As a result of an extra-ordinary vacancy, under section 120 of the Local Electoral Act 2001, notice is given that on Thursday 20 July 2017, a by-election will be held under the first-past-the-post electoral system by postal vote for one member of the Murupara Community Board (Galatea- Waiohau Subdivision). Meagan encourages the Community Board to read and provide comment back on the draft community response plan and provide a date in approximately six weeks when a workshop could be held with the expectation of finalising it. A further date will then be schedules to exercise the plan.

1. PUBLIC FORUM

1.1. W Hona – Minginui Kokiri Centre

Ms Hona noted that the Kokiri Centre had held the two Hauora days that they had received funding from the Board for and said that they had received a good turnout for each session. She said that there were over 50 clients at the most recent session where they had also included a podiatrist who was busy with 17 clients on the day. Ms Hona advised that the sessions were also a networking opportunity for the centre and they would be following through with attendees to ensure their needs were met.

Ms Hona advised that a hui-a-iwi had been held to set up a tribal leadership group to ensure that all of the different arms of the runanga worked together for the benefit of everyone and not in their own silos. She said it was also important that the group supported the Minginui Village Council.

Ms Hona advised that the Ngāti Whare Tribal Revitalisation Plan was underway with the support of Te Puna Kokiri and noted it would acknowledge how the ancestors got to the area and guide them into the future to determine where they wished to go. She noted that the plan would be distributed to the 1,000 iwi members and said that it would provide the people who no longer lived in the area an outline of what was occurring within their iwi.

Ms Hona thanked the Board for bringing the meeting to their premises and said that it was good to be able to see how the Board worked. In answer to a query regarding the Native Nursery, Ms Hona advised that there were five staff employed at the premises and a further five employed as track cutters through a contract with the Department of Conservation.

Ms Hona advised that Waikotikoti Marae had been closed while the meeting house was being renovated and they were now seeking funding to upgrade the Wharekai. She noted that once this had been completed, there would be a swap with Murumaranga Marae being closed and all activities relocated to Waikotikoti Marae while Murumaranga Marae was being upgraded.

3. REPORTS

3.1. Activity Report to 28 February 2017

Refer to pages 8-15 of the agenda.

A query was raised as to whether the derelict shops bordering the old hall site would ever be used and the possibility of removing them and including the area in the hall site development. It was requested that information be provided to the next meeting.

Discussion ensued on the public use of the school/community hall and it was noted that Murupara Area School had advised users the hall was only available to the public between 6 pm and 7 am on a school day. Members noted that there were a lot of times within the school day that it was not being utilised and requested that the use of it be allowed during school time when they were not using it. The meeting was advised that the School were required to review their policies and it was suggested that this was an appropriate time to request a change to allow more community use.

Mr Rangitoheriri advised that Minginui residents were very excited about the new playground and skatepark that was planned for the community and had spent time on the weekend mowing and cleaning the area where it was to be developed. He said that this was the result of the local children expressing a need for playground equipment and a skatepark.

A query was raised as to how the number of swimmers was recorded at the Murupara pool during February and it was suggested that the numbers recorded were low when taking into account the use by the schools, coaching sessions and exercise classes that were held outside the normal public use. It was also noted that the Council had agreed to keep the pool open until the end of April to include the school holidays and had set aside an additional $15,000 to do so.

The following items were also noted:

Youth at Ruatāhuna wanted to be actively involved in the Whakatāne District Youth Council A list of the communities requiring Christmas Lighting needed to be determined prior to funding being sought

3.2. Standing Orders for Community Boards

Refer to pages 16-27 of the agenda and the copy of the Draft Standing Orders for Community Boards and options for motions provided separately with the agenda.

