Kolkata : 700 073.Ph-22258367/87 Fax-22258387 [email protected] Memo No. :591 Date, Kolkata the 23-05-2021 SHORT NOTICE INVITING SPOT SEALED BID NO. 01 of 2021-2022 In pursuance of Memo No 97 –PSDM&CD/2021 dated 20.05.2021 by the Principal Secretary , DMCD on the event of super cyclone YASS and as per direction of PWD Higher Authority , Sealed tender in the prescribed proforma are hereby invited by the undersigned on behalf of the Governor , State of West Bengal ,for the below noted work from the bonafide, resourceful and reputed Service having sufficient experience in similar nature of work. Following urgent works on war footing are being taken up on the wake of Cyclone damage due to “YAAS” in the jurisdiction of South 24 Pgs Highway Division, P.W.(Roads)Dte. Sealed tender in the prescribed proforma are hereby invited by the undersigned on behalf of the Governor, State of West Bengal. For the above noted work from the bonafide, resourceful and reputed service and Maintenance organization having sufficient experience in similar nature of work. 1. Name of work. : Group (A):- urgent cutting of uprooted trees and removal of all debris including branches of twigs and leaves etc from road surface and footpath and to dump in the suitable ground and stacking tree logs is suitable places or nearest Alipore/ Baruipur/Canning Highway Sub-Division. P.W.(Roads)Dte Sub-Division office ground. Cleaning road surface, footpath etc. under jurisdiction of South 24 Pgs. Highway Division, P.W.(Roads)Dte. area, during the year 21-22. (Location:-As per annexed sheet) 2. Name & address of the Sub-Divn. Concerned : Assistant Engineer, Alipore/Baruipur/Canning Highway Sub-Division. P.W.(Roads)Dte. 3. Tenderers eligible to submit tender. : As per Annexure 4. Estimated value of work put to tender : As per Annexure 5. Earnest money @ 2% : To be submitted after issuing work order. 6. Printed WBF tender form in which tender is to be submitted. : 2911 7. Last date & time limit for receiving application : On 25-05-2021 upto 12.00 Noon 8. Last date and time for obtaining permission : On 25.05.2021 up to 12.30 PM 9. Date & time of dropping & opening of tender. : For dropping on 25.05.2021 up to 1.00 PM & for opening same date after 1.30 P.M 10. Time of completion of work. : 5 (Five) days from the date of work order. P.T.O [ 2 ] Contractors/tenders are requested to present themselves at the time of opening the tender and to participate the bid to be called for immediately after opening the tender if necessary. 1. The applicant intending for the permission of obtaining tender papers should have to present personally. No authorized representative would be eligible to obtain such permission in absence of the petitioner himself or his legal authorized person processing registered power of attorney registered constituent attorney duly approved by the PW Department. 2. Executive Engineer, South 24 Parganas Highway Division posses the sole right and authority to issue tender forms to the candidates whose candidature is acceptable to him. No challenge in such respect of issue would not be allowed and would be acceptable by law. 3. Canvassing as regards to the issue of tenders and related to such tender process in any form would reject the candidature of the participant without assigning any reason. 4. The intending tenderers will have to obtain previous Permission from the Executive Engineer, South 24-Parganas Highway Division, P.W.(Roads)Dte. for uploading tender papers to participate in the tender. The intending tenderers should apply supporting with attested copies of certificates related to credentials, experience, time bound performance, along with the application within the due specific time mentioned. 5. Intending tenderers and bonafied outsider will have to produce valid original PAN Card, Certificate of I.T. Return 2020-21, GST Registration and Professional Tax with Challan, Trade license update. Self attested photo copy of such all documents shall be submitted along with the petition proposed for the issuance of tender papers. 6. Even after submission of tender, the tender will not be taken into consideration during evaluation, if the papers submitted by any agency in support of eligibility is found to be baseless/false in the event of verification from the concerned authority. 7. In case of non-participation in the tender in any shape will be dealt severely for making an attempt towards disruption of competitive spirit of tender and non-participant may be disallowed to participate in 3 (three) nos. consecutive N.I.T. 8. The applicant must inspect the site of work and get acquainted with site conditions. All factors relating to facilities available and problems to be faced during work should be taken into account all such factor before quoting rate. 9. Tender Inviting Authority reserving his discretion in issuing tender paper to the intending tenderers for any group of the choice of tender inviting authority, other than the group applied for by the intending tenderers in order to have proper competitive in all groups. No challenge to this affect shall be entertain by the tender inviting authority. 10. Tender Inviting Authority reserves the right to issue corrigendum towards the estimated amount and eligibility of contractors in case of any revision, three days in advance to the date of application under certain unavoidable circumstances. 11. Declaration regarding current litigation, debarring / explaining of Tenderer / Abandonment of work by tenderer during last 5 (five) years. 12. No arbitration to the work will be admissible as per order no. 3370-A dated 20.03.1987, Rule 19 of PWD rule 1987. 13. All the tenderers are requested to be present as the time of opening the tenderers in the above mentioned date and time. No representative will be allowed to participate in table bid if required after opening of tender. No further claim will be entertained for his absence in table bid. 14. The undersigned will have sole discretion to decide the eligibility of the contractors on the basis of his submitted documents and reserves the right to refuse any explanation to contractors for the in eligibility after scrutiny. The Executive Engineer, South 24 Parganas Highway Division, P.W.(Roads)Dte reserves to right to accept or reject the lowers or other offer without assigning any reasons whatsoever. 16. All successful tenders are bound to obey the Health Department order as well as all other Govt. guidelines related to prevent outbreak of COVID-19 during execution of the work along with proper safety against any injury for tree cutting and disposal. No claim whatever will be entertain in this ground. No Arbitration will allowed. Performance Criteria : Application for purchase of tender may be liable to cancellation / disqualification on the receipt of non- performance / non-satisfactory performance report by the concerned Assistant Engineer of this Division for any previous work awarded to him. Agreement : The Successful tenderer on receipt of letter of acceptance will execute Formal agreement with the Department, in W.B. Form No. 2911. Failure to execute the formal tenders within 1 (one) day may be treated forfeited of initial earnest money.
