Employment Land Monitoring Report

1. INTRODUCTION

This report provides information on the level of provision of employment land throughout the East Riding of as at 1st April 2012. This is the tenth employment land monitoring report to be published by Council and supersedes the previous version dated 1st April 2011. The information contained within this document complement that contained within the Annual Monitoring Report for the East Riding.

The document identifies all undeveloped and unoccupied sites over 0.25 ha in size, which as at 1st April 2012, had either an extant planning permission or allocation in a development plan for B1, B2 or B8 uses. The document excludes those sites that comprise previously occupied employment sites (and units) that are returning to the market following the departure of the previous occupants and farm building conversions. However, information on available industrial and commercial property within the East Riding of Yorkshire is contained within an Industrial and Commercial Property Database held by the Council’s Inward Investment Team.

Further information about employment developments, including the amount of B1, B2 and B8 floorspace completed, is reported through the Annual Monitoring Report. This is available on the Council’s website.

At the 1st April 2012, the Development Plan for the East Riding of Yorkshire was made up by the 'Yorkshire and Plan' (the Regional Spatial Strategy for Yorkshire and Humber) and the saved policies of the 'Joint Structure Plan for Hull and the East Riding (JSP)1' and the four Local Plans2. The four Local Plans are:-

Borough Local Plan (adopted 1996)  Borough Local Plan (adopted 1999)  East Yorkshire Borough Wide Local Plan (adopted 1997)  Holderness District Wide Local Plan (adopted 1999)

Policy EC2 of the Joint Structure Plan (adopted in 2005) identifies a number of strategic locations for employment development, three of which fall within the East Riding. These are located at Melton and Haven in the Central JSP sub-area, and /J36 in the Western JSP sub-area. In addition, policy EC1 of the JSP identifies land at Humber Bridgehead () as a strategic employment site suitable for major national or

Several Local Plan allocations fall within the strategic sites and are referred to throughout this document. All the aforementioned policies have been saved beyond June 2008.

East Riding of Yorkshire Council is progressing with a new Local Plan that will eventually replace the JSP and the four local plans referred to above. An important part of the new Local Plan will be the Allocations Document. This will allocate sites for future economic development purposes over the period up to 2028/29. A Potential Sites consultation (first stage) took place in 2010 which set out a number of options for different sites and invited comments and views on their suitability. The Employment Land Review undertaken by the Council is another important tool that has identified how much employment land will be required over the next 15 years, and where demand is highest. 2. NOTE ON CONSISTENCY WITH PREVIOUS EDITIONS

The Council is working to enhance the monitoring and reporting of the development that takes place across the East Riding. As a consequence, this report is slightly different to previous years in terms of its content and presentation.

The key changes include;

 Additional details are now provided about the amount of floorspace for each use class proposed by permitted planning applications.  Additional details on the status of sites are included in a 'site comments' field in the site schedules. This replaces the four land availability classifications used in previous versions.  Greater interrogation of employment land take up has been undertaken to enable a distinction to be made between sites developed for employment purposes, and sites 'lost' to alternative uses.  All windfall sites with extant planning permission are now identified when the amount of windfall employment land is calculated. In previous editions just the windfall sites which had gained permission in the previous year were shown.

To complement this, a full audit of the data held on employment sites and planning permissions has been undertaken. This has enabled minor inconsistencies to be amended and has improved the accuracy of information contained within this report.

3. EMPLOYMENT LAND AVAILABILITY a) Allocated employment land

In total 73 sites were allocated for employment development across the East Riding of Yorkshire3 by the 4 Local Plans. The majority of allocations are deemed suitable for B1, B2 or B8 use, although some are restricted to either a combination of B1, B2 and B8 uses or just one specific use.

