TED STEVENS U.S. SENATOR FROM ALASKA The CHAIRMAN. Good morning, I want to thank the witnesses who have come to be with us today, and the members of the Base- ball Hall of Fame who honor us by coming to this hearing also. And, for those who believe that professional sports does not have an impact on the American public and our youth, I would point out an interesting fact that I just learned this morning. A member of my staff, Aaron Saunders, was named after you, Mr. Aaron, after his father witnessed your 714th home run in Cincinnati in 1974. So, we sort of have a Senate family connection to you, let’s put it that way. I thank Senator McCain for asking to chair this hearing and for his commitment to demanding fair competition at all levels of our sports world. And we welcome as a guest member of this Com- mittee at this time, Senator Bunning whose baseball career and dedication to preserving the integrity of our national game speak for themselves. As someone who pushed for the creation of the U.S. Olympic Committee and who has been involved with sports issues in the Senate for over 37 years, I have become increasingly concerned with the dramatic increase in doping at all levels of athletics, par- ticularly among our youth. In a 2003 survey of over 15,000 high school students, the U.S. Centers for Disease Control and Prevention found that more than 6 percent of high school students admitted to using non-prescrip- tion illegal steroids at some point in their lives. And that is unac- ceptable to us. Doping is a stain on all levels of athletics. It taints the accom- plishments of our elite athletes, creates unattainable expectations for our young athletes, and threatens their physical well-being.     2006 Steroids Report Prepared by the Steroids Working Group United States Sentencing Commission March 2006 REPORT OF THE STEROIDS POLICY TEAM I. SUMMARY Congress passed the Anabolic Steroid Control Act of 2004 (the Act)1 to “address the abuse of steroids by athletes and, especially, by youngsters and teenagers.”2 The Act directed the United States Sentencing Commission (the “Commission” or “USSC”) to: (1) review the federal sentencing guidelines with respect to anabolic steroids; (2) consider amending the federal sentencing guidelines to provide for increased penalties with respect to offenses involving anabolic steroids in a manner that reflects the seriousness of such offenses and the need to deter anabolic steroid trafficking and abuse; and (3) take such other action that the Commission considers necessary to carry out this section.3 The Commission added consideration of steroids offenses to its list of priorities for its 2004-2005 amendment cycle, in recognition of the serious concern over these offenses and the need to fulfill the congressional directive contained in the Act. This report sets forth legislative and guideline history pertaining to steroids offenses, discusses the Commission’s response to legislation, and updates the findings in the Commission’s 1990 Steroids Report. II.     A long, strange trip to Cubs World Series By George Castle, CBM Historian Posted Friday, October 28, 2016 The Cubs appear a thoroughly dominant team with no holes, and certainly no “Cubbie Occurrences,” in playing the Cleveland Indi- ans in the generations-delayed World Series. But, to steal the millionth time from a song- writer, what a long, strange trip is has been. Truth is stranger than fiction in the Cubs Universe. On my own 45-year path of watch- ing games and talking to the newsmakers at Wrigley Field, I have been a witness to: Burt Hooton slugged a grand-slam homer off Tom “Terrific” Seaver in an 18- 5 pounding of the New York Mets in 1972. Hillary Clinton throws out first ball at Wrigley Field in 1994. On my 19th birthday, May 27, 1974, lefty Ken “Failing” Frailing pitched a complete-game 15-hitter in a 12-4 victory over the San Francisco Giants. A few weeks later, Rich Reuschel tossed a 12-hit shutout against the Lumber Com- pany Pittsburgh Pirates. In mid-Aug. 1974, the Dodgers had 24 hits by the sixth inning in an 18-8 victory over the Cubs. Apparently peeved, the Pirates in late 1975 racked up the most lopsided shutout in history, 22-0 over the Cubs. Reuschel started and gave up eight runs in the first. Brother Paul Reuschel mopped up in the ninth. Rennie Stennett went 7-for-7. Amazingly, less than a month previously, the Reuschels teamed for the only all- brother shutout in history in a 7-0 victory over the Dodgers (also witnessed here).