RESOLVED:

1. THAT the Standing Orders for Community Board report be received; and

2. THAT the Board adopt the Draft Standing Orders for Community Boards, Appendix 1, based on the LGNZ template for Community Boards and alignment with the Council’s Standing Orders and which includes the following decisions and/or amendments:

a. Standing Order 4.2 Meeting Duration - the Board confirms the times (six hours/10.30pm/three hours – 10 minute break) as set out in Standing Order 4.2. b. Standing Order 4.4 – Webcast meetings – the Board confirms that webcast meetings should be provided in accordance with the protocols contained in Appendix 5. c. Standing Order 8.13 - Meeting cancellations - The Board confirms that this standing order be included to clarify the process around cancelling meetings. d. Standing Orders 9.2 and 9.3 – Process for raising matters for a decision – the Council confirms that Standing Orders 9.2, 9.3 and Appendix 10 be included in the Standing Orders. e. Standing Order 9.4 – Order of Business – the Board notes that the current order of business for Board meetings is similar to that in Appendix 9 and this will be used as a guide. f. Standing Order 10.5 – Meeting lapses where no quorum - the Board agrees with the period of 30 minutes before a meeting must lapse for want of a quorum. g. Standing Order 12.1 - Members attending meetings of which they are not members – the Council confirms the inclusion of this standing order to provide clarification. h. Standing Order 12.3 - Leave of absence – the Board amends this standing order to state that the Chairperson of a Community Board be delegated the authority to approve applications for leave of absence and to advise the members when leave has been granted. i. Standing Orders 12.7 to 12.16 audio or audio-visual link the Board:

agrees to members participating by way of audio or audio-visual link at Council and Standing Committee meetings, excluding the Hearings Committee, District Plan hearings meeting or any meetings which are of a quasi-judiciary type. agrees that the use of audio or audio-visual link at community board meetings be determined by whether technology is available outside of the main Council offices at Whakatāne and Murupara. agrees that the Chairperson of a meeting needs to be physically present to chair the meeting and if the Chairperson is attending by audio or audio visual link then chairing duties will be undertaken by the deputy chair or a member who is physically present.

agrees that a decision to agree to member’s attendance at meetings using audio or audio-visual links will be determined on a case by case basis for each meeting. agrees that a person who is not an elected member may present to the meeting using audio or audio-visual links

j. Standing Order 13.4 - Chairperson’s rulings – the Board confirms the inclusion of this standing order to enable a chairperson to decide on all procedural questions where there is insufficient provision made by the standing orders. k. Standing Order 14 - Public Forum- the Board confirms that these provisions continue to form part of the Standing Orders and that they apply at Community Board meetings for a time period of up to 30 minutes with 5 minutes per speaker and that permission of the Chairperson is required before a person can speak in a public forum. l. Standing Order 18.3 - Casting Vote – that the Board continues to provide a casting vote by the Chairperson of a Community Board or any other person presiding at the meeting and that there be no restriction on when the casting vote can be used. m. Standing Order - 19.7 Financial conflicts of interest and Standing Order 19.8 Non-financial conflicts of interest – the Board adopts these with no changes and notes that members are no longer required to leave the room when declaring a conflict of interest unless a financial interest has been declared in a public excluded meeting. n. Standing Orders 21 - Motions and Amendments – that the Board adopt Option B for this term as this option provides more flexibility than Option A, by allowing any member, regardless of whether they have spoken to the original motion, to move or second an amendment. This option also “rewards” those who have successful amendments and enables them to continue to move amendments. However, those who lose amendments are unable to move a further amendment. This option provides more control than Option C. The Board subsequently amends Standing Orders 22.7 (Lost amendments) and 22.8 (Carried amendments) to reflect Option B. o. Standing Order 22.9 - Where a motion is lost – the Board confirms that this standing order be included. p. Standing Order 26.2 - Refusal of Notice of Motion the Board agrees that the reasons listed in (a) to (f) are sufficient for a Chairperson to refuse to accept a notice of motion.

The Manager Solid Waste provided information on solid waste recycling streams which noted the collection and disposal methods of the items collected.

5.3. Acknowledgement

Mr Rangitoheriri thanked the Board for holding the meeting at Minginui and said that it had been an interesting meeting.

Mr Porima advised that he had always held an interest in the Council and had served on the Murupara Borough Council for a period from 1968. He noted that he had been the Chairperson of the Tainui Trust Board and was impressed with how this Board Meeting was run and the information provided.

The Chairperson thanked Minginui Kokiri Centre for hosting the meeting.

1 REASON FOR THE REPORT

The reason for this report is to provide the Community Board with an activity update for the period ending 20 April 2017.

2 THREE WATERS

Murupara sewerage ponds were not impacted by the flood waters during the recent event. The river flowed on either side of the ponds but no damage was reported. Service staff responded to sewerage and two water related requests in March 2017.