4 Previous versions of the ELMR have not counted land allocated through E2(a) as part of the strategic land supply. However, as this land is included as part of the Capitol Park development along with land allocated through E2(c) it will also perform a strategic role and is so considered to be part of the strategy allocations. This has led to the amount of land reported as being available being greater this year, than in previous versions of this report. c) Windfall employment sites

Employment land has also been gained from non-allocated sites that have been granted planning permission for development for employment uses. These are known as 'windfall' sites. In total, there are 15 windfall sites with extant consent across the East Riding which are of 0.25ha or greater in size5

In total there is 506ha of undeveloped allocated employment land or employment windfall land (with extant consent) available across the East Riding.

Since 2000, 259ha of employment land (allocated and windfall sites) has been developed. Of this 225ha has been developed for employment purposes, while 33ha has been 'lost' to other uses (i.e. housing, retail, infrastructure etc).

6 Due to the clean up that has been undertaken of the employment land monitoring database this, which has led to a number of site records being amended and corrected, it is not possible to show the annual level of take up between 1 April 2000 and 1 April 2012. Annual take up from 1 April 2012 will be reported in future editions of the Employment Land Monitoring Report. 7 This figure is slightly greater than that reported in previous years. This is primarily due to the data clean up, which has amended cartographic errors being amended (which has ensured that all land that has been developed is noted as such in the monitoring database) and because windfall sites that gain permission and commenced development within within a single monitoring year have been counted (these has previously been missed when take up was calculated). 5. EXPLANATORY NOTES a) Glossary of terms used

Former District: The tables below are based on the four former district areas and the adopted Local Plan for each area.

JSP sub-area: In the Joint Structure Plan for Hull and the East Riding, the East Riding is divided into four sub-areas; Eastern, Central, Western and Northern.

Local Plan Sub Area: The Council is preparing a new Local Plan for the East Riding, and within this 6 sub areas are identified. This field is currently shown as blank on the settlement site schedules, but will be used in future years to present monitoring information by the new Local Plan areas.

Settlement: The name given to identify the location of a group of sites, and used in the relevant Local Plan. Although many settlement names are also the names of the appropriate parish or town, this is not always true. For example, Salt End is in Preston Parish.

Site ID: This report is generated from the Forward Planning Unit’s monitoring database. All sites are allocated a unique reference number. The number has no meaning apart from being linked to one site. It is used as an identifier on the maps provided in the document.

Allocation reference: Where a site is allocated, the specific Local Plan reference is included. Further information on each site can be obtained by cross-reference to the particular Local Plan Written Statement. EED refers to ‘Existing Employment Development’ and relates to those settlements within the former East Yorkshire Borough only. EED identifies those sites that were subject to an extant planning permission at the time the Local Plan was prepared. Windfall sites, i.e. those sites where planning consent has been granted for employment purposes on land not allocated for employment use are shown by ‘WF’.

Original site area: This refers to the total area of the allocation as shown in the Local Plan. The figure may vary slightly from the Local Plan Written Statement due to different measuring and/or digitising techniques. In the case of windfall sites, the original site area represents the total area granted planning consent for employment development (this may differ from the application area if the application also included non-employment uses or significant other land within the red line boundary).

Remaining site area: This refers to the total area of the allocation or site that has not yet been developed.

Application area: This refers to the total amount of land to which the planning application relates. Floorspace: This refers to the amount of floorspace (in square metres) that is proposed by a permitted planning application for employment development. This is shown by use class, as defined by the Town and Country Planning (Use Classes) Order 1987 (as amended).

Site comments: This column enables the specific characteristics of a site and any planning policy implications to be recognised.

b) Site Plans

A location map illustrating the area of the site available for development accompanies the details of each site. c) Accuracy It should be stressed that the information in this document is primarily for monitoring purposes. Effort has been taken to ensure the accuracy of the data but it is not guaranteed, and site-specific information should not be taken as definitive. Research and preliminary discussions with officers are highly advisable before submitting a planning application. With regards to the extent and layout of specific sites, the relevant Local Plan and/or the planning application should always be referred to.
