So far I’ve heard of just one Es event just before Christmas that very briefly made it to FM and another Es event that was noticed by Chris Dunne down in Florida that went briefly to FM from Colombia. F2 skip faded away somewhat as the solar flux dropped down to the 130s. So, all in all, December has been mostly uneventful. But keep looking because anything can still happen. We’ve prepared a “State of the Club” message for this issue. -

Inclement Weather Policy
INCLEMENT WEATHER POLICIES Any decision to close, delay opening or dismiss schools early due to inclement weather is not made lightly. Every effort will be made to provide an instructional school day consistent with the published school calendar, and with the primary concern always being the safe travel of all Carroll County Public Schools students. When inclement weather conditions occur, a decision might be made to delay the opening of school by two hours, to close school, or to dismiss school early. An announcement will be made for delayed openings or closings by 6:00 a.m. Every effort will be made to announce delays as early as possible. There may also be an announcement made to delay school openings, with a re-evaluation period to possibly close schools. If no re-evaluation announcement is made by 7:15 a.m., schools will open two hours late as originally announced. University of Baltimore IV-7.1 Inclement Weather Policy A. Consistent with USM 170.0 VI-12.00-Policy on Emergency Conditions: Cancellation of Classes and Release of Employees, the University President has the authority to cancel or otherwise modify class and work schedules because of emergency conditions that may arise because of inclement weather, fire, power failure, civil disorder or other unusual circumstances which may endanger students or employees. B. Safety is always the number one priority relative to opening or closing announcements, and we endeavor to make those announcements in a timely fashion. In the Mid-Atlantic region trying to get a handle on the weather is always problematic. The snow totals can range from 1 inch in the west to 11 inches in the south and east. The decision to close or delay during periods of inclement weather is not taken lightly; local and regional forecasts are consulted, condition of state roads, as reported by the Maryland Department of Transportation, the Maryland Transportation Authority, the Maryland State Police, and the Baltimore City Office of Emergency Management are evaluated prior to making a decision about modifying class and work schedules. Moreover, announcements of other area colleges and universities about their own plans are also reviewed and discussed by administrators. In addition, conditions involving the safety and availability of university parking facilities and the condition of the streets adjacent to the university are also assessed. Administrators recognize that weather conditions 20 miles west of UB could be quite different than conditions at the campus. Nevertheless, the final decision rests with the University's goal of accommodating as many of its campus members as possible on a given day. -

The Act requires the Maryland Health Benefit Exchange (Exchange) to study and make recommendations on several issues, including how the Exchange should conduct its public relations and advertising campaign. The Exchange created an advisory committee on Navigator and Enrollment Assistance that is charged with considering options for the Exchange’s outreach efforts as well as its Navigator Program and enrollment efforts. Weber Shandwick and its research division, KRC Research, was charged with providing to the advisory committee the analytic support to study and make recommendations regarding how the Exchange should conduct its public relations and advertising campaign. Public Relations Campaign Report for 2020 Primary Election
June 9, 2020 Linda Lamone Administrator Maryland State Board of Elections 151 West Street, Suite 200 Annapolis, MD 21401 RE: Public Relations Campaign Report for 2020 Primary Election Thank you for providing KO Public Affairs LLC the opportunity to develop, implement and oversee a statewide public awareness campaign to encourage individuals to participate in the State’s first vote by mail election on June 2, 2020. Under the scope of work, KO was charged with developing a statewide campaign, including earned media, TV, radio, and digital to supplement the State Board of Election’s social media campaign. The public education campaign also included broad stakeholder engagement to help educate voters about the vote by mail election. In order to build the campaign, KO partnered with a number of stakeholder firms to help us develop the campaign and reach target audiences throughout the State. Our partners included: • Mission Media – a full-service advertising and marketing firm to assist with creative design, campaign production and media buying. • Sandy Hillman Communications – a public relations firm and minority business enterprise to assist with earned media and oversee broad stakeholder engagement throughout the state. • GreiBO – a public relations and marketing firm based in Baltimore to assist with stakeholder outreach to the African American community statewide, including key influencer messaging, in-community events and social media for Baltimore City residents. • Cool & Associates – a full-service management consulting firm that brings Hispanic strategy, workforce development, education, marketing and outreach to the forefront of any organization. Veronica Cool and her team assisted with stakeholder outreach to the Latinx community, Spanish-speaking earned media, and assisted with translation of all MD State Board of Elections: Public Relations Campaign Report for 2020 Primary Election 1 campaign materials, including radio, social media, and a web-tutorial created by the State Board of Elections. -
