Please accept, with our compliments, this study guide designed to accompany the Montana Tribal Histories Project book, “The Whole Country was . ‘One Robe’”: The Little Shell Tribe’s America. The “One Robe” book is about the Little Shell Tribe of Chippewa Indians of Montana, a disfranchised society of indigenous North Americans known as “Landless Indians.” But, more fully and accurately, this book is about those Aboriginal peoples who live along what became the Canada and United States border between Lake of the Woods (MN) and the Rocky Mountains (MT) who did not ft as part of either national project in the reconfguration of the North American West. -

Embracing the best of two worlds : Native American college graduates of the University of Great Falls by Pat Alan Beu A thesis submitted in partial fulfillment of the requirements for the degree of Doctor of Education Montana State University © Copyright by Pat Alan Beu (1998) Abstract: At the University of Great Falls in central Montana the retention and graduation rate of Native American students, the state's largest minority population, is small. However, few efforts have been made to understand the influences that impact Native American student success. This study explored the experiences of Native American graduates as well as the involvement UGF played in their success. The purpose of this study was to describe factors that contributed to the success of Native American students attending UGF. For this descriptive case study 18 Native American UGF graduates were interviewed. The investigation of the educational experience of these graduates was categorized into five analytical areas. These areas included a general profile of the graduates, an examination of their commitment and involvement in cultural activities as a student, the impact UGF had on their educational experience, cultural behaviors and values of the graduates, and barriers to success experienced by the graduates. Several conclusions were drawn for each of the five areas regarding the factors that influenced the success of these graduates. Recommendations were provided for each of these areas. Collectively, the testimony of the graduates clearly revealed that they were focused on their educational goals. The support of family members contributed to their success. They were proud of their Indian heritage and were involved in cultural and spiritual practices that displayed that pride. -

CHAPTER SIX: ALL EYES ON MONTANA: TELEVISION AND THE CULTURAL POLITICS OF REGION Questions of intercultural power and cultural control--based upon regional culture, race, ethnicity, religion and economic factors such as land ownership--gathered force and erupted in the political controversy surrounding the reception of The American Stranger. The documentary, produced with the unprecedented cooperation of various Indian tribes, political interest groups, and localized community activists, was filmed primarily in Indian communities in Montana. This national report foregrounded the localized knowledge of Montana's Native Americans and their supporters, blaming federal "termination" policies for the social and economic conditions on Montana's Blackfeet reservation and the "landless Indians" living on Hill 57 in Great Falls. Termination efforts were subsequently challenged by a coalition of American Indian interest groups and sympathetic non-Indians, drawing upon the public indignation and call to arms aroused by The American Stranger. The content of The American Stranger was significantly influenced by the involvement of regional tribal leaders and Montana activists, and the documentary was subsequently appropriated as a powerful discursive tool in their ongoing struggles on behalf of Indian rights and local grassroots interests. The single broadcast, along with subsequent localized screenings of the show's kinescope, 364 became the focal convergence for a host of ideological and political public debates surrounding the "Indian question." The site is located along the South Fork of the Teton River, approximately thirty miles west of Choteau, Montana, and was once occupied by Métis families fleeing persecution for alleged involvement in the Northwest Rebellion of 1885. The study establishes precedent for the site’s inclusion on the National Register of Historic Places and addresses the potential for the site’s designation as a Traditional Cultural Property, despite the challenges inherent in such an approach. -

In order to honor the Right of Participation and the Right to Know (Article II, Sections 8 and 9 of the Montana Constitution), the City of Great Falls and City Commission are making every effort to meet the requirements of open meeting laws: • City Commission members and City staff will attend the meeting via a remote location, using a virtual meeting method. • The agenda packet material is available on the City’s website: https://greatfallsmt.net/meetings.