3 TRANSPORTATION

During April the district was assailed by two ex-tropical cyclones that wrought extensive damage across the roading network. Staff and contractors worked long and hard during these events, responding to literally hundreds of incidents, many relating to roads being blocked due to slips, washouts and downed trees. Due to the efforts of those involved, most of these closures were able to be opened in fairly short time. Across the district however we were still left with over 60 sites where the road remains significantly damaged, and which now needs to be assessed for permanent repair. Staff have moved into this assessment phase now, and our current estimate of repair costs lie in the order of $15M. The majority of this is cost ((in the order of $12M) has been incurred on the Special purpose Road from Murupara to Ruatāhuna. Currently road access has been restored into Ruatāhuna, but the route still has many single lane sections and works to clear the road are continuing. The road between Murupara and Te Whāiti however has been extensively damaged and full public access is unlikely to be able to be established for at least 6 months. To prevent the curious from trying to drive through this road, gates have been installed at both ends, the start of the gorge at the Murupara end and at Te Whāiti. We have an arrangement to allow Timberlands access into their forest on Te Whāiti Road for the continuation of their commercial operations, but we’d like to keep the general public out until the road can be made safe. We have been made aware of one resident on this closed section of road that we were not initially aware of. Staff are working with the Welfare group to establish access for this person In the meantime Timberlands Forest Ltd have enabled public access between Murupara and Minginui via their private forest roading network.

3.1 Kopuriki Road A section of the western road approach to the bridge across the Rangitāiki River has been washed out (30m long x 3m deep) plus approximately 100m of one lane has been eroded away. Waiotahi Contractors have been engaged to undertake urgent repairs to reinstate the road access as soon as possible. The scope of repair work required is more extensive than first thought and the updated estimate for having the road re-opened is now 12 May 2017.

3.2 Troutbeck Road The northern approach to the Horomanga bridge has been washed out. Design work is underway for its repair. Waiotahi Contractors will be progressing onto this work following Kopuriki Rd.

3.3 Waikaremoana Rd (Wairoa Side) Wairoa DC have significant underslip to repair before their side of the road is accessible. They anticipate having the road open by 5 May 2017 or earlier.

3.4 Galatea Road Approximately 3.5km north of the Matahina Dam, there is a large washout on Galatea Road that has taken out the northbound traffic lane and compromised the stability of the southbound lane. Consequently access past the washout is not permitted. Investigation and design works to repair this site are currently underway, but repair is not likely to be completed for several months. Access south and to Matahina Dam and Te Mahoe is available via a traffic detour using Tahuna Road, from . In the meantime, work is also underway to try and provide safe vehicle access past the washout in recognition of the importance of this route to the district. If a safe access track can be established, the road may be able to reopen by early May.

3.5 Road Closures There has been some criticism that Council has not communicated its activity around these two significant storm events very well. However there has been a very strong connection between Council and the media to keep the public fully appraised and regularly updated on the impacts and effects of the storms. Whilst there have been some issues raised where a better response could have been achieved, generally there has been good public support for Councils management through these events. There has also been some criticism regarding the way in which some road closures have been notified and signed. Again, these closures have been well advertised through the media and on Councils web site and facebook. Staff are satisfied that all road closure sites are currently appropriately signed and that media coverage of them all has been more than adequate. With respect to the signage for the Te Mahoe washout on Galatea Road, the vast majority of commuters heading south are aware of the Tahuna Rd detour, and it’s only a very small number of new users or visitors on the road that may be inconvenienced in a minor way by having to backtrack from the Galatea/McDonald Rd intersection back down to Te Mapou. This backtrack may add a further 10 mins onto their journey time. Additional signage from the highway is being considered for the Te Mahoe site but this requires non-standard signage to be made and businesses have been closed over Easter/ANZAC weekends. However, before we go ahead and order additional signage, we are also investigating ways to reopen Galatea Road around the underslip, within a relatively short timeframe, which will negate the need for a long term detour via Tahuna Rd.

4 PLACES AND OPEN SPACES

4.1 Murupara Hall Site The consultation process has now been completed and a development plan and rough order costs will be presented to the next meeting of the Board

4.2 Murupara CBD and Civic Gardens Preparations for the winter annual plantings are scheduled for completion late April and the planning for winter amenity planting is currently underway.

