Fairle Place, 17, Netaji Subhas Road, ,Kolkata-700001 or any of the Goods Shed Supdt. of the following stations under Head of Allocation Z-652 . DumDum, Barasat, Naihati, Krishnagar City Jn, Ballygunge & CBC/SDAH, Main Station between 12.00 hrs. to 17.00 hrs . on any working day between 28.04.16 to 11.05.16 and upto 14.00 hrs. on 12.05.16 . The sale of Tender form will be closed at 14.00 hrs. on 12.05.16. Tender will be received in the prescribed tender box placed in the Office of the Sr.DEN/C/SDAH’s Office and PCE/E.Rly./KKK’s office from 03.05.16 to 13.05.16 upto 14.00 hrs. • Tenders will also be received in the prescribed tender box placed in the office of the Assistant Engineer/Ranaghat from 03.05.16 to 12.05.16 up to 17.00 hrs. i.e. tender box at Assistant Engineer/Ranaghat office will be closed one day in advance i.e. on 12.05.16 • Tenders received at Assistant Engineer/Ranaghat office along with the tenders received at Sr. DEN/Co-ordn./SDAH’s office, and in PCE/E.Rly/KKK’s office, Fairlie Place 17, N S Road, Kolkata 700001 will be opened at 14.30.hrs on 13.05.16 at Sr. DEN/Co-ordn./SDAH’s office, DRM Building, 2 nd floor, Kaiser Street, Sealdah-700014. • Tenders may be sent by registered post or courier service to the Sr. Divl. Engineer(Co- ordn.),Eastern Railway/Sealdah, Kaiser Street P.O. Entally, Kolkata-700014 so as to reach the Office not later than 14.00 hrs. on the date of opening i.e. 13.05.16. All the participants tenderers or their authorized representatives must be present at the time of opening of tender , if office is closed on the stipulated date and time due to some unaccounted holiday or bandh etc. the tender will be received and opened on the next working day at the same time and venue. The tender must be submitted along with prescribed amount of Earnest Money as mentioned above in acceptable form as mentioned in the tender document. Tenders received without the prescribed amount of Earnest Money is liable to be summarily rejected. The tender forms are not transferable. The Earnest Money should be in cash (through Chief Cashier/E. Rly./KKK) or in any of the following forms:- (i) The Earnest money should be in cash or Banker’s cheques/Demand Drafts in favour of FA&CAO/Eastern Railway, Kolkata executed by the State Bank of India or any of the Nationalized Banks or by a Scheduled Bank and should be valid for a period of 03(three) months from the date of opening of tender. (ii) The Labour Co-operative societies are entitled to deposit 50% of the prescribed Earnest money along with the tender documents. The Standing Earnest money if any shall not be considered for this tender as an earnest money. Tenderer who wishes to obtain the prescribed form by post ,should sent cost thereof plus a sum of Rs.500/-(Rupees Five Hundred only) by Money Order to the Chief Cashier , E.Rly.,17,Netaji Subhas Road, Kolkata-700 001. The prescribed form shall be sent only on receipt of the remittance. However, the Railway takes no responsibility for delay, loss damages or non-receipt thereof. Under no circumstances, amount paid for the prescribed form shall be refunded. Tender document can be down loaded from Eastern Railway web site http://www.er.indianrailways.gov.in. The cost of tender form has also to be paid in the shape of demand draft issued in favour of FA & CAO, E.Rly., Kolkata and to be enclosed with the tender form while dropping the tender. In case the tender is not accompanied with the valid demand draft for the cost of tender document, the tender will be summarily rejected. The tenderer/ firms who are found to be indulging in changing/adding or deleting the contents of tender documents down loaded, will be liable to face necessary action as per extent instruction which could be removal from approved list, banning suspension of business dealings etc. Eligibility Criteria : For Tender Costing Above 50 lakhs 1. Tenderers should have completed at least one work of similar nature of works ( please see sl no. 4 ) physically completed within the qualifying period, i.e the last 3 financial years and current financial year should only be considered in evaluating the eligible criteria for a minimum value of 35% of advertised tender value of work. I Note for Eligibility Criteria: Similar nature of works physically completed within the qualifying period, i.e the last three financial years and current financial years (even though the work might have commenced before the qualifying period) should only be considered in evaluating the eligibility criteria. II The total value of similar nature of work completed during the qualifying period and not the payment received within qualifying period alone, should be considered. In case, the final bill of similar nature of works has not been passed and final measurements have not been recorded, the paid amount including statuary deduction is to be considered. If final measurements have been recorded and work has been completed with negative variation, then also the paid amount including statuary deduction is to be considered. However, if final measurements have been recorded and work has been completed with positive variation but variation has not been sanctioned, original agreement value or last sanctioned agreement value whichever is lower should be considered for judging eligibility. III In the case of composite works involving combination of different works, even separate completed works of required value should be considered while evaluating the eligibility criteria. For example, in a tender for bridge works where similar nature of works has been defined as bridge works with pile foundation & PSC superstructure, a tenderer, who has completed one bridge work with pile foundation of value at least equal to 35% of tender value and also has completed one bridge work with PSC super structure of value at least equal to 35% of tender value, should be considered as having fulfilled the eligibility criteria of having completed single similar nature of works. 2. Total contract amount received by the tenderer during last 3 financial years & in the current financial year (i.e. the current year & 3 previous financial years) should be a minimum of 150% of advertised tender value. Tenderer has to produce attested certificate from the employer / client, audited balance sheet duly certified by the Chattered Accountant / valid payment certificate issued by Govt. Organization / Public Sector units etc. along with the tender offer. 3. The three years period mention in para (1) & (2) shall be reckoned from the date of opening of tender in question as originally advertised in the newspaper. The extended date of opening of the tender, if any, shall not be taken into account for the purpose of counting the above period of three years. 4. Similar nature of work for Tender No 126 of 15-16 Execution of P.Way works in running line. 5. Tenderer has to produce supporting documents /certificates from the organization with whom they have worked along with the tender offer. Certificates from the Private individual for whom such work are executed shall not be accepted.) 6. Tenderer(s) must submit the above documents along with tender papers- a) All documents in support of fulfilment of eligibility criteria with respect to completion of ‘Similar nature of work’ and ‘Total contract value’ should be furnished along with the tender and should be available at the time of tender opening. Tenders not accompanied by documentary evidence in support of eligibility criteria will be summarily rejected. No post tender communication, in any form will be made or entertained, after opening of tenders, in this regard. Railways may however, call for the originals of the credentials for verification or any clarifications/confirmations on the contents of the documents submitted. b) Tenderers shall note that the submissions of other supporting documents namely- Constitution of firm/JV, Work in hand, Arbitration/Court cases, tools and plants, Technical personnel/ Man-power and Association of Railways Officers, at the time of tender opening is important and they shall ensure the same. However, Railways may seek clarifications/ details /documents in this regard.
