BCSE 2011-2015 Performance Report Excellence in Service FOREWORD The recruitment and selection of university graduates into the Civil Service is carried out by the Royal Civil Service Commission annually through Bhutan Civil Service Examination (BCSE). Civil Service recruitment examination for university graduates was introduced in 1983 with the objective of streamlining and instituting a proper selection system. Over the years, the recruitment and selection system has been strengthened to attract and select the most qualified and competent graduates through healthy and fair competition for appointment in the Civil Service based on the principle of meritocracy. This is a report on performance of graduates from different institutes in BCSE for the last five years: 2011 – 2015. Given the limited number of institutes for higher learning in the country, there are candidates from a number of different institutes based in different countries appearing the BCSE. For example, there were 1686 candidates from 183 different institutes based in 12 different countries who appeared BCSE in 2011. Similarly, there were 2397 candidates who studied in 229 different institutes based in 11 different countries in 2012. However, in 2013, there were 288 institutes where 3332 candidates graduated from, which was the maximum. In 2014 and 2015, there were 2892 and 3322 candidates from 241 and 260 different institutes appearing BCSE respectively. While there are a few candidates who studied in institutes based in countries such as Australia, Austria, Bangladesh, China, Cuba, England, Germany, Malaysia, Nepal, Netherlands, Singapore, South Korea, Sri Lanka, Thailand and USA, most candidates who study outside Bhutan are from institutes based in India given its proximity and affordability. As it is evident from the report, candidates from some institutes have consistently performed well in BCSE over different years. On the other hand, candidates from some other institutes have consistently performed poorly. During the reporting period, Sherubtse College has consistently topped in terms of the number of graduates being selected in the BCSE general category. The performance of the candidates would, besides other factors, depend on the quality of teaching and learning in the respective institutes, calibre of the individual candidates, and availability of approved vacancies in the Civil Service during a particular year of examination. The RCSC will leave that for the readers to judge. The RCSC will publish such report every year as an advisory for parents and prospective candidates, and feedback for the institutes. EXAM SERVICE:339237 www.rcsc.gov.bt PRELIMINARY EXAMINATION RESULT BY INSTITUTE Excellence in Service PRELIMINARY EXAMINATION The Preliminary Examination is conducted to short-list candidates for the Main Examination (ME) and ensure minimum standard required of a candidate. PE paper is common to all categories of graduates. PE consists of objective type questions designed to test Dzongkha and English communication skills, logic and analytical skills, problem solving and data interpretation abilities of the candidates. The evaluation of the PE answer papers are carried out by Optical Mark Reader (OMR) machine. PE levels out the differences and variations in subject difficulty levels, assessment schemes and educational standard and quality and provides a level playing field for graduates to compete for the ME. BISWAJIT SINHA DEPARTMENT OF CHEMISTRY UNIVERSITY OF NORTH BENGAL OCTOBER-2018 Dedicated To My Beloved Parents Abstract Chapter I contains a brief overview on the ionic liquids (ILs), specially functionalized ionic liquids (FILs) along with the properties of the ionic liquids consisting of different cations and anions, their applications and the advantages of using ILs over conventional organic solvents. Chemistry of Schiff bases and their transition metal complexes as well as their applications in different fields were also briefly discussed. This chapter also contains a brief literature survey on related works as well as the object and application of the research works embodied in this dissertation. Chapter II briefly describes the spectroscopic and analytical techniques employed for the physico-chemical characterization of the synthesized compounds. This chapter also contains sources of the different chemicals used and describes the syntheses and physicochemical characterization of some amine functionalized ionic liquids required for the syntheses of various ionic liquid-supported Schiff bases used as ligands in subsequent chapters of this thesis. In chapter III Mn(II) and Co(II) complexes synthesized from the ionic liquid- supported Schiff base, 1-{2-(2-hydroxybenzylideneamino)ethyl}-3-methyl imidazolium bromide have been presented. Their structural characterization by various analytical and spectroscopic methods was described. Their antibacterial activities were tested by in vitro disc diffusion method against Escherichia coli and Bacillus subtilis to assess their minimum inhibition concentrations.