4.3 River Reserve Upgrade Following a meeting with Te Rūnanga o Ngati Manawa the earthworks for the track from Wingate Park to Taniwha Park is scheduled to commence in April/May. Works have been delayed due to resources being required to assist with storm remediation

4.4 Use of the Murupara School/Community Hall Discussions with the Principal of Murupara Area School regarding public access to the facility will be initiated in the coming months. Initial discussions indicate that the school is applying for external funding for the purchase of carpet tiles to protect the stadium floor.

4.5 Murupara CBD Bollards and Grassing Staff will investigate this option and provide updated costs at the next Board meeting.

4.6 Minginui Playground The Council have provided a $10,000 grant to the Minginui community for the development of a playground. Staff have finalised plans with the Te Rūnanga o Ngāti Whare and playground equipment has been purchased.

4.7 Lake Aniwhenua Management Plan Staff have been advised that BOPRC are commencing the preparation of a management plan for the lake water body and the esplanade reserves for the lake. This plan will not be a part of the current Lake Aniwhenua Reserve Management Plan. Nancy Willems Team Leader Eastern and Rangitāiki Catchments (BoPRC) will undertake extensive consultation with all stakeholders including the Murupara Community Board in the development of this plan.

4.8 Shops Bordering the Civic Square A appeal from the Community Board requesting staff to investigate the ownership and future of the shops adjacent to the Civic Square Area has been scheduled. The findings of this investigation will be reported at a future meeting of the Board.

4.9 Application to MBIE – Construction of a new Public Convenience An application has been lodged to the Ministry of Business, Innovation and Employment – Regional Mid-sized Tourism Facilities Grant Fund for $140,000 for the construction of a new public convenience in Murupara a part of the Governments funding to promote tourism in mid-sized Councils. The outcome of this application will be reported at the next meeting.

6 COMMUNITY SERVICES

6.1 Road Safety

6.1.1 Social Media - General Our social media presence has been increasing and strengthening over the past few months. The amount of followers continues to increase (e.g. the Facebook page gained 85 new likes this week alone) and staff have created a consistent and varied social media strategy. Eastern Bay Road Safety have just joined Instagram and Snapchat, in addition to our existing Facebook account, and look forward to engaging with our audience and monitoring our growth with these new media.

6.1.2 Social Media - Animation On 25 January 2017, the fourth and final instalment of the road safety animation series was released. This episode featured the female character of Dre Entrée and focused on driver distraction. This episode is also gaining traction. One day after its release, it had already achieved 5.6K views, 115 likes, 58 shares and 38 comments. Staff are currently working on developing future promotional material that will capitalise on the success of this locally-based series.

6.1.3 Child Car Restraint Programme The project team, which includes Eastbay REAP, Whakatōhea Family Start, Plunket and BOP Regional Council, had scheduled a week of events in Ōpōtiki, Kawerau, Te Teko, Murupara, Tāneatua, Whakatāne and Kopeopeo during the week of 18 April 2017. Due to the recent floods, these were postponed. The rescheduled programme for Murupara will be held on 11 May 2017.

6.1.4 Marae based repeat drink/drug programme The project team consists of the Eastern Bay Road Safety Programme, Corrections, Police, NASH Ngāti Awa and an alcohol and drug community assessor/facilitator. The last 2-day marae based programme was held on 4-5 April 2017 at Rangataua Marae, Poroporo. This is an incredibly successful programme.

6.1.5 Healthy Homes Project, Murupara Under the Year 1 programme, a total of 80 properties have been referred to Smart Energy Solutions for an insulation assessment. District Health Board high health needs and self-referrals have resulted in 24 properties being insulated/receiving a maintenance assessment. Other properties are currently being supported by the DHB, Ngāti Manawa Charitable Trust and Council to make their financial contributions. Four Community Day/DIY workshops have been delivered. Although the Project Coordinator’s fixed term contract has concluded, the Project is being managed in Whakatāne to get as many homes insulated by June 2017. The Whakatāne District Council, along with the Local Steering Group, has developed a project and funding proposal for Year 2 which includes a further 25 homes insulated, maintenance assessments, quick fixes (where appropriate), community capacity/DIY and the Māori Housing Fund for essential repairs on 10 homes that have been insulated. This will be submitted for the meeting around June/July.

