No Point Road NE Hansville, WA 98340 Phone: 415-362-7255 Fax: 415-362-7464 www.uslhs.org Point No Point Light Station – Historic Keeper’s Dwelling Restoration – Proposal U.S. Lighthouse Society, 94-2919484 Jeffrey S. Gales, (415) 362-7255, [email protected] (officer who is responsible) Historic Restoration of Keeper’s Dwelling located at the Point No Point Light Station $50,000 is needed to achieve the match already donated by the Birkenfeld Memorial Trust (Seattle Foundation) The U.S. Lighthouse Society endeavors to rehabilitate the exterior of the historic Keeper’s Dwelling located at the Point No Point Light Station, Hansville, Kitsap County. The building is one of three historic structures built at this location listed on the National Register of Historic Places, and last to be addressed in a three phase proj- ect. The Lighthouse itself and Keeper’s Workshop projects have already been completed (in order of priority). A NON-PROFIT HISTORICAL & EDUCATIONAL SOCIETY Although structurally sound, the exterior of the circa 1880 Keeper’s Dwelling is deteriorating. The proposed project includes a new roof, new windows and doors fabricated to historic specifications, complete stripping and recoating of the exterior, installation of historic gutter system, resurfacing of exterior patios sloped properly to draw water away from the building and the installation of other replica architectural details. An itemized list of proposed projects and their cost is attached – this document would be considered our “needs assessment.” Our proposed scope of work has been reviewed and approved by the Washington State Office of Historic Preserva- tion, and conforms to their guidelines. The goal of the project is to rehabilitate and restore the structure to circa 1930’s appearance, and set into prac- tice regular maintenance of the structure so that it can be enjoyed by the public for another 100 years. The building is open to the public with one side of the duplex housing the headquarters of the U.S. Lighthouse Society, while the other side is operated as a vacation rental. All income generated from the property is directed back so that funds are available for regular maintenance, and the Society is acting in partnership with the U.S. Coast Guard and Kitsap County Parks & Recreation. The Point No Point Light Station, which is open as a park to the public, hosts nearly 50,000 visitors annually. With the help of the U.S. Lighthouse Society, all historic buildings at the location are accessible to the public at no charge. These numbers are supported by registrations at the lighthouse and County Park records. The Point No Point Light Station is the only lighthouse in Kitsap County, and the first lighthouse built on Puget Sound. The Light Station and surrounding beach is a treasure that all people in Kitsap County share and enjoy. U.S. Lighthouse Society (415) 362-7255 – www.uslhs.org A NON-PROFIT HISTORICAL & EDUCATIONAL SOCIETY This is a capital request to achieve specific goals with relation to restoring the Keeper’s Dwelling at Point No Point. We’ll measure our success as each part of the project is complete, culminating with the complete reha- bilitation of the building. The Point No Point Light Station Park property is owned by the U.S. Coast Guard, and managed by Kitsap County Parks & Recreation. The U.S. Lighthouse Society has received approval and encouragement from these two entities to apply for funds and to proceed with the historic rehabilitation of the Point No Point Light Station Keeper’s Dwelling (letters of support/authorization are attached). The headquarters for our nonprofit organiza- tion is located on site, and we have maintained a positive working relationship with the Coast Guard and Parks Department for many years. I have also included for your review other support letters and a copy of the Seattle Foundation matching grant award document. As mentioned, the property encompasses three historic structures. The rehabilitation of the first two buildings (the Lighthouse and Keeper’s Workshop), were made possible through generous capital grants from the Seattle Foundation and the National Trust for Historic Preservation. Further, the U.S. Lighthouse Society has received a $50,000 matching grant again from the Seattle Foundation, for the Keeper’s Dwelling project proposed. The goal to raise $50,000 would be used to help us achieve the $50,000 match already committed. However, the U.S. Lighthouse Society is also approaching other Kitsap County businesses and local residents so that the total estimated budget for project can be met. Attached for your review is a spreadsheet outlining all rehabilitation projects completed at the property to date, and where the funding came from for their completion, as well as a detailed look at the proposed scope of work and budget for the Keeper’s Dwelling project. The U.S. Lighthouse Society would warmly accept any amount which could be directed to any line item you would like to support. We hope that you would consider giving this project special consideration. The reason is that the match offered by the Seattle Foundation in the amount of $50,000 needs to be raised by June of this year, 2013. The U.S. Lighthouse Society expects to begin work by July 2013, with an estimated completion date of October 2013. Thank you for the opportunity to submit this information to you, and thank you in advance for your kind consid- eration. Respectfully submitted: Jeffrey S. Gales: Thank you for contacting the Washington State Department of Archaeology and Historic Preservation (DAHP) and for providing us with an outline of the exterior rehabilitation work proposed for the Keeper’s Dwelling at the Point No Point Lighthouse Station. My review is based upon documentation contained in your communication. In my opinion, the work proposed would not adversely affect the character or integrity of the Point No Point Lighthouse Station. Once additional information on the project becomes available, please contact DAHP for further consultation. Thank you for the opportunity to review and comment.
