Limited-benefit policies can be priced as low as $40 a month for a single employee. The state’s health plan regulations—some of the toughest in the nation—can make it less prof- itable to offer coverage here. For example, insurers wanting to sell restricted policies to New York’s small businesses—companies with fewer than 50 workers—must com- ply with a raft of pricing and other rules. Insurance companies must charge all small employers in a geo- graphic area the same price for the same plan, and they cannot reject any company that applies. Additionally,state regulators can reject plans with annual maximum benefits that are too low to cover hospital bills that would result from a serious illness or accident. Annual benefit caps on limited policies range from $2,000 to $100,000.