6.2 Youth Development

6.2.1 Youth Council The Whakatāne District Youth Council is underway and the first meeting has been held. Community Development Team is looking at ways to support the Murupara Youth Leadership Project. Due to the floods, much of this work is in catch-up mode.

6.2.2 Future Leaders Through the Mayor’s Taskforce for Jobs, the Future Leaders programme with Inspiring Stories is currently being worked through to select six young people across the Eastern Bay. Future Leaders is a programme which supports youth leadership capability and social entrepreneurship, with national youth gatherings and support from whānau and local communities. The programme for 2017 has launched and has been promoted by the partners. The two representatives for the Whakatāne District will be announced shortly by Inspiring Stories.

6.3 Murupara Library Four new registered library members have enrolled and 406 books were borrowed and returned during March. Staff are in the final stages of the 3 monthly book exchange, this gives our Murupara readers a change and variety of books to view and read. Public Programmes have included the weekly story time programme “ Ika Boo” which continues to be the highlight in the library every Wednesday from 10.30am to 11.30am. Staff are pleased to have Galatea mothers and fathers attend with their young children. On average there are 20 under 5 year olds that come to the weekly session who are enrolled with early childhood groups or home based learning. Staff attended the Eastbay REAP “Teddy Bear Picnic” on 6 March 2017 as a day of networking and story-telling for the children. An information display of our library services was made available. The Murupara school holiday programme is being run from 17-28 April 2017 with an Autumn Breeze theme. An addition to the programme called “The Soul Soup Club” was run in conjunction with the holiday programme where organisations, whānau and individuals donated a pot of soup each day for children.

7 ANIMAL CONTROL

The partnership with the Council and Ngāti-Manawa in respect of service delivery for Animal Control is continually evolving with very positive feedback from the community about this arrangement. Comments and stats would suggest that there are less dogs roaming but more complaints lodged. This can be explained by the fact that a better reporting process is now being followed by staff and in my opinion, residents feeling more comfortable about dealing with a local than someone from outside the community when lodging a complaint.

7.1 Bylaws

7.1.1 Vehicles- Through the partnership the Council have with Ngāti-Manawa, 6 vehicles, which had previously been parked on roadside reserves throughout the town, have now been moved off the road and positioned within the owners property.

7.1.2 Overgrown Sections- The situation is still being progressed and staff are currently awaiting a response from management as to how to proceed with this issue.

7.1.3 Fly-tipping Staff have attended a Hui in Murupara recently and spoken to a small group of women, known as the A-Team, who undertake on their own initiative to collect rubbish and mess around the town. Following the hui arrangements have been made for a number of wheelie bins and plastic cubes to be delivered for their use. Council is more than willing to assist where we can.

2.2 Cyclone Debbie Thank you to the Community Board Members who endeavoured to ensure their communities remained safe. Board Member Te Amo worked tirelessly with Civil Defence in Whakatane and was able to relay information to Members when it was realised there was no information coming into our district. Communication was found to be wanting and needs to be a priority for our Board to ensure communities and those travelling through our area are well informed. Road closed signage is causing frustration with locals and travellers alike. It is disappointing that people have to travel 14kms only to find the road closed and then backtrack.

2.3 The Murupara Community Board would like to offer their support to the Community Board and relay an offer of assistance to help in any way.

2.4 Resignation – Patrick McCarthy It is with regret we accept the resignation of Patrick McCarthy to further his career in the NZ Army Band. I would like to thank him for his time on our Community Board and as editor of the Murupara Community News.

2.5 Murupara Swimming Pool Murupara Swimming Pool – it is disappointing the heat pump faulted and was unable to be fixed. School holidays with warm sunny days. This is an important recreation facility in our town that should be open until the stated closure date – 30 April 2017.

2.6 Next Meeting Mayor Tony Bonne has indicated he would like to visit on 26 June, our next MCB meeting. A coffee morning will be held and the Maori Rates Officer who specialises in Maori Land Rates will accompany him.

RECOMMENDATIONS: 1. THAT the Chairperson’s report be received; and 2. THAT a letter of appreciation be sent to Patrick McCarthy and a gift to the value of $__ be purchased to be presented to him in recognition of his four years as a Murupara Community Board Member; and 3.
