common carbon measurement and reporting framework. The EMMS tool measures carbon management proficiency (CMP) across 10 areas, including: • Management and strategy • Employee engagement • Measurement and verification • Disclosure and reporting • Value chain management In 2009, the global postal sector had an average CMP score of 61 percent. -

PRINCIPLES OF EU POSTAL REGULATION AND IMPLICATIONS FOR THE FUTURE UPS 9 JUNE 2020 AUTHORS Anna Möller Boivie Bruno Basalisco Henrik Ballebye Okholm Mindaugas Cerpickis Stephanie Tizik PREFACE The European postal regulatory framework dates back to the early 1990s and the Green paper on the development of a single market for postal services. This document laid the foundation for the development of the first Postal Services Directive in the European Union (EU) entering into force in 1997. It was later updated by means of a second and a third Postal Services Directive in 2002 and 2008, respectively. Thus, more than ten years have now passed since the adoption of the current regulatory framework – and postal and delivery markets throughout the EU have developed signifi- cantly since then. In March 2020, the European Commission published an evaluation roadmap, outlining the context, purpose and scope of its evaluation of the existing Postal Services Directive. In time for this process, UPS has asked Copenhagen Economics to investigate whether the current market reality warrants more sector-specific regulation on top of the existing EU postal regulatory framework. More specifi- cally, we have been asked to analyse evidence relevant for policymakers’ decision on whether there is a need for additional regulation of the delivery of e-commerce packets and parcels – regulation which would be on top of the provisions already included in the existing Postal Services Directive and other, complementary, regulatory frameworks. The report is structured as follows: In chapter 1, we provide a brief overview of the background for the report and our assignment. -

The Motion to Stay is denied, and the Commission establishes further procedures consistent with Order No. 864. American Postal Workers Union: The Postal Service and the APWU have finalized the position description and qualification standards [PDF] for a new Level 6 Clerk Craft position: the Delivery/Sales Services and Distribution Associate. The new position will be filled by the senior-qualified bidder in the Clerk Craft, and will include the existing duties and responsibilities of Sales Service and Distribution Associates and Clerk/Special Delivery Messengers. The purpose of the new position is to perform distribution and a variety of sales and customer support services. In addition to sales and distribution duties, employees who are awarded these positions may deliver and collect mail on foot or by vehicle under varying conditions in any area. Applicants must have a valid state driver's license and must demonstrate and maintain a safe driving record.
