MetroAccess and Abilities-Ride MetroAccess Paratransit – Washington Metropolitan Area Transit Authority (WMATA) MetroAccess is a shared-ride, door-to-door public transportation service for people who are unable to use fixed-route public transit due to disability. "Shared ride" means that multiple passengers may ride together in the same vehicle. The service provides daily trips throughout the Transit Zone in the Washington Metropolitan region. The Transit Zone consists of the District of Columbia, Montgomery and Prince George’s Counties in Maryland, Arlington and Fairfax Counties and the cities of Alexandria, Fairfax and Falls Church in Northern Virginia. Rides are offered in the same service areas and during the same hours of operation as Metrorail and Metrobus. -

WHAT IS BALTIMORELINK? BaltimoreLink is a complete overhaul and rebranding of the core transit system operating within Baltimore City and the surrounding region. Many of MTA’s current bus routes are outdated, and BaltimoreLink will improve service through a more reliable and efficient network. BaltimoreLink also includes transfer facilities, dedicated bus lanes, signal priority, and improved bus stop signs, among many other improvements. To deliver an interconnected transit network, existing MTA bus and rail services will be restructured and renamed: • CityLink: Twelve new high-frequency, color-coded bus routes will connect with each other, as well as Metro SubwayLink, Light RailLink, MARC Train, Commuter Bus, Amtrak, and other services, into one integrated transit network. • LocalLink (currently Local Bus): LocalLink routes will provide comprehensive crosstown connections and improved connections to neighborhoods and communities throughout the system. • Express BusLink (currently Express Bus): Express BusLink will include several existing Express Bus services that provide suburb-to- city connections and recently launched routes providing suburb-to-suburb connections. REDUCED COST AND FREE METRO TRANSPORTATION PROGRAMS FOR PEOPLE WITH DISABILITIES Individual Day Supports are tailored services and supports that are provided to a person or a small group of no more than two (2) people, in the community. This service lends very well to the use of public transportation and associated travel training, allowing for active learning while exploring the community and its resources. While the set rate includes funding for transportation, it is important to be resourceful when possible, using available discount programs to make your funds go further. METRO TRANSIT ACCESSIBILITY CENTER The Metro Transit Accessibility Center (202)962-2700 located at Metro headquarters, 600 Fifth Street NW, Washington, DC 20001, offers the following services to people with disabilities: Information and application materials for the Reduced Fare (half fare) program for Metrobus and Metrorail Information and application materials for the MetroAccess paratransit service Consultations and functional assessments to determine eligibility for MetroAccess paratransit service Replacement ID cards for MetroAccess customers Support (by phone) for resetting your MetroAccess EZ-Pay or InstantAccess password The Transit Accessibility Center office hours are 8 a.m. to 4 p.m. weekdays, with the exception of Tuesdays with hours from 8 a.m. - 2:30 p.m. REDUCED FAIR PROGRAM Metro offers reduced fare for people with disabilities who require accessibility features to use public transportation and who have a valid Metro Disability ID. The Metro Disability ID card offers a discount of half the peak fare on Metrorail, and a reduced fare of for 90¢ cash, or 80¢ paying with a SmarTrip® card on regular Metrobus routes, and a discounted fare on other participating bus service providers. -

If it is timely, I would like to express strong support for expenditure on bus stop improvement. I live near bus stops on Guilford Road and pass some on Broken Land Parkway. I see folks standing on grass or trying to keep feet dry by standing on a cement square (about 1 yard x 1 yard) if one is available. There is no shelter for many stops. At one on Guilford, folks will often sit on a pad-mount transformer because there is no other place to sit. There are no trash cans, so you can guess what is discarded on the ground. People look (and are) miserable at these stops, and such conditions do not encourage them to ride the buses. Howard County must meet basic needs (including safety) of riders to support bus ridership and support these people, many of whom might not be able to afford their own cars Thank you for your consideration. BALTIMORE METROPOLITAN PLANNING ORGANIZATION BALTIMORE REGIONAL TRANSPORTATION BOARD RESOLUTION #20-9 RESOLUTION TO ENDORSE THE UPDATED BALTIMORE REGION COORDINATED PUBLIC TRANSIT – HUMAN SERVICES TRANSPORTATION PLAN WHEREAS, the Baltimore Regional Transportation Board (BRTB) is the designated Metropolitan Planning Organization (MPO) for the Baltimore region, encompassing the Baltimore Urbanized Area, and includes official representatives of the cities of Annapolis and Baltimore; the counties of Anne Arundel, Baltimore, Carroll, Harford, Howard, and Queen Anne’s; and representatives of the Maryland Departments of Transportation, the Environment, Planning, the Maryland Transit Administration, Harford Transit; and WHEREAS, the Baltimore Regional Transportation Board as the Metropolitan Planning Organization for the Baltimore region, has responsibility under the provisions of the Fixing America’s Surface Transportation (FAST) Act for developing and carrying out a continuing, cooperative, and comprehensive transportation planning process for the metropolitan area; and WHEREAS, the Federal Transit Administration, a modal division of the U.S. Department of Transportation, requires under FAST Act the establishment of a locally developed, coordinated public transit-human services transportation plan. Previously, under MAP-21, legislation combined the New Freedom Program and the Elderly Individuals and Individuals with Disabilities Program into a new Enhanced Mobility of Seniors and Individuals with Disabilities Program, better known as Section 5310. Guidance on the new program was provided in Federal Transit Administration Circular 9070.1G released on June 6, 2014; and WHEREAS, the Federal Transit Administration requires a plan to be developed and periodically updated by a process that includes representatives of public, private, and nonprofit transportation and human services providers and participation by the public. -

MDOT Consolidated Transportation Program Reductions MDOT’s draft 6-year Consolidated Transportation Program (CTP) for FY2021-2026. shows a $2.9 billion reduction over the last 6-year plan • While the cuts are distributed across MDOT modes, Maryland’s contribution to WMATA is 100% funded for capital and operating (as of 9-25-20) • $150 million in cuts to MTA on top of last year’s $303 million reduction to the 6-year CTP will further impact the failing transit network in the Baltimore region • Cuts to system preservation budgets for all MDOT modes has a longer term fiscal impact on our transportation network. -
